От автора/Forword
Глобальные изменения, которые в настоящее время происходят в мире и в российском государстве, его экономике, существенно повышают требования к специалистам в области менеджмента. Активное участие российских специалистов в работе международных финансовых и экономических организаций, непосредственно в деятельности и сотрудничестве различных экономических фирм и других образований предъявляет гораздо более высокие требования к системе подготовки современных специалистов менеджеров. В современных условиях от специалистов в области менеджмента требуются широкие и многосторонние знания и умения, высокий уровень подготовки. Подобные качества неотделимы от хорошего знания не просто английского языка, признанного в мире языком экономики, а глубоких знаний профессиональных дефиниций и терминологии в области экономики и менеджмента.
Настоящее учебное пособие отвечает требованиям Федерального государственного образовательного стандарта высшего образования по направлению подготовки 38.04.02 «Менеджмент» (уровень магистратуры) и нацелено на приобретение студентами Российского государственного университета правосудия (РГУП), обучающимися в магистратуре по данной специальности, необходимых языковых компетенций для решения задач в профессиональной, научной и преподавательской деятельности, в области экономики и менеджмента, а также формирование у них способности не только к профессиональной деятельности, но и навыков и умений, важных для профессионального сотрудничества и обычного межкультурного общения.

INTRODUCTION
What is Management?
«Management is the organizational process that includes strategic planning, setting objectives, managing resources, deploying the human and financial assets needed to achieve objectives, and measuring results. Management also includes recording and storing facts and information for later use or for others within the organization. Management functions are not limited to managers and supervisors. Every member of the organization has some management and reporting functions as part of their job»1.
Essential Managerial Tasks
Henri Fayol, the «father» of modern management method and the author of the general theory of business administration, often called Fayolism, developed with his colleagues the theory of the scientific management. According to this theory, a manager's job is mainly reduced to such management functions as planning, organizing, commanding and controlling. All experts in this field believe that the process of management is defined by the functions of management, fundamentally different from accounting, finance, marketing, and other business functions.
Planning
It is the basic function of management. It deals with chalking out a future course of action and deciding in advance the most appropriate course of actions for the achievement of pre-determined goals. Planning is the determination of courses of action to achieve desired goals. Thus, planning is a systematic thinking about ways and means for accomplishment of pre-deter- mined goals. Planning is necessary to ensure the proper utilization of human and non-human resources. It is an intellectual activity and it also helps in avoiding confusion, uncertainties, risks, wastages etc.

Organizing
It is the process of bringing together physical, financial and human resources and developing productive relationship among them for the achievement of organizational goals. Henry Fayol often stressed that to organize a business is to provide it with everything useful to its functioning, i. e. raw material, tools, capital and personnel. The organizing of any business involves determining and providing human and non-human resources to the organizational structure. Organizing is a very important function of five management functions.
Commanding
When given orders and clear working instructions, employees usually know exactly what is required of them. Return from all employees will be optimized if they are given concrete instructions with respect to the activities that must be carried out by them. Successful managers communicate clearly and base their decisions on regular audits. They are capable of motivating a team and encouraging employees to take the initiative.
Coordinating
When all activities are harmonized, the organizations usually function better. Coordination aims at stimulating motivation and discipline within the group dynamics. Only through positive employee behaviour can the intended objectives be achieved.
Controlling
Controlling involves ensuring that performance does not deviate from standards. Controlling consists of three steps, which include (1) establishing performance standards, (2) comparing actual performance against standards, and (3) taking corrective action when it is necessary.
Property
According to Black's Law Dictionary, «The ownership of a thing is the right of one or more persons to possess and use it to the exclusion of others. The thing of which there may be ownership is called property».

Property
Property is fundamental to economic life. It is a very important institution in the economy of society. Since the dawn of the history this institution has been accepted and recognized though in varied forms.
The word «property» is used in difference senses. According to some scientists, it includes goods or things owned by an individual or group of individuals. According to Anderson and Parker (a reputable leader in after-school enrichment since 1986), «Property consists of goods and services that society gives an individual or group of individuals, the exclusive right to possess, use and dispose of it». This right of possessing goods and services is expressed in the value system of society. Property is something which one owns. It involves possession and ownership of things owned. It is regulated by the rules and customs of the State.
Property rights have certain characteristics which are not possessed by other kinds of rights and duties:
1.Property rights are transferable. Property can be transferred by its owner by way of sale, exchange or gift. It can be transmitted from one generation to the next.
2.There is a distinction between ownership and possession of a thing. A person may own a thing but he may not actually use and enjoy it. Another person may steal it to use and enjoy, borrow with the owner's consent. A person may own a building, but it may be in the possession of another person (tenant) at a cost.
3.The third characteristic of property is its power aspect. As a social institution, property gives power, not only over things, but through things also over persons. The possession of property implies the possession of power over others. It has been an instrument whereby those who own it can control the life and labour of those who do not own it. In a capitalist society, for example, the owners of capital have control over the life and labour of those who do not own it.
4.Property is usually non-human. This means that the object of property has no rights of its own but is simply the passive object of such rights. The land has no right of its own; it only serves the land owner. It is the owner's will, his discretion and advantage that are served by the object. Human beings cannot be the object of property. For example, a woman cannot be the object of property of her husband. Property rights apply only to those things which have no rights of their own.
5.The overwhelming part of economists and other specialists consider that the institution of the private property has been the major contributor to the progress of civilization. It stimulates physical, mental and spiritual welfare of the individual and of the community. Property is considered necessary for a better social awareness and individual developments.

There are two types of property. In legal terms, all property can be classified as either personal property or real property. Each type of property is treated differently under the law. There are many different laws that specifically pertain to personal property, and many other laws that pertain specifically to real property.
Personal property is movable property. It's anything that can be subject to ownership, except land. Personal property, therefore, includes belongings of any kind, as long as they are movable and are owned by someone. Personal property is usually viewed as assets.
Real property is immovable property. It includes land and anything attached to the land.
Normally, a piece of property can be easily classified as either personal property or real property. The difference between the two is usually fairly straightforward. However, sometimes it»s a little harder to categorize property.
Example: Let's say that you buy lumber and other building supplies, such as a saw, a hammer, and some nails. These supplies are personal property. They are movable and they belong to you.
Farm animals would be personal and not real property. They can be moved from one place or farm to another.
Next, you use these items to build a shed on your land. Is this shed personal property? No. The shed is real property because it»s attached to, and now part of, your land. Any leftover building supplies are still personal property, like your saw and hammer. But anything that»s actually part of the shed is now real property.
In addition to the basic types of property, it is necessary to mention that property is grouped into various classes and subclasses for the purposes of tax assessment. These classes are based on the property's use. Property classification according to various uses or types serves as a basis for adjusting the rate of tax.
