the Act are to ensure that the activities of bodies of state management veterinary science, division of public authorities operating in the field of veterinary medicine, and physical and legal persons engaged in entrepreneurial activity in the field of veterinary legislative and normative-legal basis, in improving the efficiency of veterinary practice and science. Veterinary specialist should always be guided by the provision of the Law “On veterinary medicine” and the documents issued to the development of this law.

The law of the Republic of Kazakhstan “On veterinary medicine” adopted by the decree of the President of the Republic of Kazakhstan on 10 July 2002, with amendments and supplements as of 24.07.2009, It consists of 6 chapters and 37 articles.

TOPIC 3. THE ORGANIZATIONALSTRUCTURE OFTHE VETERINARY MEDICINE OF THE REPUBLIC OF KAZAKHSTAN

The aim of the lesson: introduction to the organizational structure of the veterinary medicine in the Republic of Kazakhstan.

The state veterinary system is a system of organizations and agencies serving in the state particular responsibilities for veterinary and endowed with special rights.

In the body of the state management veterinary medicine includes: the authorized state body in the field of veterinary medicine Ministry of agriculture represented by the Committee of veterinary control and supervision, whose main function is the implementation of the state policy in the field of veterinary coordination, licensing in the field of veterinary medicine, the organization of the state veterinary supervision, development and financing state funding programs, regulatory framework development; regional veterinary departments of the territorial administrations of the Ministry of agriculture - its main functions: development and planning anti-epizo- otic measures in the field of licensing of separate kinds of the veterinary profession and the accounting and reporting; followed by regional, city departments of veterinary territorial administrations of the Ministry of agriculture, the main functions: carrying out epidemic monitoring, organization and conduct of anti-epizootic measures, control and acceptance acts of work performed by the budget programs, the implementation of functions of the state in the territory of the

region (city); veterinary inspectors rural (village) areas. Key functions: is the control over the implementation of anti-epi- zootic measures; implementation of functions of the state; the preparation of plans of veterinary measures and applications for veterinary medicines; post-mortem inspection of animals and post-slaughter inspection of their carcasses and internal organs with veterinary certificate or inquiries; accounting and reporting; organization of animal identification and maintenance of veterinary records of cattle in the territory of the rural district, the organization of the quarantine of newly arrived animals and quarantine measures in case of outbreaks of acute and chronic infections.

THEME 4. THE STRUCTURE OFTHE VETERINARY SERVICE OFTHE REGION (CITY), DISTRICT (TOWN)

The regional veterinary Department, Almaty and Astana (here in after - the Department) is a structural unit of the regional, Astana and Almaty territorial administrations of the Ministry of agriculture.

The structure of the Department is approved by order of the Ministry of agriculture, within the established limit of regular number of territorial administration.

The main tasks of the Department are: the organization of animal protection from diseases and their treatment in the region and the cities of Astana and Almaty; the health protection of the population from diseases common to animals and humans; provision of veterinary-sanitary safety controlled by the state veterinary surveillance objects; prevention and elimination of pollution in the exercise of natural and legal persons activities in the field of veterinary.

Department in accordance with the tasks assigned to it in accordance with legislation performs the following functions: organizes the implementation of the state veterinary supervision in the region and the cities of Astana and Almaty; develops plans veterinary measures oblast and Astana and Almaty by the set of relevant plans of districts (cities) for the purpose of prevention, diagnosis and elimination of highly hazardous and other infectious animal diseases; carries out epidemic monitoring and forecasting of infectious animal diseases; implementing a set of applications for veterinary medicines according to the orders of the veterinary departments of district (city) territorial administrations of the Ministry of agriculture and is in the Committee of veterinary control and supervision of the Ministry of agriculture; carries out the distribution of veterinary biological products received on public procurement by districts in accordance with the approved plan veterinary activities; cooperates with the bodies of san- itary-epidemiological service to protect the population from diseases common to animals and humans and the prevention of poisoning by the products of animal and vegetable origin;

provides methodological leadership and coordination of activity of divisions of veterinary organizations, government, local executive bodies, legal and natural persons carrying out activities in the field of veterinary medicine; in accordance with legislation, considering the submissions of legal and natural persons to obtain a license and submits the proposal; within its competence, supervises the activities of subordinate to the Ministry of agriculture state veterinary organizations profile in the implementation of their approved plans of diagnosis of animal diseases, the elimination of foci of especially dangerous infectious animal diseases, including topics of applied research in veterinary medicine; within its competence, participates in state commissions on acceptance in operation of livestock facilities, organizations for the production, harvesting (slaughtering) of animals, storage, processing products and raw materials of animal origin; arch leads veterinary reporting districts (cities) on the forms and in the manner established by the authorized state body in the field of veterinary medicine and presents it to the Committee of veterinary control and supervision of the Ministry of agriculture; organizing propaganda knowledge in the field of veterinary medicine and veterinary-sanitary educational work among the population; performs other functions stipulated by the legislation of the Republic of Kazakhstan.

For the implementation of key tasks and implementation of the functions entrusted to it specialists - veterinary inspectors of the Department in accordance with legislation have the right to request and receive necessary information from state bodies and other organizations for the implementation of the tasks entrusted to him; in the prescribed manner to check the activities of organizations of all ownership forms to verify compliance with the requirements of the legislation of the

Republic of Kazakhstan in the field of veterinary medicine; to issue binding acts for the purpose of exercising the state veterinary supervision in accordance with the legislation of the

Republic of Kazakhstan in the field of veterinary medicine; to consider cases on administrative offences in accordance with the legislative acts of the Republic of Kazakhstan; to decide on the suspension or on the initiation of revocation of licenses of legal and physical entities engaged in entrepreneurial activity in the field of veterinary medicine, in cases of violation of the established veterinary-sanitary rules and regulations, in the manner prescribed by law; to exercise other rights in accordance with the legislation of Kazakhstan.

The Department is headed by the chief veterinarian. The head of Department is appointed and dismissed by the head of the regional and Astana and Almaty city territorial Department of the Ministry of agriculture of the Republic of Kazakhstan in accordance with legislation and in consultation with the Committee of veterinary control and supervision of the Ministry of agriculture of the Republic of Kazakhstan. The chief of the Department organizes and supervises the work of the Department and is personally responsible for carrying out the Division of tasks and the exercise of its functions.

To this end, the head of the Department: defines the duties and responsibilities of HR professionals; approves the appointment and dismissal of heads of Department - the chief veterinary officers of district (city) territorial administrations of the Ministry of agriculture; making decisions about the removal from office of the chief state veterinary inspector of the district (city) for up to ascertain the causes that led to the removal; maintains records for veterinary use stationery documents, acts of veterinary inspectors and submits quarterly report according to him the Main state veterinary inspector of the Republic of Kazakhstan; makes decisions on other issues within its competence; exercise other powers in accordance with the legislation of the Republic of Kazakhstan.

District (city) Department of veterinary medicine (here in after - the Department) is a structural subdivision of a district (city) territorial administration of the Ministry of agri-

culture. The division carries out its activities in accordance with the Constitution of the Republic of Kazakhstan, the law “On veterinary medicine”, other normative legal acts of the Republic of Kazakhstan, regulations of a district (city) territorial Department of the Ministry of agriculture. The structure of the Department includes veterinary inspectors of rural districts. Number of the Department is approved by the Ministry of agriculture, within the prescribed limit of the number of district (city) territorial administration.

The main tasks of the Department are: the organization and carrying out veterinary measures for the protection of animals from diseases and their treatment in the territory of the region (city); health protection of the population from diseases common to animals and humans; supervise the production of safe products and raw materials of animal origin on the territory of the region (city); prevention and elimination of pollution in the exercise of natural and legal persons activities in the field of veterinary.

Department in accordance with the tasks assigned to it in accordance with legislation carries on the district (city) the following functions: participates in the organisation of public procurement of services for the veterinary activities in the territory of the region (city); performs epizootic monitoring of especially dangerous and other infectious diseases of animals; distributes veterinary medicines delivered within the framework of budgetary programs on rural districts in accordance with the approved plan veterinary activities; carries out a set of plans veterinary measures rural districts for the development and formulation of veterinary prevention, diagnosis and elimination (the improvement is especially dangerous and other infectious animal diseases in the district; requests for veterinary preparations for the implementation of veterinary activities in view of developing a plan for the following year; supervises the activities of the veterinary inspectors of the rural districts on fulfilment of plans of the veterinary interven-
