STATEMENT OF FACTS
We, the undersigned, the Chief Stevedore, Mr. H. W. Rawa, the Customs Officer, Mr. N. Kitglu, and the Watch Officer of the m/v "Рula” Mr. A. V. Borisov, do hereby certify that on examining a bale of Calico marked “S. E. Nar. 3472. 12.6. B'bay" and stowed in Hold No. 1 we found a knife cutting, 50 centimetres in length, and on checking the contents we found one piece of Calico, 40 yards long, missing.

I would kindly ask you to inform me by an official letter of the established custom in your port for tallying goods when loading and discharging. I shall especially appreciate your information on the following points:
Is the tally of goods on behalf of the ship wholly entrusted to some Stevedoring Company or Sworn Weighers and Talliers in compliance with the existing regulations or custom?
Is the ship tally, taken by her crew, treated as legal evidence in cases when claims for short-shipment or short-delivery of cargo arise?
Is keeping the ship tally indispensable at all?
Is it customary for the Stevedoring Company or Sworn Talliers to give any guarantee for the correct tally and what responsibility do they bear before the Shipowners?
