Foreigner: Geographically, Ukraine is located in the centre of Europe. There are good reasons to anticipate enhancement internal and transit traffic, tourism, construction and exploitation of joined communications. I would like to stress that in connection with this it is needed to take care of development of civilized form of covering transport, environmental, and other risks, whose adverse effect may extend beyond the borders of Ukraine.
Ukrainian: Так, безсумнівно, але треба пам’ятати, що ринок страхових послуг в Україні відстає від світових стандартів, і це заважає активно залучати іноземних інвесторів, що дуже важливо для нас.
Foreigner: And what about the legal base? Is it adequate?
Ukrainian: Більш-менш. Законодавча основа для розвитку страхового ринку в Україні почала створюватися в 1992 році. Було розроблено і прийнято Верховною Радою в березні 1996 року Закон України про страхування. У жовтні 2001 року була прийнята його нова редакція. Закон запровадив низку особливо важливих положень.
Foreigner: Talking about prime importance, what is it in particular?
Ukrainian: Я б підкреслив, що закон регулює відносини у сфері страхування і направленні на створення ринку страхових послуг, посилення страхового захисту майнових інтересів підприємств, установ, організацій та фізичних осіб. Ряд положень фактично посилив перерозподіл інтересів страховиків.
Foreigner: I realize that due to this some insurers were brought to leave one sector of these services. At the same time, new legal entities may appear in this market.
Ukrainian: Звичайно. Малі компанії, щоб не залишати страховий ринок, можуть обрати злиття з більш потужними і стати їх дочірніми компаніями. Врешті решт для страховиків є вибір заснувати взаємні страхові фонди.
Foreigner: Generally speaking, it seems to me the development of insurance in Ukraine has nice perspectives.
Ukrainian: Безумовно. Я вважаю, потреби в страхуванні та перестрахуванні зростають з розвитком ринкової економіки в нашій країні. Необхідність у перестрахуванні збільшується кожного дня через важливість забезпечення покриття зростаючих великих та специфічних ризиків.
Foreigner: Based on the worldwide experience one may anticipate that the progress of reinsurance in Ukraine will have some peculiarities that are not typical for other economics.
Ukrainian: Ви маєте рацію. Але є вагомі причини стверджувати, що перестрахування все ж є перспективною сферою розвитку фінансового ринку України.
Foreigner: Now in the terms of the progress of insurance business, when lots of insurers come out to compete with each other, there is a need in national state regulation of this activity.
Ukrainian: Хочу зазначити. Сфера державного регулювання страхової діяльності в Україні є досить розвиненою. Але деякі економіко-правові аспекти потребують подальшого вдосконалення.
