Проблема продовольственной безопасности населения или иными словами продовольственная независимость страны стала предметом активного рассмотрения мировым сообществом в связи с социально-экономическими процессами в развивающихся странах с середины 70-х годов ХХ века. Возникло глобальное противоречие, когда абсолютное перепроизводство продовольствия в развитых странах сопровождалось массовым голодом и недоеданием населения в ряде стран третьего мира. Это продемонстрировало, что, зачастую хроническая, продовольственная нестабильность, связана не столько с теорией убывающего плодородия Мальтуса или неразвитостью аграрного сектора, сколько с уровнем экономического развития и бедностью значительной части населения отдельных государств, что делает недоступным продовольствие по ценам рынка.
В 1996 году на Всемирной встрече на высшем уровне по проблемам продовольствия была принята Римская декларация по всемирной продовольственной безопасности. В указанной декларации продовольственная безопасность определена как – “состояние экономики, при котором населению страны в целом и каждому гражданину в отдельности гарантируется обеспечение доступа к продуктам питания, питьевой воде и другим пищевым продуктам в качестве, ассортименте и объемах необходимых и достаточных для физического и социального развития личности, обеспечения здоровья и расширенного воспроизводства населения страны”. Также отмечено, что источником продовольственной нестабильности является бедность.
Продовольственная безопасность населения (в терминологии мировой литературы), в первую очередь, определяется макроэкономической ситуацией, эффективностью общественного производства и доходами населения. Состояние продовольственной безопасности населения оценивается широким спектром показателей. К ним относят - долю расходов на продовольствие в общих расходах отдельных групп населения, - территориальную доступность продуктов (измеряемую путем сравнения уровня розничных цен на одинаковые товары в разных регионах страны), - уровень “удобства” продовольствия (доля в потреблении современных продуктов, которые снижают потери и экономят время работы в домашнем хозяйстве), - степень “натуральности” и доброкачественности продуктов, - влияние качества продуктов на состояние здоровья и продолжительность жизни, в том числе продуктов, полученных с помощью методов генной инженерии и биотехнологии, массовое коммерческое освоение которых началось в 1995 году и др.
В обобщенном виде оценка состояния продовольственной безопасности населения определяется:
физической доступностью продовольствия – наличие продуктов питания на всей территории страны в каждый момент времени и в необходимом ассортименте;
экономической доступностью продовольствия – уровень доходов независимо от социального статуса и места жительства гражданина, который позволяет приобретать продукты питания, по крайней мере, на минимальном уровне потребления;
безопасностью продовольствия для потребителей – предотвращение производства, реализации и потребления некачественных пищевых продуктов, способных нанести вред здоровью населения.
В настоящее время наличие основных ресурсов сельскохозяйственной продукции и сырья, насыщенность продовольственного рынка России таковы, что в основном физическая доступность продовольствия обеспечена, по крайней мере, на минимальном уровне потребления.
По нормам ВОЗ человек должен потреблять в год 959,7 кг продуктов (включая питьевую воду). В высокоразвитых странах этот показатель составляет 959,8 кг/год, в России - 710 кг/год. Потребление продуктов питания без учета картофеля и хлеба в США и странах Западной Европы составляет 788 кг/год, в России - 468 кг/год, или 1,5 кг/сут, что на 37 % ниже рекомендуемой нормы.
В рационе питания российского населения не хватает белков, жиров и витаминов. Сейчас мы потребляем по сравнению с 1990 г. на 32-40 % меньше мяса и мясопродуктов, на 35-37 % - молока и молочных продуктов, на 45-50 % - рыбы и морепродуктов, на 35-40 % - овощей. В связи с этим в рационе питания населения не хватает 26-30 % белка и 50-52 % витаминов, причем особо ценных витаминов - В6, Вг В12, С. Наблюдается дефицит селена, кальция, железа, фосфора, магния и других микро- и макронутриентов.
В 1990 г. наша страна была на 7-м месте в мире по уровню производства пищевых продуктов на душу населения. Сейчас мы на 71-м месте.
Необходимо отметить, что при общем удовлетворительном уровне насыщенности продовольственного рынка системно возникают ситуации с краткосрочным дефицитом тех или иных видов продовольствия в отдельных регионах, а потребители не защищены от резких колебаний цен на продовольствие. Современный уровень потребления продовольствия в России соответствует странам с аналогичным уровнем среднедушевых доходов населения, уступая примерно на 20% уровню потребления в ЕС.
Таким образом, хотя после длительного спада, наметилась тенденция к росту потребления продуктов питания, все еще сохраняется острота проблемы обеспечения их равнодоступности для населения на всей территории страны как следствие неразвитости инфраструктуры рынка.
Качество и безопасность продовольствия
Последние годы в России особую остроту приобрела проблема безопасности продуктов питания для потребителей, что связано с увеличением поступления на продовольственный рынок некачественных, фальсифицированных и опасных для здоровья продуктов. По оценкам Национального фонда защиты прав потребителей, на мелкооптовых и продовольственных рынках до 85% продуктов питания в той или иной степени фальсифицированы.
Такая ситуация может быть охарактеризована как весьма существенная угроза здоровью нации.
Необходимо отметить, что эти службы в основном контролируют качество и безопасность готовой пищевой продукции. В то же время вопросам контроля за качеством исходного продукта – сельскохозяйственного сырья не уделяется должного внимания. Современные же системы управления качеством базируются на том, что контроль не может быть эффективен после того, как продукция произведена, и должен вестись в технологическом процессе производства.
Важно отметить и тот факт, что во всех развитых странах существуют законы о продовольственной безопасности, согласно которым все 100% базового продовольствия производится внутри страны силами собственных товаропроизводителей, и для удовлетворения потребностей в этих видах продовольствия ни один бизнесмен не имеет права импортировать ни одного килограмма мяса или зерна. Россия утратила продовольственную безопасность и импортирует более 40% продовольствия (при критическом значении в 20%).
