Как и в русском языке, в английском языке числительные делятся на две группы:

Количественные числительные 14 и от 16 до 19 образуются прибавлением суффикса -teen к числительным первого десятка:
four – fourteen, six - sixteen
Образование остальных количественных числительных второго десятка - 11, 12, 13, 15 - отходит от этого правила:
one - eleven three - thirteen
two - twelve five - fifteen
Числительные, обозначающие десятки, образуются прибавлением суффикса - ty [ti] к числительным второго десятка, за исключением 20 - twenty:
thirteen - thirty
fourteen - forty
fifteen - fifty
Количественные числительные употребляются для обозначения возраста:
How old is he? Сколько ему лет?
He is twenty-three. Ему 23 года.
Порядковые числительные, начиная с четырех, образуются прибавлением суффикса th к количественным числительным:
five - the fifth (пятый)
nine - the ninth (девятый)
eight - the eighth (восьмой)
twelve - the twelfth (двенадцатый)
Порядковые числительные в функции определения употребляются с определенным артиклем:
the first text - первый текст
the second day - второй день
the third year - третий год
В отрицательном предложении перед количественным числительным употребляется отрицание not:
There are not three books on the table. There are two.
На столе не три книги. Их две.
Даты, обозначеннные четырехзначным числом, при чтениии разбиваются на два двузначных числа:
1147 - eleven forty seven
1900 - nineteen hundred
1905 - nineteen «0» [ou] five
563 - five hundred and sixty three
Телефонные номера: при произнесении или чтении телефонных номеров каждая цифра называется по отдельности, при этом 0 называется [ou]:
28-30-54 - two - eight - three - 0 - five- four
51-52-44 - five - one - five - two - double four
