Computer Crime
Computer technology has grown faster and more furiously in the United States than else where, leading to the worldwide dominance of die giant IBM, known as 'The Big Blue'. Hot on its heels has come the criminal.
Until 1984, computer crimes were prosecuted under various sections of the federal or criminal code. But that year Congress passed the Counterfeit Access Device and Computer Fraud and Abuse Act, followed two years later by an amendment to 'clarify and strengthen' the earlier measure.
Among the prohibitions of the 1986 Act are obtaining information relating to 'national defence or foreign relations' and financial records.
Despite laws protecting so-called 'federal interest' computers – those belonging to the government or financial institutions – prosecutions have been few.
Experts believe that, similar to the British experience, owners prefer to handle security problems themselves to avoid the embarrassment of a trial which could expose the system's vulnerability.
But here lagging behind the UK, it was not until 1991 that the Department of Justice set up the Computer Crime Unit. Its main function has been to lobby and advise on computer crime rather than carry out prosecutions.
Many states outlaw what they call 'computer voyeurism'. This means it is an offence simply to examine the contents of a computer system, even if there is no attempt to make changes or extract data. The laws designed to protect individual privacy piracy of computer software alone to cost US producers S12 billion annually.
So what can you do to ensure you do not fall prey to computer crime. The Metropolitan Police's Computer Crime Unit has prepared a leaflet in conjunction with IBM and PC Plus containing a number of sensible tips on protecting your computer from the criminal.
To protect your data:
Remember to back up your data on a regular basis
Don't forget about 'write-protect' tabs on disks
Always label and back up your disks
Exposure to heat, magnetism, dust and sunlight can cause damage to disks and loss of data
To prevent unauthorised access:
Unauthorised access is a criminal offence, punishable by imprisonment or a large fine
Use password protection wherever possible
Use a warning notice to remind unauthorised users that they are breaking the law
Be aware of the Data Protection Act
To prevent virus infection:
Regularly use anti-virus scanning software. Beware of untried and untested diskettes
Be cautious of suspect or unknown sources of software
To protect your PC:
Use your computer locking devices and secure your premises
Security mark equipment and record serial numbers. Take extra care with laptop and notebook PCs
Treat your computer like the valuable asset it is

Ограничивается ли подростковая преступность только мелкими правонарушениями?
Конечно, нет. Сотни малолетних преступников вовлечены в торговлю наркотиками. Думаю, что политики обязаны принять во внимание это факт.
Как можно предотвратить рост подростковой преступности?
Не думаю, что это задача полиции. Наше правительство ответственно за решение данной проблемы. Мы должны принимать меры против несовершеннолетних правонарушителей.
