POLICE PROBLEMS IN COMBATING STOLEN
WORKS OF ART
Political in-fighting and national jealousies appear to be letting international thieves get away with stealing old masters. Besides there is an absence of international police intelligence in this area. A failure by law enforcement agencies to deal seriously with the issue of stolen works of art will result in a deeper involvement by elements of organised crime,

particularly given the ready market that exists for stolen paintings within countries such as Russia and Japan. Concerns have been raised about the ease with which such offences can be committed.
In Europe, attempts to develop an internationally recognised database of stolen art has failed because of national jealousies. The latest victim of the political in-fighting has been the project which was intended to provide a computerised graphics database to aid police investigations. Immensely complicated, it eventually collapsed in the face of French and Italian opposition. Both countries are now seeking international recognition for their own systems. In America the position is not much better.
FBI agents are co-operating with colleagues in several European countries in the investigation of the theft of a number of old master paintings and other valuable property from around the globe.
The problem for the FBI is that although an increasing number of the world’s art treasures pass through New York, the majority are of European origin. It is also much easier for stolen works of art to be sold in the next state or even the next town because they are not as well known here as they are in Europe.
Only five of the top 50 artists whose work is currently reported stolen are American and a high level of international police co-operation is required to halt the rising tide of global thefts. In investigative terms, descriptive and photographic details of stolen works of art are given to local police. In the US, provided that certain criteria relating to value, age and inter-state transportation are met, these details are passed to the FBI, which then assumes responsibility for the investigation.
The FBI has the only, nationwide, database of stolen works of art and while local forces do have specialist officers, the main investigative thrust comes from the federal authority.
In the UK, Scotland Yard maintains a graphical database of stolen arts and antiques. In Europe, most countries have their own nationallybased computerised databases but these are incompatible with one another and with those in America. Problems of language and the differing legal systems add to the difficulties. These are only now being tackled by an international focus group involving seven European countries and the US.
On the world stage, Interpol is strictly limited by international protocols and its function is principally that of a conduit between police forces of different countries. Its computer, linking the police forces of all
