Most people do not choose to be poor; they simply belong to the group that is least able to take care of it- self. People feel sorry for those who are poor, but we feel [12] (concern) for those who are not able to work because of physical or mental disabilities. They cannot perform even the [13] (simple) physical labor or the [14] (easy) mental tasks. Others do not work because they do not know any useful skills. Only the [15] (small) number of people avoid work because they do not like to work. In the United States only about one person in ten is poor. While poverty is found among all groups, it is [16] (high) among the black, especially black women and teenagers.

The word "poor" is defined by the amount of money one earns. The [17] (many) money you can make and still be considered poor in the United States is now

about $ 4,180 a year. That figure changes if you have children who are dependent on your income. If you are head of a household of four people and earn under $8,380, you belong to this [18] (low) economic class.

Federal, state, and city governments try to help the poor with special public assistance programs. These programs help people with dependent children. The [19] (late) figures available show that about ten million families had such assistance last year. In numbers the next [20] (large) group of people are the disabled — those who can't work because of physical problems or injuries. Old people and blind people form the [21] (small) groups who receive public assistance. Most people are on welfare for only a short time; at the [22] (early) moment that they can return to work, they do so.

Another program which is frequently used is the food stamp program. In this program, the government helps those who make the [23] small incomes to buy the [24] (good) food they can for the [25] (little) amount of money. The government gives coupons or "food stamps" which are exchanged at the store for food.

There are many kinds of assistance programs today. A recent one is intended to help people learn how to work. Many people have no job skills; this is the [26] 4bad) problem of all, because people without skills have the [27] (little) opportunity finding any kind of job at all. Here is one of the [28] (interesting) examples of success I know: a woman was on welfare for many years. She learned how to spell, punctuate, and type.
