1). In 1985, after a two year halt, the two major nuclear Powers resumed negotiations, which had started in 1981 on intermediate/medium-range nuclear forces (INF) and in 1982 on strategic nuclear weapons (START).

2). After the meeting of President Reagan and General Secretary Gorbachev at Reykjavik, in October 1986, both sides moved closer to an agreement on the issue of intermediate/medium-range nuclear missiles.

3). All remaining problems were resolved in the course of 1987, and on 8 December, during their summit meeting in Washington, D.C., President Reagan and General Secretary Gorbachev signed the Treaty between the United States of America and the Union of Soviet Socialist Republics on the Elimination of Their Intermediate-Range and Shorter-Range Missiles (the INF Treaty).

4). It entered into force on 1 June 1988.

5). Concerning strategic offensive arms, the two sides, having made significant progress at the Washington summit meeting towards the conclusion of a treaty implementing the principle of 50 per cent reductions agreed at Reykjavik, decided to instruct their negotiators in Geneva to work toward the completion of the treaty at the earliest possible date.

6). These negotiations are often referred to as START (an acronym used in English for "Strategic Arms Reductions Talks").

7). Among the issues that require further attention in this regard are the inclusion of certain types of cruise missiles and bombers, sub-ceilings on certain types of strategic offensive arms, effective verification procedures and a time-table for reductions.

8). The negotiations have also indicated that there may be a degree of interdependence with other issues, such as the interpretation of the 1972 ABM Treaty, over which the United States and the Soviet Union remain divided.

9). Although no longer an immediate obstacle to the conclusion of a treaty, the ABM issue may have a future impact on the duration of a START treaty.

10). At their meeting at Malta in December 1989, President Bush and President Gorbachev agreed to speed up the negotiations and reach for an agreement in the course of 1990.
