TEXT 25 LAND USE PLANNING IN KAZAKHSTAN
Land is an essential instrument for implementing the land policy of the state, a system of enforcement of land laws aimed at regulating land relations, organization management and protection of the land.
At the present time and in the coming years before the land facing great challenges in implementing a substantial amount of work, specified in the "Program for land rights in the Republic of Kazakhstan for 2000 - 2003 years" and the Action Plan to implement the Act on the ground. "
Among the most important tasks there are:
changes and additions to the regulations governing the land; development of national, provincial and regional schemes (projects), land zoning and land; improving the state land cadastre, creating and maintaining it in an automated manner; Development of the State Program on rational use of land conservation and improving soil fertility, protection of land resources, monitor land; survey and exploration; land-evaluation work; an inventory of arable land and other activities.
The History of the Service
March 15, 1919 decree establishing the Higher Geodesy Office in the Science and Technology Division of the Supreme Council of National Economy was organized by geodetic survey of the USSR.
On the territory of Kazakhstan up to 1945, all the topographic and geodetic and cartographic work carried out by the topographic and geodesic squads Mid-Asian air and geodesic enterprises (AGE) and topographic detachments West Siberian department. . Since January 1, 1945 in Almaty it was started organizing Kazakh enterprises. The first chief was Subbotin A.I.
By the decision of Soviet people committee of Kazakhstan for the number 122 of March 10, 1945 before the newly organized company to pursue specific goals. The actual goal among them was the completion of filming the entire territory of Kazakhstan in the years 1945-1947 on a scale of 1:100 000 for the purposes of public mapping.
In autumn 1945, Semipalatinsk Topographical college was opened. Its production KazAGE began from January 1, 1945, having a field topographic squad with a fixed base in stanitsa Talgar.
After the acquisition in 1991, the Republic of Kazakhstan Independence was the transformation of the whole structure of Geodesy and Mapping. According to the Decree of the President of Kazakhstan (1991), all state-owned enterprises and the subordination of the federal agencies have moved to the Government of the Kazakh SSR, and the Cabinet of Ministers of the Kazakh SSR number 19 (1992) was created the General Directorate of Geodesy and Mapping under the Cabinet of Ministers of the Kazakh SSR (Kazgeodeziya) based on KazAGE.
The composition of Kazgeodezii includes all organizations and enterprises, integrated joint expedition GUGK the former Soviet Union in the territory of Kazakhstan and the Kazakh territorial public inspection geodesic Oversight . In 1992 the Central Cartographic geodesic Fund was established , now the National Cartographic geodesic fund.
In 1996, the Decree of the President of the Republic of Kazakhstan "Kazgeodeziya" was abolished and its functions transferred to the State Committee on Land Affairs and Land Management (Goskomzem) and then in 1999 - the Republic of Kazakhstan Agency for Land Management. Currently, the Agency is following the Republican state government enterprises (RGKP): "Astanatopografiya" Astana; "Vostokgeodeziya" Semipalatinsk; "Zapgeodeziya" Aktobe; "Kazgeokart" Almaty; National Cartographic geodesic Foundation in Almaty; "Sevgeodeziya" Kokshetau; "Tsentrmarksheyderiya" Karaganda; "Yuzhgeodeziya" Taraz. The first stage of the formation and development of geo-map-industry of the Republic of Kazakhstan has been very difficult. Currently, the industry has gradually introduced new techniques and technology. It is electronic taxeometry, satellite positioning system. The creation and implementation of geographic information technologies (GIT) allows the Cartographic Geodetic industry to address such important issues as the demarcation and delimitation of the state border of the Republic of Kazakhstan, the creation of electronic digital topographic maps. Created and published by the political and administrative maps of the Republic of Kazakhstan, the political map of the world, the physical training site in the Republic of Kazakhstan in the Kazakh and Russian languages. Since recently, the industry has begun to create a catalogue of geographical names in the Republic of Kazakhstan, which will consist of 14 volumes. Based on the decision of the Cabinet of the Republic of Kazakhstan, number 368 of 22 April 1992 the National Institute of Agricultural air and photo survey joined the Agency.
The main task of this institution is to meet the needs of land and agriculture, the Republic of Kazakhstan in the materials of special surveys and research.
Over the past 10 years of independence, the Republic of Kazakhstan Institute implemented air geodesy to find in the territory of 100.5 million hectares. The Institute also carried out large-scale survey of cities of Astana, Pavlodar, Zhezkazgan and more than 300 rural communities items, including scheme (card) picture based on past air photo survey. The technology of digital mapping was fully mastered.
