4.1 INTRODUCTION

6Chapter 4 of the Draft Solar PEIS presented a general description of the existing

7conditions and trends for resources and resource uses in the six-state study area that may be

8 affected by implementing the BLM and DOE proposed alternatives. The information presented 9 in this update to Chapter 4 for the Final Solar PEIS summarizes and supplements, but does not

10replace, the information provided in the corresponding Chapter 4 in the Draft Solar PEIS. In this

11Final Solar PEIS, information on the affected environment that has become available subsequent

12to publication of the Draft Solar PEIS is presented. In addition, corrections to incorrect

13information on the affected environment in the Draft Solar PEIS are provided via the errata table

14in Section 4.20.

16As stated in the Draft Solar PEIS, the description of the affected environment in general

17covers the six-state area. With respect to certain resources, however, the discussion of the

18affected environment on BLM-administered lands receives additional focus. The description of

19the affected environment provides the basis for identifying potential impacts and is of sufficient

20detail to support the programmatic nature of the Solar PEIS.

23 4.2 LANDS AND REALTY

25Within the six-state PEIS study area, the BLM manages almost 120 million acres

26(486,000 km2) of public lands. The BLM grants or renews ROWs on public lands for a wide

27variety of uses, including reservoirs; pipelines; electrical generation, transmission, and

28distribution systems; and roads. Once granted, a ROW conveys a right to occupy public lands

29and, depending on the specific ROW grant, provides a priority for use of the public land for the

30specified term of the ROW. Applications for utility-scale solar and transmission facilities would

31be processed as ROW authorizations.

33Information provided in the Draft Solar PEIS remains valid; there are no updates for this

34section.

374.3 SPECIALLY DESIGNATED AREAS AND LANDS WITH WILDERNESS

38CHARACTERISTICS

40Specially designated areas include a variety of types of areas that have received

41recognition or designation because they possess unique or important resource values. While

42these areas would not be available for development of solar energy resources, they could be

43located near solar development areas and could be affected by solar development. The majority

44of specially designated areas discussed in this PEIS are located on BLM-administered public

45lands; however, there are many specially designated areas managed by the USFS, USFWS, and
