Что общего между Национальным управлением по аэронавтике и исследованию космического пространства США и Британской службой здравоохранения, Ватиканом и компанией Дженерал моторс? Социология организаций ставит перед собой задачу дать ответ на подобные вопросы путем:
- изучения самых общих черт, присущих всем организациям во всех сферах жизни современного общества,
- путём анализа условий эффективности организационной деятельности независимо от того, является ли данная организация государственной или частной, и действует в сфере бизнеса, религии, медицины или военного дела.
Отправной точкой такого анализа служат труды Макса Вебера, который одним из первых выдвинул общую теорию организации, применимую ко всем сторонам жизни современного общества. Ответ Вебера на поставленный выше вопрос заключался в следующем: все указанные организации являются бюрократическими. Он указал десять общих для современных административных систем, но для удобства они были сведены к четырем главным признакам:
- иерархия - каждый чиновник имеет четкую сферу полномочий в структуре и подотчетен в своих действиях вышестоящему начальству;
- последовательность - должность является основным видом деятельности, дающим жалованье и перспективу регулярного повышения по службе;
- безличность - работа по правилам, которые исключают произвол или фаворитизм, а обо всех действиях дается письменный отчет;
- специальные знания - чиновники отбираются на основе способностей, получают необходимую подготовку и контролируют доступ к служебной информации. В совокупности все эти черты образуют критерии системы управления, чтобы ее можно было назвать "бюрократической".
Управление представляет собой координацию действий по достижению какой-либо цели, а система управления - набор должностей для передачи распоряжений руководства организации непосредственным исполнителям.
В качестве управленцев бюрократов следует отличать от руководства наверху и от непосредственных исполнителей. Рассмотрим каждую из этих групп.
Корпоративная группа - принудительное или добровольное объединение людей (от государства до профсоюза, фирмы, политической партии, университета и т.д.), которое избирает руководящий орган для управления его делами. Руководящий орган в свою очередь использует управленческий персонал, чтобы проводить в жизнь свои решения. Если аппарат управления отвечает такому критерию, он будет называться бюрократией. Поэтому важно проводить различие между бюрократией и руководящим органом, который ее использует. Представители обеих структур существенно отличаются по характеру своих должностей, функций и ответственности. Члены руководящего органа, как правило, избираются и могут работать не на постоянной основе; их функцией выступает выработка наиболее общей программы действий и правил организации, а также решение вопросов финансирования; они несут ответственность перед всей организацией (избирателями, акционерами, членами и т.д.). Напротив, бюрократы всегда назначаются вышестоящей инстанцией, перед которой они и отвечают за осуществление политики и использование финансовых средств.
