III.Translate from Russian into English
1. Во всем мире международная торговля является частью повседневной жизни.
2. Американцы ездят в японских автомобилях, французы пьют шотландское виски, шведы едят французский сыр, канадцы импортируют корейские компьютеры, русские покупают греческие апельсины. Мы все зависим от товаров и услуг, создаваемых в других странах.
3. Страны торгуют друг с другом в надежде получить выгоду от сделок. И они получают ее, поскольку торговля позволяет государствам обменивать товары, которых у них избыток, на то, что им необходимо.
4. Одни страны имеют огромные запасы полезных ископаемых. Другие — благодаря климату имеют возможность выращивать тропические фрукты. Третьи располагают гигантскими техническими ресурсами и квалифицированной рабочей силой. В каждом из перечисленных случаев названные условия обеспечивают стране абсолютные преимущества при производстве отдельных товаров и услуг.
5. Большинство государств, однако, не имеет абсолютных преимуществ.
6. Рикардо открыл закон сравнительного преимущества.
7. Сравнительные преимущества — главный двигатель международной торговли.
8. Страны торгуют между собой, потому что они могут покупать товары у других стран по более низкой цене.

13. Таможенный тариф, ограничивая импорт, приводит к ухудшению возможностей потребителей. Тариф всегда выгоден производителям товаров, конкурирующиx с иностранными.
14. Ограничение внешней торговли может касаться не только импорта, но и экспорта. Экспортные барьеры являются “зеркальным” отображением импортных. В отношении экспорта чаще используется политика субсидирования.
15. Япония осуществляет защиту своей компьютерной промышленности от импортной конкуренции, всё в большей степени используя не тарифы, а ссуды, патенты, налоговые льготы, непосредственное субсидирование производителя.
16. Основные аргументы в пользу тарифа, такие, как защита молодых отраслей или соображения безопасности, не могут доказать преимущества тарифов по сравнению с другими мероприятиями экономической политики.
