1. Liberal Party, in Great Britain, party that emerged in the mid19th century as the suc
cessor to the historic Whig Party. It was Britain’s major party in opposition to the Con
servative Party until 1918, after which the Labour Party supplanted it as the major op
position, and the Liberals became a minor party. In 1988 the Liberal Party merged with
the Social Democratic Party to form what is now called the Liberal Democratic Party.
2. After the first Reform Act (1832), the mainly aristocratic Whigs were joined in the
House of Commons by increasing numbers of middleclass members and by a small
er number of Radicals, who, from about 1850, tended to work together in cooper
ation with the Pellets (antiprotectionist Tories).
3. Lord John Russell was using the term Liberal Party by 1839, and his administration of
1846 is sometimes regarded as the first Liberal government; others reserve the distinc
tion for Lord Palmerston’s 1855 administration. The first unequivocally Liberal gov
ernment was that formed in 1868 by William E. Gladstone, under whose leadership these
various elements became a cohesive parliamentary party. After 1865 the personality and
politics of Gladstone dominated the party, which held power under him for a total of
more than 12 years between 1868 and 1894. The main achievement of the Liberal Par
ty under Gladstone was its reforms. These included the establishment of a national sys
tem of education, voting by secret ballot, the legalisation of trade unions, the enfran
chisement of the working class in rural areas, reconstruction of the army (involving the
abolition of the purchase of commissions), and reform of the judicial system.
4. In 1886 the defection of the Liberal Unionists, who disliked Gladstone’s plan for
Home Rule of Ireland, weakened the party; by the early 20
ibund, but a Conservative split helped the Liberals to victory. The period 1906 —
15, during which the foundations of the British welfare state were laid, was the last
during which the Liberals held power alone.
5. In 1915, during World War I, the Liberal H.H. Asquith formed a national coalition
government with the Conservative and Labour parties. In 1916 the Liberal David
Lloyd George became prime minister, and in 1918 the party split badly between
Lloyd George’s faction and the Asquithian Liberals. In that year the Labour Party
took over the Liberal Party’s position as official opposition party.

6. The Liberals reunited in 1923 to poll about 30 percent of the vote, but again they
became divided, steadily losing electoral support thereafter. The Liberals took part
briefly (193132) in the National Government and in the World War II coalition
(194045). Their attempts at a comeback were severely hampered by the lack of pro
portional representation.
7. During its period as a major political party, the Liberal Party was characterised by cer
tain attitudes rather than a precise ideology. Central to Liberal attitudes was a trust in
rationality, faith in the idea of progress, attachment to individualism, emphasis on hu
man rights, and an eagerness to emancipate underprivileged groups. But Liberals’ dis
trust of the enlargement of the functions of the state eventually came into conflict with
the egalitarian political aspirations of the party, leaving it unprepared to adopt the role
subsequently taken up by the emergent Labour Party. On the one hand, the Liberal Party
championed individualism, free trade, and private enterprise, opposing what it saw as
the centralising and stultifying power of the state; on the other, it pursued policies of
active social reorganisation to prevent abuses of private power, to promote social jus
tice, and to extend the role of the state in fields such as education, social welfare, and
industrial relations. The Liberal Party always sought reform of the system of govern
ment, and Liberal reforms moulded most of Britain’s political institutions. In overseas
policy Liberal attitudes were pacific and internationalist. The party was wary of imperi

Unit 16. Long Parliament
В обстоятельственной функции причастный оборот обычно отделяется запятой;

tended either until April 1653, when its remaining members were forcibly ejected
by the Cromwellian army, or until March 1660, when its members, finally restored,
passed an act for its dissolution. Legally the act of 1660 was as invalid as the ejec

of AprilDecember 1660 can be said to have finally dissolved the Long Parliament,
though the Convention was itself not a lawful parliament because it had not been

2. Charles I summoned both the Short and Long Parliaments in 1640 because only
the Parliament could raise the money he needed to wage the second Bishops’ War
against the Scots, who were resisting his attempts to impose episcopacy on them.
Because of disputes he dismissed the Short Parliament hastily; the Scots then in
vaded northern England, and, in order to buy them off, a fresh recourse to Parlia
ment was unavoidable. The Long Parliament proved much more intransigent than
the Short, however. During its first nine months it brought down the king’s advis

early Stuarts, made frequent sessions of Parliament a statutory necessity, and passed
an act forbidding its own dissolution without its members’ consent.
3. Tension between the king and Parliament steadily increased, notably upon Charles’
abortive attempt to arrest five of its members in January 1642, and the Civil War
broke out later that year. After the king was finally defeated in the field (1646), the
army exercised political power, and in December 1648 Colonel Thomas Pride ex
