THE SPIRIT OF ORGANIZATION
after Peter Drucker «The Practice of Management»
Two sayings sum up the «spirit of an organization». One is the inscription on Andrew Carnegie's tombstone:
Here lies a man
Who knew how to enlist In his service
Better men than himself
The other is the slogan of the drive to find jobs for the physically handicapped: «It's the abilities, not the disabilities, that count».
Management by objective tells a manager what he ought to do. The proper organization of his job enables him to do it. But it is the spirit of organization that determines whether he will do it. It is the spirit that motivates, that calls upon reserves of dedication and effort, that decides whether he will give his best or do just enough to get by.
It is the purpose of an organization to «make common men do uncommon thing» – this phrasing is Lord Beverige's. No organization can depend on genius; the supply is always scarce and always unpredictable. But it is the test of an organization to make ordinary human beings perform better than they are capable of, that is bring out whatever strength there is in its members and use it to make all other members perform more and better. It is the test of an organization that it neutralize the weaknesses of its members.
Altogether the test of good spirit is not that «people get along together»; it is performance, not conformance. «Good human relations» are not grounded in the satisfaction of good performance and the harmony of proper working relations as accord with human relations result in poor spirit. They do not make people grow; they make them conform and contract. I shall never forget the university president who once said to me: «It is my job to make it possible for the first-rate teacher to teach. Whether he gets along with his colleagues or with me – and very few of really good teachers do either – is irrelevant. We certainly have a collection of problem children here – but, boy, do they teach».
84
And when his successor substituted for this a policy of «peace and harmony», both the performance and the spirit of the faculty rapidly went to pieces.
There are five areas in which practices are required to ensure the right spirit throughout management organization.
1.There must be high performance requirements; no condoning of poor or mediocre performance; and rewards must be based on performance.
2.Each management job must be a rewarding job in itself rather than just a step in the promotion ladder.
3.There must be rational and just promotion system.
4.Management needs a «charter» spelling out clearly who has the power to make life-and-death decisions affecting a manager; and there should be some way for a manager to appeal to a higher court.
5.In its appointments management must demonstrate that it realizes that integrity is the absolute requirement of a manager, the one quality that he has to bring with him and cannot be expected to acquire later on.
A man should never be appointed to a managerial position if his vision focuses on people's weaknesses rather than on their strength. He should be a realist; and no one is less realistic than the cynic. A man should never be appointed if he is more interested in the question: «Who is right?» than in the question: «What is right?» Management should never be appointed to a man who considers intelligence more important than integrity.

A LETTER FROM MY LONDON FRIEND
I live in a big house. Like many English houses it is a two-storey brick building with a garden around it. On the ground floor we have a sitting-room, a dining-room and a kitchen. The kitchen is rather big and comfortable.
When we have guests we have dinner in the dining-room.
Our sitting-room is very cosy. There isn't much furniture in it. There is a sofa opposite the fire-place and two armchairs near it. There are some pictures on the walls. In the middle of the room there is a big carpet. We have a TV-set in the corner.
Our bedrooms are upstairs, on the first floor. There are no many things in our bedroom. There are only two beds, a mirror, a dressing-table and a wardrobe in it. We have two bedrooms for guests. Our bedrooms are cold. Few people have central heating in their own houses.
My husband's study-room is downstairs. It faces the garden. It is light and specious. There are a lot of books in it. There is also a computer on the desk. It is my husband's favourite room.
I like my house. It is my home.

CHAIRMEN
A young businessman from Chester, England, who is confined to a wheelchair is winning business competitions and building a successful company by making wheelchairs.
88
Less than a year after starting CJS Custom with his friend John Roney, 23-year-old Stuart Dunne won £1,750 in local business competitions and was among ten finalists in a big national competition.
But success has not come easily. As a teenager, Stuart wanted either to be a pilot or to go into electronic engineering. Aged seventeen he had a crash. He broke his back and was left paralyzed from the chest down, losing some movement in his hands. He spent six months in hospital, where he had to learn to write again.
He had a teacher in hospital. He finally took an accountancy course at Polytechnic University.
«At first I just wanted to be an accountant», says Stuart, «but then I realised that I was more interested in business». So when his friend John Roney – who is also in a wheelchair – suggested that there was a huge gap in the market for wheelchairs at good prices, Stuart was keen to develop his idea. He prepared business plans and the pair started looking for financial backers.
The Cyclone wheelchair, which Stuart and John designed and built, is much lighter than most. Also, as Stuart says, «Many other chairs cost about £1, 800, which is an enormous amount of money. We can make and sell chairs for half that price. Also young people don't want to sit in ugly-looking chairs; with ours they can choose the colours they like».
But the friends found it hard to find backers. «My bank said that we didn't have enough business experience and that we didn't know enough about wheelchairs». So Stuart and John started selling another chair. «These chairs were made for individual customers, but they were more expensive than ours are now. We retailed them for twelve months».
The profits the friends had made through retailing helped them to make their own chairs. With these profits, a loan of £3,500 and the competition money of £1,750, they asked Barclays Bank to back them – and the bank agreed.
Now they needed somewhere to assemble the chairs, so they rented some space at Chester Enterprise Centre. The company became CJS Custom – short for Cyclone John and Stuart. Then they started trying to build the perfect chair – this has cost them £10,000 up to now.
Next Stuart met Dave Lord, whose company makes motorcycle frames. He agreed to make the frames for an aluminium wheelchair. So now the frames are made in Bolton, painted in Liverpool, and assembled in Chester.
89
The chairs are marketed through hospitals and at disabled sports events from basketball and tennis to rugby. Stuart is a keen sportsman himself, and completes in events such as the British National Wheelchair Games. «There are lots of our chairs at the games, and we've got one of the top athletes in the country, Colin Prince, playing in one of our chairs. The company pays for his chair and any parts he needs for it. It brings us a lot of customers».
Although CJS Custom is not yet making a profit, Stuart believes it soon will: on sales of 200 chairs at just under £900 each, the company's turnover in the first year will be around £180,000, with a profit of about £20,000. Less than a year after starting the business, Stuart believes the future looks very good.

1.What happened to Stuart Dunne when he was seventeen?
2.What are the advantages of the Cyclone wheelchair?
3.What does «CJS» stand for?
4.Where are the chairs marketed through?

LONDON
London is the capital city of England and of the United Kingdom. It is the largest city in Britain and one of the largest in the world.
London is situated in the Thames valley. London is one of the largest ports of the world. Historical and geographical circumstances have made London one of the world's most important commercial and cultural centres.
Everybody has heard of the two main districts of London – the East End and the West End. These are not merely geographical names. The West End consists of the fashionable houses of the rich, of art galleries, many famous museums, theatres, palaces and parks. The East End was and still is a poorer district full of factories.
The City, which is the banking and commercial centre of the country and Whitehall – the political centre of England – are situated in the West End. The City occupies only a small part of London. Over a million people enter the City every day on business. At night it is practically deserted.
