EGYPT KEEN ON PROTECTING QATARI INVESTMENTS

The breakdown in relations between Qatar and Egypt isn't expected to affect investments between the countries, according to Egyptian officials and some economic experts.

Egypt decided, along with the United Arab Emirates (UAE), Saudi Arabia and Bahrain, to sever ties with Qatar on June 5. The financial world immediately predicted the break in ties would negatively affect economic relations between Qatar and the Gulf states.

But Egypt says it did not make the decision lightly and took into consideration Qatari investments in Egypt. According to data from Egypt's General Authority for Investment and Free Zones, 210 Qatari companies have more than $1.1 billion invested in Egypt, mainly in the services sector, followed by industry.

Egypt has been keen to reassure Qatari investors working in Egypt; Egyptian Minister of Investment and International Cooperation confirmed in a press statement that Qatari investments in Egypt are protected by law. “The Egyptian state

respects its contracts and provides a safe environment for the investments of individuals and institutions on its territory”, he said.

After the ties were cut, many Egyptian businessmen – even some who cooperate with Qatari entrepreneurs – criticized Qatari investments and businesses in Egypt.

“The law and investments ought to be respected in Egypt. But I believe that Qatari investors are not welcomed in Egypt for the time being. Let them take their investments and move away from us. We cannot cooperate with a state that funds the people who kill our children”, an Egyptian businessman said June 5 during a phone call on Extra News channel. He added, “I call upon all Egyptian and Gulf businessmen not to invest in Qatar or within its territories because it is a matter of principle. We should not cooperate with a state that supports terrorism”.

Following Egypt's decision to boycott Qatar, rumors of a government decision to stop trading in Qatar's currency, the riyal, and suspend the activities of the Qatar National Bank (QNB), which has several branches in Egypt. But the governor of the Central Bank of Egypt (CBE), denied the reports.

Experts don't expect Qatari businesses and investments in Egypt to be affected by the current situation, because the Egyptian state wants to attract investments from different countries. The investment environment in Egypt has nothing to do with political relations and the best proof of this is ongoing Turkish investments in Egypt despite poor relations between the countries.

Economist Rashad Abdo told Al-Monitor, “Qatari investments and businesses in Egypt will remain unharmed so as not to affect the Egyptian economic situation. Qatari investors

will not be deported from Egypt or have their businesses shut down, as this is in direct conflict with the law, which protects investment contracts”. He added, “The political crisis between Egypt and Qatar was not reflected in the economic relations between the two countries. The Egyptian state deals with Qatari investors as per the law, as long as their investments are in the best interest of the state and not politically motivated”.

Despite Egypt’s decision to cut relations with Qatar, the Egyptian state is keen on preserving Qatari investments within its territories, and it fears for the conditions of about 300,000 Egyptian workers in Qatar.

Super-rich private business owners in the UAE have been putting investment opportunities as top priorities in their longterm growth strategy of the volatility in oil markets and slowdown in real estate, investment consultants said.

Daniel Fleming, head of Middle East Wealth advisory at JPMorgan Private Bank, asserts that the growth of private wealth in the UAE is strongly correlated to the expansion of local markets. Majority of the growing ultra-wealthy are private business owners who rely on local consumption, project development and GDP expansion. “In the UAE, we have seen tremendous growth in the ultra-wealthy as the next generation of

founding business owners expand and take on new business opportunities”, Fleming said.

“Often, the next generations are entrepreneurial in nature but also have access to low cost of capital, which is unique compared to other parts of the world”, he added.

Private wealth growth in the UAE has been driven primarily by accelerating economic growth in many parts of the world.

According to a recent report by The Boston Consulting Group, private wealth is projected to record annual growth rate of 7.4 per cent to $800 billion over the next five years.

On the various challenges being faced by the ultra-wealthy, he said those are part of their growth journey, which is why educating and sharing best practices is crucial.

“The ultra-wealthy will be challenged with staying ahead of changing market conditions. Technology is becoming an increasingly important tool towards addressing the fast moving conditions of global markets”, he said.

Outside of investments, families naturally evolve creating challenges around family governance and the management of family wealth. “We take a long-term view towards investing. We may identify investments that we believe are undervalued compared to their long-term return potential. As volatility increases in a given market we may identify other markets that have better potential for growth”, Fleming said.

Wealth in the UAE, which is home to more than 72,000 super-rich individuals, is expected to jump by 9.4 per cent this year.

Despite the general slowdown across the region on the back of lower oil income, the UAE witnessed 8.3 per cent growth in

private wealth. Steady growth is expected to continue through 2021. Consultancy Cluttons said in a report that Dubai remains the most popular destination for investors.

Over the next five years, wealth in the Middle East and Africa region is set to reach $12 trillion – and the UAE, Oman, Qatar and Saudi Arabia's contribution will account for 21.1 per

cent.

IMF APPROVES $1 BILLION BAILOUT LOAN TO UKRAINE

The International Monetary Fund said its board on Wednesday approved a long-awaited loan to Ukraine of about $1 billion after a review of the country's bailout program. The IMF has agreed to give $17.5 billion to Ukraine's economy in a four-year bailout, releasing the funds to the government making progress on economic and anti-corruption reforms.

To date, Ukraine has received about $7.62 billion in the program launched in March 2015.

The Ukrainian President said the disbursement would clear the way for an additional $1 billion US loan and a new 600 million-euro loan from the European Union. In a statement, he said a Russian attempt to undermine the IMF's decision had failed, and that the funds' release would help keep the hryvnia currency stable and aid the economy.

Portugal is committed to doing whatever it takes to avoid requesting a second international bailout, the country's finance minister told CNBC.

Speaking to CNBC over the weekend in Bratislava on the sidelines of a meeting of the euro zone's finance ministers, he said his main focus was to fix the country's economy so that it wouldn't be forced into asking for further assistance from its fellow euro zone countries, the European Central Bank and the International Monetary Fund.

In 2011, Portugal was rescued by a 78 billion euro ($85 billion) bailout from the European Union and IMF, a process that involved spending cuts and reforms. The country successfully exited the process in 2014 and, at the time, did not need any further financing.

Nonetheless, concerns remain about Portugal's economic health and its commitment to stimulating its businesses over boosting income levels.

Portugal's budget deficit ran to 4.4 percent of gross domestic product (GDP) in 2015, far above the 2.7 percent target agreed with the European Commission. The Commission opted against fining Portugal – or Spain, which missed its own target – but the country must still aim to get its deficit below a threshold of 3 percent of GDP.
