Парламентсько-президентська система є способом правління, за яким голова виконавчої влади й президент однаково активно беруть участь у повсякденному державному управлінні. Вони можуть бути членами різних, навіть опозиційних політичних партій, обиратися на посади окремо та на різний термін. Така система називається «співіснування», що відображає двоїстість виконавчої влади. Президент не очолює і не входить до жодної з гілок державної злади, він уособлює державу й державну владу загалом. Президент зобов’язаний припиняти будь-які дії законодавчої, виконавчої чи судової влади, які прямо чи опосередковано порушують Конституцію України. Президент є гарантом державного суверенітету, територіальної цілісності, дотримання Конституції, прав та свобод людини і громадян. Президент забезпечує державну незалежність, національну безпеку і правонаступництво держави. Президент є Верховним головнокомандувачем збройних сил України, очолює Раду національної безпеки й оборони України.
Кабінет міністрів є вищим органом у системі органів виконавчої влади. Кабінет відповідальний перед президентом та підзвітний Верховній Раді. Прем’єр-міністр призначається Верховною Радою за поданням президента. Кандидатура для призначення на посаду прем’єр-міністра обирається більшістю народних депутатів від конституційного складу Верховної Ради (226 голосів). За згодою парламенту прем’єр-міністр призначає на посади першого віце-прем’єр-міністра, трьох віце-прем’єр-міністрів і міністрів. Прем’єр- міністр керує роботою Кабінету, спрямовує її на виконання програми діяльності Кабінету, схваленої Верховною Радою. Кабінет забезпечує здійснення внутрішньої та зовнішньої політики держави, проведення фінансової, цінової, інвестиційної та податкової політики; політики у сферах праці й зайнятості населення, соціального захисту, освіти, науки і культури, охорони природи, екологічної безпеки і природокористування. Кабінет розробляє проект закону про державний бюджет і забезпечує його виконання. Постанови й розпорядження Кабінету є обов’язковими до виконання.
Президент:
підписує закони, прийняті Верховною Радою; має право накладати вето (крім законів про внесення змін до конституції); зупиняє дію актів Кабінету міністрів; припиняє повноваження Верховної Ради; оголошує позачергові вибори та всеукраїнські референдуми;
веде переговори та укладає міжнародні договори від імені України; приймає рішення про визнання іноземних держав; призначає та звільняє глав дипломатичних представництв України в інших державах і при міжнародних організаціях; приймає вірчі й відкличні грамоти дипломатичних представників іноземних держав; представляє державу у міжнародних відносинах, здійснює керівництво зовнішньополітичною діяльністю держави;
вносить до Верховної Ради подання про призначення міністра оборони та міністра закордонних справ; за згодою Верховної Ради призначає на посаду та звільняє з посади Генерального Прокурора й голову Служби безпеки; призначає третину складу Конституційного суду, половину складу Ради Національного банку та Національної ради з питань телебачення і радіомовлення;
присвоює вищі чини; нагороджує державними нагородами; надає помилування.
Головними завданнями Секретаріату є організаційне, правове, консультативне,
експертно-аналітичне та інше забезпечення діяльності президента. Секретаріат відстоює позиції президента у взаємодії з Верховною Радою, Кабінетом міністрів, Конституційним судом, правоохоронними та іншими державними органами, органами місцевого самоврядування, а також підприємствами, установами й організаціями.
