Мы заполнили все четыре угла карты. В нижнем левом «обосновались»
школы планирования и позиционирования (рациональные процессы
в предположительно контролируемом окружении), а в верхнем правом —
школы познания, обучения и власти (микро), в которых процессы рассматриваются как более естественные, или органические, в считающемся непредсказуемым окружении. В двух других углах мы видим предпринимательство как подход к открытому процессу в очевидно контролируемой
части окружения и подход с позиций внешней среды, согласно которому
организация будет рационально реагировать на не поддающиеся контролю
внешние факторы. Все другие школы занимают промежуточные позиции.
То же касается и некоторых смешанных подходов, отмеченных соединяющими пары школ линиями.

РАСПРЕДЕЛЕНИЕ ШКОЛ. На рис. 12.3 показаны места, занимаемые различными школами вокруг и внутри единого процесса формирования стратегии. В центре в черной рамке — процесс реального создания стратегии.
Стрелки и линии показывают его взаимосвязи с нашими школами. Только
когнитивная школа пытается понять суть процесса, но, как мы отмечали
в гл. 6, без особого успеха. Все другие школы, на наш взгляд, располагаются
вокруг черной рамки: над ней, выше, ниже, перед, за или вне ее (прослеживается явное родство со схемой, в которой стратегическое мышление сопоставляется со зрением, гл. 5).

Взгляд школы позиционирования обращен назад, на установившиеся
(исторические) данные, которые она анализирует и вводит в процесс создания стратегии (черную рамку). С другой стороны из рамки выходят последовательно школы планирования, дизайна и предпринимательства.
Школа планирования устремлена вперед, но только в будущее (составление
планов стратегий). Школа дизайна заглядывает далеко вперед, к стратегической перспективе, а школа предпринимательства смотрит поверх
рамки и по ту сторону ближайших преград, создавая уникальную картину
будущего.
Школы обучения и власти, запутавшись в мелочах, застряли внизу (их интересует не столько лес, сколько деревья). Школа обучения, глядя на землю
(основание), иногда зрит в корень, Власть увлечена тем, что происходит еще
ниже (но не глубже): под камнями, иногда даже под землей, добираясь
до мест, которые организации не всегда хотят афишировать.

Сверху, с облаков убеждений, взирает на все происходящее внизу школа
культуры, а забравшаяся еще выше школа внешней среды, так сказать, на-
блюдает. И в противоположность когнитивной школе, которая пытается
заглянуть внутрь процесса (через микроскоп в отличие от перевернутого
телескопа школы окружения) школа конфигурации рассматривает процесс
или, можно сказать, смотрит всюду.
Таким образом, каждая из наших десяти школ сугубо индивидуально
рассматривает один и тот же процесс, Надеемся, что все вместе они смогут
помочь руководителям прозреть его насквозь.
БОЛЬШЕ, ЧЕМ ЧАСТИ. Удобно, что стратегический менеджмент так четко
разделен на десять видов, что значительно облегчило нашу работу (авторов
книги, читателей, исследователей, консультантов, руководителей). К сожалению, такое разделение неудобно с практической точки зрения.
Вот почему нас радует — по крайней мере теперь, когда мы закончили
книгу, что данная область исследования становится более эклектичной,
более сложной. Но некоторые не могут скрыть «горестных слез», утверждая,
что наша научная область науки дезорганизована, а значит необходимо
выработать нечто вроде «парадигмы». Спасибо, мы проходили это в 1970-х гг.
(в форме стратегического планирования). Что, если не стратегическую утопию, представляли собой попытки заставить всех и каждого заполнять самые разные, но одинаково глупые плановые формы? Позже едва ли не каждый был одержим позиционированием. Теперь пришла мода на обучение
и беспрерывные преобразования. Стоит ли всякий раз вступать в одну
и ту же реку? Нам необходима эффективная практика, а не чистая теория.
Появление разнообразных гибридов школ — хороший знак. (Конечно, они
являются гибридами только на наш взгляд. Стоит изменить ракурс — помните тот причудливый винный кубок, который, если смотреть на него в перевернутом виде, напоминает женский профиль, — и гибридами станут сами
школы.) Следовательно, не только область стратегического управления становится более зрелой, но усложняется и практика.
Изучая слона, слепые не видели его corpus collossum, ткани, соединяющей две полусферы мозга. Не видели они и связок, соединяющих кости животного. А вот в стратегическом менеджменте мы начинаем постигать перспективу. И замечательно, потому что без этих невидимых глазу частей все
слоны будут мертвыми слонами, а все стратегии — мертвыми стратегиями.
Осознание перспективы никогда не дается легко. Формирование стратегии — сложная сфера. А десять — слишком большое число для человеческого сознания, привыкшего к семерке плюс-минус два. Но виноваты, дорогой Брут, не звезды и не мы сами, таков процесс. Формирование стратегии — это и оценочный дизайн, и интуитивное предвидение, и обучение;
это и трансформация, и постоянство; оно может включать и индивидуальное
познание, и социальные взаимодействия, сотрудничество и конфликт; оно

должно содержать предварительный анализ, и последующее программирование, и промежуточные переговоры; и все эти аспекты являются реакция ми
на то, что мы называем требованиями внешней среды. Просто попробуйте
не учесть один из них, и посмотрим, что получится.
Охота настратегический менеджмент
Сафари подходит к концу, пришло время покинуть библиотеки, учебные
аудитории, кабинеты, выйти из уединения и обратиться к самому сложному — туда, где, чтобы увидеть зверя целиком, нам понадобится хорошее
зрение. Мы, конечно, приветствуем желание ученых и консультантов, решивших продолжить изучение важных элементов каждой школы, ведь им
так хочется узнать как можно больше о бивнях, хоботах и хвостах. Но, что
важнее, необходимо преодолеть ограниченность школ: надо узнать, как этот
зверь, именуемый формированием стратегии, объединивший стольких людей, живет своей реальной жизнью.
Необходимо задать более важные вопросы и предложить больше гипотез — чтобы идти вперед, а не замыкаться на пройденном. И всегда помнить
о многоаспектности — изучать процесс и содержание, статику и динамику,
давление и влияние, когнитивное и коллективное, предначертанное и изучаемое, экономическое и политическое. Другими словами, помимо исследования частей следует обращать больше внимания на зверя формирования
стратегии как целостность. До конца его мы так никогда и не поймем.
Но сможем лучше его разглядеть. Итак (уж простите):
Решила от стратегии компания плясать.
Таинственного зверя она пошла искать.
Но десять школ закончив,
Не встретили слона.
И с горечью воскликнули:
«О ужас! Слепота!»
