This document is used to show where the goods originally came from and is sometimes in the form of a Certificate of Value and Origin. Goods from the member state of an Economic Union of Countries, such as the EEC, pay a lower rate of import tax than non-members. It is generally issued and authorized by a Chamber of Commerce.
