Questions and tasks for self-examination

1. What is the order of the state veterinary-sanitary supervision in the markets?

TOPIC 21. ORGANIZATION OFVETERINARYSANITARY SUPERVISION DURING HARVESTINGAND DISPOSALOF CORPSES

The aim of the lesson: learning activities for conducting veterinary-sanitary supervision during harvesting and disposal of corpses.

Materials: the law “On veterinary medicine” of the Republic of Kazakhstan, Astana, 2002; D. Khusainov., N. Akhmetsadykov, G. Shabdarbaeva, O. Berkinbay, A. Mutaliev, H. Abeuov, G. Batanova, M. Berdykulov, S. Abrahmanov. Management in veterinary medicine and veterinary affairs organization / Tutorial: - Almaty: Nur-Print, 2014. – 572 p.

Veterinary-sanitary rules of collection, recycling and destruction of biological waste are mandatory for all pet owners regardless of the method of farming, as well as organizations, enterprises of all forms of ownership engaged in the production, transportation, harvesting and processing of products and raw materials of animal origin.

Biological wastes are: the dead animals and birds, includinglaboratoryabortedandstillbornfruit;veterinaryconfiscate (meat, fish, and other products of animal origin), revealed after a veterinary examination at slaughter points, hladoboyni, meat-, fish-processing organizations, markets, trade organizations, etc.; other waste resulting from the processing of food and non-food raw materials of animal origin.

Pet owners, in a period of not more than a day since the death of the animal, detecting an aborted or stillborn fetus, shall immediately notify a veterinary technician who is on site, the results of the examination determines the order the disposal or destruction of biological waste.

128

Responsibility for the delivery of biological wastes for recycling or disposal (incineration) rests with the owner (Manager of farm, personal, farms, joint stock companies, etc., the municipal services of the local administration).

Biological waste is disposed of by recycling of veteri- nary-sanitary recycling factories (workshops) in accordance with applicable rules, disinfected in biothermal holes, destroy by burning or in extreme cases kill in designated areas.

The seats reserved for the disposal of biological waste (burial sites) must have one or more biothermal pits.

The disposal of biological waste by burial in the ground is strictly prohibited.

In the area served by the veterinary-sanitary recycling plant, all biological waste should be processed for meat and bone meal.

In exceptional cases, when the mass deaths of animals from natural disasters and the impossibility of transporting them for recycling, incineration or disinfection in biothermal holes, allowed the burial of bodies in the ground.

Prohibits dumping of biological waste in ponds, rivers and marshes. It is strictly prohibited the dumping of biological waste in the waste containers and their transportation to the landfill and the landfill.

Biological waste, contaminated or contaminated with pathogens: anthrax, emphysematous anthrax, rinderpest, plague of camels, rabies, tularemia, tetanus, malignant edema, catarrhal fever of cattle and sheep, African swine fever, botulism, glanders, epizootic lymphangitis, melioidosis (false glanders), myxomatosis and hemorrhagic disease of rabbits, the plague of birds, burn in place, as well as in tropospheric furnaces or on designated sites; encephalopathy, scrapie, adenomatosis, visna-maedi, processed for meat and bone meal. In case of impossibility of processing they are burned; diseases not previously been registered on the territory of Kazakhstan, burn.

129

In radioactive contamination of biological waste at a dose of 1 x 10E-6 Kiu/kg and above, they must be disposed of in special facilities in accordance with the requirements applicable to radioactive waste.

Therulesdefinetheterms:collection, disposalanddestruction of biological waste in cattle-breeding complexes (farms), farms, personal subsidiary farms, human settlements, public places, nomads (run) animals; transportation of animals and animal products; the proliferation of infectious and invasive diseases of animals; prevention of human disease zooantroponoznyh diseases; protection of environment from pollution.

Veterinary technician at survey of a corpse of an animal, stillborn, aborted fetal and other biological waste gives a conclusion about their harvesting, disposal or destruction.

In the case of animal disease, the representative of the state veterinary supervision gives binding on all parties an indication about the slaughter or destruction of animals. Until their slaughter or destruction of these persons are obliged to take measures to avoid the unauthorized access of citizens and animals, including birds and insects.

The collection and destruction of dead wild (stray) animals is conducted by the owner, in whose jurisdiction is the area (in settlements and communal service).

Upon detection of a corpse in vehicles in transit or at the place of unloading their animals, the owner must go to the nearest organization of the state veterinary service, which gives the conclusion about the cause of mortality, determines the method and location of disposal or destruction of dead animals.

Vehicles dedicated for transportation of biological waste, equipped with waterproof enclosed bodies that are easily sanitized. The use of such vehicles for the transport of feed and food is prohibited.

After loading of biological waste on the vehicle be sure to disinfect the place where they lay, as well as used inventory and equipment.
