State veterinary and sanitary inspectors exercising the state veterinary-sanitary control and supervision in the Republic of Kazakhstan, have the right to: freely visit (upon presentation of official identification) in the order established by the legislation of the Republic of Kazakhstan, the objects of state veterinary and sanitary control and supervision in order to verify the execution of legislation of the Republic of
Kazakhstan in the field of veterinary medicine, as well as information on the activities of individuals and legal entities in the field of veterinary medicine; to conduct sampling of objects of state veterinary and sanitary control and supervision for their diagnosis and veterinary-sanitary examination with the notification of interested parties about the timing of their research; to carry out state veterinary and sanitary control and supervision; issuing veterinary documents; to issue acts within the authority granted by the Law of RK dated July 10, 2002 “About veterinary science”; identifying the areas of veterinary-sanitary well-being, as well as in disadvantaged points movable (transportable) objects that are hazardous to the health of animals and humans, to seize and destroy the order established by the legislation of the Republic of Kazakhstan, to participate in the organization of their decontamination (disinfection) or recycling, and to report these facts to the authorized state body in the field of health; to establish the causes, conditions of emergence and spread of infectious and exotic diseases of animal origin and unsafe the veterinary products and raw materials of animal origin; to request and receive necessary information from state bodies and other organizations to carry out its assigned rights and obligations; to suspend or prohibit economic activities of legal or natural persons without a judicial decision in cases of threat of occurrence or spread of especially dangerous and other infectious animal diseases, including diseases common to animals and humans in the order established by the legislation of the Republic of Kazakhstan in the field of veterinary medicine; to

consider cases on administrative offences and impose administrative sanctions for violation of requirements of legislation of the Republic of Kazakhstan in the field of veterinary medicine in accordance with the law; to sue in court in case of violation of the legislation of the Republic of Kazakhstan in the field of veterinary.
State veterinary and sanitary inspectors exercising the state veterinary-sanitary control and supervision in the Republic of Kazakhstan shall: adhere strictly to the requirements of the legislation of the Republic of Kazakhstan in the field of veterinary medicine, food safety; to organize and carry out state veterinary and sanitary control and supervision on the territory of corresponding administrative-territorial unit, including veterinary control posts; use the powers delegated to them in a timely manner to prevent, detect, combat and eliminate violations of the law of the Republic of Kazakhstan in the field of veterinary medicine, food safety in accordance with these regulations; not to disclose information, official or otherwise, in the implementation of the state veterinary-sanitary control and supervision; maintain veterinary records and statements and to submit them in the order established by the legislation of the Republic of Kazakhstan in the field of veterinary medicine; in identifying the areas of veterinary-sanitary well-be- ing, as well as in disadvantaged points movable (transportable) objects that are hazardous to the health of animals and humans, to seize and dispose in the manner established by the legislation of the Republic of Kazakhstan, to participate in the organization of their decontamination (disinfection) or recycling, and to report these facts to the authorized state body in the field of veterinary.

The state veterinary surveillance at the state border and transport shall be entitled: inspection from other States controlled goods and the decision on opportunities and conditions for their further transportation; freely enter the territory of sea and river ports (marinas), airports, railway stations, post offices, quarantine bases, docks, and other organizations of all ownership forms, as well as to the enterprises engaged in harvesting, storing, processing, and export-import transportation of controlled goods, the entrance to the sterile area is on call in case of need;

Movable (transportable) objects during the transportation (movement) on the territory of the Republic of Kazakhstan are subject to mandatory state veterinary surveillance.
State veterinary-sanitary control movable (transportable) objects during transportation (moving), loading, discharging is carried out by state veterinary inspectors of the territories, which produces their loading, unloading, as well as areas, along the route of the transportation (movement).
The transportation routes (travel) farm animals (cattle track) determined by local Executive bodies of the region (city) in coordination with the chief state veterinary inspectors of the respective territories.
The vehicle used and used for the transportation (movement) of the movable (transportable) objects, subject to mandatory disinfection in accordance with the requirements of the legislation of the Republic of Kazakhstan in the field of veterinary.

Import, transport and use of drugs and feed additives for veterinary use in the customs territory of the customs Union shall be subject to registration by the authorized state body in the field of veterinary.
The importation and transportation of medicinal products and feed additives of chemical and microbiological synthesis is carriedoutwithoutveterinarycertificateaccompaniedbyadocument confirming their quality and safety, issued by the manufacturer.
The vehicle used and used for the transportation (movement) of the movable (transportable) objects are to be processed in accordance with the Rules of veterinary-sanitary treatment of vehicles (road, rail, air, water) before and after the transport of animals in them and other control of the state veterinary control goods, approved by order of Ministry of agriculture of the Republic of Kazakhstan dated 3 July 2006 No. 432 (registered in the Register of the state registration of regulatory legal acts for No. 4339).
When transporting (moving) animals and birds the consignor provides them with water, good-quality feed and bedding, on the follow-up period.
