tions for the prevention and elimination of highly hazardous and other communicable diseases, as well as the production of safe animal health products and raw materials of animal origin; organizes the implementation of the functions of the state veterinary supervision on site district (city); interacts with the sanitary-epidemiological service to protect the population from diseases common to animals and humans and the prevention of poisoning by the products of animal and vegetable origin; provides guidance and cooperation with departments of the veterinary service of the state and local executive bodies, legal entities and individuals operating in the field of veterinary medicine; participates in state commissions on acceptance in operation of livestock facilities and organizations for the production, harvesting (slaughtering) of animals, processing of products and raw materials of animal origin; conducts veterinary accounting and reporting forms and in the manner established by the authorized state body in the field of veterinary medicine and submit them to the veterinary Department of the regional offices of the Ministry of agriculture; organizes and conducts propaganda of knowledge in the field of veterinary and veterinary-sanitary educational work among the population; performs other functions stipulated by the legislation of the Republic of Kazakhstan.

For the tasks realization and implementation of its functions to the Department in accordance with legislation has the right to request and receive necessary information from state bodies and other organizations of the district office to carry out its assigned tasks; in the prescribed manner to check the activities of organizations of all ownership forms to verify compliance with the requirements of the legislation of the Republic of Kazakhstan in the field of veterinary medicine; to issue binding acts for the purpose of exercising the state veterinary supervision in accordance with the legislation of the

Republic of Kazakhstan in the field of veterinary medicine; to carry out examination of cases on administrative offenc-

es in accordance with the legislative acts of the Republic of Kazakhstan; making suggestions on suspension and/or initiate the revocation of licenses of legal entities and physical persons engaged in entrepreneurial activities in the field of veterinary medicine, in cases of violation of the established veterinary-sanitary rules and norms; within its competence to participate in government commissions on acceptance in operation of livestock facilities and organizations on cultivation, maintenance, harvesting (slaughtering), processing, storage and sale of animals, products and raw materials of animal origin; to exercise other rights in accordance with the current legislation of the Republic of Kazakhstan.

The Department is headed by the chief veterinarian. The head of Department is appointed and dismissed by the head of a district (city) territorial administration of the Ministry of agriculture in accordance with the established procedure in consultation with the Chief state veterinary inspector of the area. Head of the Department within its competence, provided by the legislation of the Republic of Kazakhstan in the field of veterinary medicine, shall issue acts, mandatory for officials, legal entities and individuals. The chief organizes and directs the work of the Department and is personally responsible for carrying out the Division of tasks and the exercise of its functions.

To this end, the head of the Department: defines the duties and responsibilities of HR professionals; approves the appointment and dismissal of state veterinary inspectors of the Department of markets and rural districts; making a decision about the dismissal of the state veterinary inspectors of the Department of markets and rural districts for a period to ascertain the causes that led to the removal; in the limits of its competence represents the Department in state bodies and other organizations in accordance with applicable law; keeps records of the use of form of veterinary documents, acts of veterinary inspectors and submits quarterly report on them to the Chief state veterinary inspector of the area; makes deci-

Unlike the plan of anti-epizootic measures the action plan for the prevention of non-communicable diseases develop only in the farms and in the scale of the district.

Getting to the development of the action plan on the prevention of contagious animal diseases, veterinary specialist analyses: primary data the veterinary record of animal diseases non-communicable diseases; quarterly reports on form No. 2-vet; materials research laboratory of feed, water, soil; materials biochemical blood tests to assess the level of metabolism in animals; information on the parameters of the microclimate in livestock buildings; clarify the availability of certain drugs recommended for prophylaxis individual noncontagious illnesses of animals.

Developed a plan discussed at the production meeting management, plan persons responsible for implementation of each planned event. The plan argue the order on the farm.

TOPIC 6. PLANNING VETERINARY MEASURES FOR INFECTIOUS DISEASES OFANIMALS

The aim of the lesson: introduction to the action plan for the prevention of infectious animal diseases.

In the animal husbandry area, city, region annually, depending on the epizootic areas develop a plan of preventive anti-epizootic activities for the upcoming calendar year.

Recommended a special form of this plan.

In terms of anti-epizootic measures, there are three sections: 1) diagnostic studies; 2) prophylactic immunization; 3) preventive and curative treatment.

Mass diagnostic studies it is common to plan for the following diseases: brucellosis, tuberculosis of animals, paratuberculosis enteritis, trichomoniasis, leukemia, vibrios cattle, glanders and lucnow disease of horses, pulloroza birds, Aleutian disease of fur-bearing animals.

The application of cattle in the prosperous farms of the plan, on the basis that the subject animals 2 months of age and older once a year, cows and bulls - 2 times in spring and autumn. Newly arriving cattle examined in the period of preventive quarantine. TB and pulloroza be research all the adult bird and pullets on farms supplying eggs for incubation, - once a year. In industrial poultry farms are investigating at least 10 % of the population of adult birds and all heifers from 6 months of age. On the pulloroza explore the bird broodstock.

For brucellosis explore all adult animals cattle, sows, ewes, all manufacturers in the prosperous farms serological and allergic methods 2, times a year - in spring and autumn.

Incoming and exported animals are re-examined with the same methods.

Study of horses for glanders plan annually (one time) with coverage of all livestock.

On trichomoniasis examine all applicants in the economy bulls, cows, heifers, kuchnogo age at least 3 times with an interval of 10 days. Bullson a quarterly basis.

To spend leukemia hematological studies in the presence of suspicion of this disease (2 times per year).

The study on vibrios put the bulls on the stations of artificial insemination and livestock breeding companies 1 every 6 months.

Studies on paratuberculosis of cattle is carried out only in dysfunctional households, Aleutian disease of carnivores - if you suspect the presence of the disease.

Safety of vaccination plan against the following diseases: anthrax - in permanently affected and threatened areas; vaccinate all livestock cattle, horses, pigs and sheep; emphysematous anthrax - in permanently affected households. Vaccinate cattle aged 3 months to 4 years; erysipelas - instill in disadvantaged all livestock farms; paratyphoid and colibacillosis of calves and piglets - vaccinate pregnant cows and sows, calves, piglets in farms, which in the last 2 years there has been a disease; leptospirosis in cattle and pigs - in stationary disadvantaged, endangered and breeding farms; pasteurellosis of cattle and pigs in the affected farms; plague and Aujeszky’s disease swine in disadvantaged and endangered farms.

The plan of prophylactic anti-epizootic measures developed in strict accordance with the planning principles and requirements for future veterinary activities.

To plan, prepare relevant materials: data on livestock population in the planning period, the estimated animal population at the beginning of the plan year, and anticipated for years, the arrival of offspring breeding, commercial animals; information on animal health status of farms, settlements

and the area (presence of infectious and parasitic diseases of animals); define disease in which it is necessary to provide a diagnostic study of the safety of vaccinations, preventive medical treatment; take into account the availability and the required amount of relevant biological, chemotherapy drugs, to execute the plan.

In the first graph (A) of the plan of preventive anti-epizo- otic measures record the sequence number of the planned research, the second (B) - diagnostic tests, preventive measures and therapeutic treatments, with name of disease and species; in graph 1 - total number of animals to be processed during the year; in columns 2-5 - number of animals to be processed by quarter.

Note that the same animals with the same disease during the year have to undergo treatment twice, in this case, the number of animals specified in columns 2-5, may not coincide with the number specified in column 1 because the latter take into account the actual number of animals present in the economy and be processed. In column 6 record the payment standards of the cost of processing a single head. Column 7 is the total cost of the treatment of animals with a particular disease, derived by multiplying the number of animals on the regulatory cost of treatment.
