1). The 1972 ABM Treaty prevents the unlimited establishment of sites with anti-ballistic missiles (ABM: missile capable of intercepting and destroying strategic ballistic missiles or their elements in flight trajectory before reaching their targets).

2). Specifically, it restricts the number and location of ABM systems or their components to two sites, with no more than 100 anti-ballistic missiles and missile launchers each, and only a limited number of ABM radars, which, as defined in the Treaty, form a component of an ABM system.

3). The parties, the Soviet Union and the United States, have also undertaken not to develop, test and deploy sea-based, air-based, space-based and mobile land-based ABM systems.

4). Furthermore, the Treaty provides for the use of only national technical means of verification and for the establishment of a Standing Consultative Commission to consider ambiguities or doubts about compliance.

5). In 1974, the two parties signed a Protocol that further restricts the deployment of ABMs to one site in each country.

6). This 1972 Agreement set limits on the number of strategic ballistic launchers of the Soviet Union and the United States for a period of five years, pending a more comprehensive agreement.

7). In September 1977, after the expiration of the five years, the two parties made formal statements to the effect that they would continue to observe the provisions of the Interim Agreement.

8). By the terms of the Interim Agreement the parties undertook not to start construction of additional fixed land-based ICBM launchers and not to convert launchers for light ICBMs into launchers for heavy ICBMs.

9). The Agreement also set a limit of 950 submarine-launched ballistic missiles (SLBMs) in no more than 62 modern submarines for the Soviet Union, and 710 SLBMs in no more than 44 modern submarines for the United States.
