North Korea leader’s sister during a lunch for the North Korean Olympic delegation. According to Presidential Spokesman, Kim’s sister verbally added an invitation for President Moon to meet at the earliest possible date. «In reply, President Moon expressed his will to make it happen by creating the conditions in the future», said the spokesman.

The invitation sets up the possibility for the first summit in 10 years between the leaders of North and South Korea. The young leader of North Korea has not met with any major world leaders since he came to power in December of 2011.

It is also an accomplishment for President Moon, who has been fighting for increased dialogue with North Korea to reduce the potential for conflict in the region, since he was elected in May of 2017. Moon helped to make a pause in provocations by negotiating North Korea’s participation in the Olympics. He also gained U.S. support for postponing joint military exercises until after the Olympics and Paralympics end in late March.

The invitation for an inter-Korean leaders summit followed an emotional night at the opening ceremony of the Pyeongchang Winter Olympics, when both South and North Korean delegations marched together under a unified Korea flag for the first time in a decade.

At the opening ceremony Moon shook hands with the North Korean delegation members and they all cheered for athletes from both countries.

The display of Korean unity at the Olympics opening drew widespread applause from the audience, including from Thomas Bach, the president of the International Olympic Committee. «To see it finally happen, it really did not only give me goosebumps,

but I think the whole public and I guess the entire world», said Bach.

The inter-Korean Olympic cooperation includes a joint women’s ice hockey team that will compete in the games. North Korea’s large Olympic delegation also includes artists and musicians who will perform during the games at venues in the Pyeongchang region and in Seoul.

Moon has tried to balance support for the U.S. «maximum pressure» approach by openly opposing any military action on the Korean Peninsula. Possible concessions would include a U.S. agreement to further delay military drills, and for North Korea to hold off further weapons tests and agree to have new talks.

President Moon objected to a call on Saturday from Japanese Prime Minister to quickly resume South Korea's joint military drills with the United States after the Olympics, saying it was a violation of his country's sovereignty.

Вашингтон и Гавана подписали во вторник в кубинской столице соглашение о возобновлении прямого авиасообщения, которого не было между странами десятки лет из-за прерванных дипломатических отношений, сообщило министерство транспорта США.

Для участия в подписании документа на Кубу прибыли министр транспорта США и помощник госсекретаря.

«Новое соглашение даёт каждой из стран возможность осуществлять до 20 ежедневных рейсов туда-обратно между США и Гаваной. Соглашение также даёт каждой из стран возможность осуществлять 10 ежедневных рейсов тудаобратно между США и каждым из 9 других международных аэропортов Кубы – у американских авиакомпаний появится возможность осуществлять до 110 ежедневных рейсов», – говорится в сообщении. Министерство транспорта предложило американским авиакомпаниям подавать заявки на осуществление рейсов.

Ранее в госдепартаменте уточняли, что, «несмотря на то, что закон США запрещает поездки на Кубу с туристическими целями, это соглашение поможет разрешённым поездкам». Сейчас госдеп разрешает поездки на Кубу 12 категориям американских граждан и постоянных жителей США, включая родственников жителей Кубы.

Президент США Барак Обама и кубинский лидер в декабре 2014 года объявили о начале переговоров по улучшению отношений двух стран. В июле 2015 года страны восстановили дипломатические отношения, прерванные более 50 лет назад после революции на Кубе. It has been more than 50 years since the Cold War foes have had scheduled airline flights.

U.S. officials signed an aviation pact in Cuba on Tuesday, restoring scheduled airline flights between the two countries for the first time in more than 50 years.

According to a statement by the U.S. Transportation Department, the move, which brought into effect an arrangement the sides agreed to in December, was attended by the top officials from both countries.

“We are excited to announce the availability of new scheduled air service opportunities to Cuba for U.S. carriers and the traveling public, and we will conduct this proceeding to maximize public benefits”, said U.S. Transportation Secretary in the statement.

U.S. airlines will have to submit their applications to the U.S. Transportation Department till March 2. The department will make their decision on which airlines can fly from which cities to Cuba around the middle of March.

The arrangement will allow up to 110 daily roundtrip flights between the U.S. and Cuba. It includes up to 20 roundtrip flights per day between the U.S. and Havana and 10 daily rountrips to nine other international airports in Cuba.

While chartered flights already connect Cuba to the U.S., the accord is expected to boost tourism to the country.

COLOMBIA’S PEACE AGREEMENT

The New York Times is correct that Colombia’s new peace accord offers an impressive potential for peace. Colombia’s President in his recent speech, mentioned a review by the University of Notre Dame suggesting that the Colombian accord is one of the most complete agreements in recent history, showing a high likelihood of success if robustly carried out.

Over the last decade the University developed the Peace Accord database to systematically study the implementation record of 34 peace agreements aimed at ending civil wars. Based on the written commitments in the agreements, the database tracks the quality of enactment across 51 categories of steps, year by year for a full decade.

Our assessment suggests that the Colombian accord sits atop the 10 most comprehensive agreements signed in the last 25 years. Accords that regulates security and socioeconomic reform and provide greater policy detail with clear implementation guarantees from longer negotiations are associated with higher success. Comparatively, the Colombian accord offers one of the most promising platforms to ensure sustainable peace.

MALAYSIA, SINGAPORE AGREE TO POSTPONE RAIL

AGREEMENT SIGNING

Malaysia and Singapore have postponed the signing of a bilateral agreement on the High Speed Rail (HSR) project due to schedule changing and other administrative matters, the New Straits Times reported on Thursday.

Prime Minister of Singapore and his Malaysian counterpart had planned to meet on Dec 5 to witness the signing of the agreement during their annual retreat.

The minister cited by NST told the daily that Malaysia had suggested Dec 21 as the new date. The delay is due to administrative matters, he added.

“We had a meeting with Singapore Transport Minister on Tuesday Nov 29. Both sides agreed to smooth some details in the bilateral agreement”, Malaysian Minister was quoted as saying.

The 350 km rail project was started in 2013. 15 km of it will be in Singapore – the construction is expected to begin in 2018 and start operating in 2026.

The HSR, with a top speed of more than 300 km/h, is expected to cut travel time between Singapore and Kuala Lumpur to 90 minutes, compared to the current fourto five-hour road journey.

It was previously reported that Malaysian Minister met Coordinating Minister for Infrastructure and Transport Minister of Singapore on Tuesday. He said on Instagram they met “to harmonize last minute details of the Bilateral Agreement on Malaysia-Singapore High Speed Rail project before signing ceremony in December”.

A memorandum of understanding for the HSR project was signed in July this year by the two sides, and the two prime ministers attended the ceremony.
