А. Основним принципом американського врядування є те, що завдяки системі стримування та противаг компроміс та консенсус у політиці є необхідними. Наприклад, палата представників контролює фінанси, таким чином президент повинен отримати її згоду при висуненні своїх пропозицій. Він не може оголосити війну без одержання згоди конгресу. У закордонних справах його дії також досить обмежені. Будь-яка угода має спочатку бути затверджена Сенатом. Кожна гілка державної влади контролює інші. Це робиться для того, щоб не надавати будь-якій гілці занадто великої влади, аби вони не зловживали нею. Конгрес має повноваження приймати закони, але президент може накласти вето на будь-який акт Конгресу. Конгрес, у свою чергу, може подолати вето двома третинами голосів у кожній палаті. Конгрес також може відмовити у виділенні коштів на запит президента. Президент може призначати вищих посадових осіб своєї адміністрації, але Сенат має затвердити їх. Президент має повноваження висувати кандидатів на посади федеральних суддів, але їх також має затвердити Сенат. Суди мають повноваження визначати конституційність актів Конгресу та дій президента і блокувати їх, якщо вони є неконституційними.
Б. Британська конституція складається із законів та конвенцій. За законом королева є головою виконавчої влади, складовою частиною законодавчої влади, а також головою судової влади, проте фактично королева діє згідно з порадами прем’єр-міністра. Парламент, британська законодавча влада, складається із палати громад, палати лордів та королеви в її конституційній ролі. Для законодавчої влади необхідна згода всіх трьох елементів, хоча згода королеви надається автоматично. Державні законопроекти мають бути прийняті обома палатами. Після цього законопроект отримує королівську згоду та стає законом. Центром парламентської влади є палата громад. Палата лордів як контролюючий орган має доповнювати палату громад, а не змагатися з нею, тому лорди рідко користуються правом відкладати прийняття законів на один рік. Під час спеціальних засідань у палаті громад парламентські комітети ставлять запитання міністрам та державним службовцям перед тим, як готувати звіти з питань державної політики.
