SUKUK AS A TOOL FOR FORMING INTERNATIONAL RELATIONS

 nancing organizations to attract investments from the Gulf countries, which in turn will contribute to the successful implementation of the new federal law on partnership  nancing No. 417-Federal Law of 08/04/2023, development of international relations and international cooperation.
Sukuk is a hybrid of equity and debt securities that certi es a stake in income­generating assets and entitles them to receive a portion of the pro ts generated by those assets, in accordance with the principles of partnership  nancing (Islamic economic principles). Sukuk can only be issued and traded in accordance with these principles, which follows from the de nition of sukuk and re ects its social signi cance. Modern complex relations with the United States and Western countries show that  erce competition and the unrestrained desire to maximize pro ts as the pillars of traditional economic relations work only in stable conditions. However, even in “stable” times, and even more so now, the conditions for the development of civilization and the survival of people become cooperation, mutual assistance, social signi cance, and social responsibility. In crisis conditions, the basis of the economy should be “cooperation” instead of “competition”, “social responsibility” instead of “pro t maximization”. Sukuk is precisely an example of a  nancing instrument that relies on cooperation and social responsibility of partners.
Using methods such as comparison, contrast, analysis and synthesis, logical and systematic approaches, the authors analyze the principles and approaches of partnership  nancing to the classi cation, evaluation and disclosure of information about investments of partner  nancing organizations in sukuk securities. The chapter then examines the requirements for initial recognition and subsequent measurement of securities investments, examining which investments are measured at amortized cost and which at fair value through pro t or loss or through equity. The chapter also examines accounting concepts related to realized gains (losses), dividends and reclassi cations, the presentation and disclosure requirements associated with investments in securities, and certain key di erences between accounting for such investments under IFRS (International Financial Accounting Standards). ) and the standards of AAOIFI (Accounting and Auditing Organization for Islamic Financial Institutions) – an international organization that develops international standards for management, accounting, analysis and auditing based on the principles of partnership  nancing (Islamic economic principles).
As a result of the research, the chapter concludes that the development of partner (Islamic)  nancing activities is of great interest to Russia as a socially signi cant project. At the same time, it is associated with a number of problems, the most signi cant of which is the lack of o cial translation of AAOIFI standards as partnership  nancing standards, as well as the lack of ethical standards in the economic activities of a secular state in the context of a lack of investment and  nancial restrictions due to anti-Russian sanctions. In addition, over the past decade, a number of constituent entities of the Russian Federation have also accumulated

some experience in implementing individual operations based on the principles of partnership (Islamic)  nancing. The presence of potential domestic demand for partner (Islamic)  nancial instruments is the basis for expanding their supply. The authors see Sukuk as one of the options for solving these problems, which, as a  nancing instrument, is very attractive not only for countries whose economies are built on Islamic principles, but also for traditional economic systems. The results obtained during the study were compared with the works of researchers who had previously published their work on this topic.

The culture of everyday life is a rich source of studying the people ideas, their worldview. Despite its routine, the culture of everyday life is constantly changing. The dynamics of these changes create certain risks, and the culture of everyday life itself becomes a zone of instability. Here is a comparative analysis of the culture of everyday life of the Tajiks of the Western Pamirs is undertaken on the basis of comparing the data contained in the fundamental research of M. S. Andreev with behavioral practices in the context of a new normativity in this research.

of humanity, the vibrancy of cultural diversity, and the possibility of fostering peaceful coexistence in a turbulent region. This community, primarily residing in Azerbaijan and also to some extent in Russia, has showcased the enduring human spirit and embodied the ability of heritage and shared experiences to build bonds, unlocking opportunities for people to collaborate despite many barriers.
Their lineage can be traced back to Jewish communities that migrated to the Caucasus region, blending their ancient Jewish heritage with the cultural in uences of their new homelands. This historical connection to Russia, reinforced by a signi cant portion of them speaking the Russian language, has played a crucial role in shaping their identity and positioning them as “peace ambassadors“ in Russia-Azerbaijan relations. In today’s world, increasingly characterized by polarization and con ict, the journey of this ethno-national community o ers a di erent narrative – one of coexistence, adaptability, and the potential to bridge divides.
The signi cance of the Mountain Jews has become more apparent in light of the underlying mistrust and suspicion between Russia and Azerbaijan, heightened after the Nagorno-Karabakh con ict and amid shifting geopolitical alliances. Their preservation and appreciation of their rich traditions through thick and thin serve as a beacon of hope in an era where di erent cultural identities may coexist and enrich a region’s fabric rather than being torn apart. This is because cultural heritage is often a casualty of geopolitical strife.
This article critically examines the in uence of the Mountain Jews on the changing dynamics of Russia-Azerbaijan relations as it explores their complex role in promoting peace, cultural diplomacy, and economic progress.
