INTRODUCTION
This guide is the result of joint work of the Department of Social
Work, Pedagogy and Psychology at Kazan National Research
Technological University (Russia) and the teaching and research staff of
the Faculty of Political Science and Sociology of Universitat Autònoma
de Barcelona (Spain).
The teaching manual is designed to help the students meet learning
outcome requirements in the framework of bilingual Master program
“Social Work in Industry” (module "Comparison of social models in
Europe: social and employment policies"). It contains two parts. Part I
presents the aims and objectives of the course, competences to develop
as the result of the course, topics of lectures and seminars, themes for
reports and exam questions.
Apart from this, Part I includes the description of active learning
methods used in the teaching of the discipline and, finally, rating system
and ways to control the knowledge acquired by students.
Part II presents the research carried out by our Spanish colleagues
from Universitat Autònoma de Barcelona. The selected publications are
all highly relevant to the topic of social and employment policies and are
recommended for reading by the students pursuing a Master in Social
Work, while may also be of interest to specialists of Social Work.
Considerable attention in Part II has been given to flexicurity, a
«hot» topic in European politics and trade union strategies. Flexicurity is
seen by many European policy-makers as a strategy which can strike a
balance between labour and capital and simultaneously improve
competitiveness and economic growth. In this line, the article of Maria
da Paz Campos Lima and Antonio Martin Artiles "Crisis and trade union
challenges in Portugal and Spain: between general strikes and social
pacts" examines the responses of trade union confederations to the
impact of the international crisis in Portugal and in Spain.
The other important issue of this Part is governability of collective
bargaining. Governability needs to be taken into account in the reform
of industrial relations systems and in the debate with regard to
centralisation and decentralisation of collective bargaining in Europe, as
described in the article by Rosa Nonell, Ramon Alós-Moner, Antonio

The growing importance of so-called human resource policies and
the direct participation and involvement of the workforce with an
increased emphasis on training and retraining, associated with the
rationalisation of work, can be appreciated in the article by Antonio
Martín Artiles, Faustino Miguélez and Andreu Lope "Human resource
policies, training and qualifications".
In conclusion, it is our hope that the issues raised in the articles of
our Spanish colleagues will contribute to a better knowledge and
understanding of the current situation in social and employment policies
in Europe.
All the texts presented in this guide were used in accordance with
Amendment to the Specific Exchange Agreement for Teaching and
Research Staff between the Universitat Autònoma de Barcelona and
Kazan National Research Technological University for the academic
year 2013-2014.

1. Module objective
The objective of the module is to study and analyze the changes in
the so-called European Social Model in the context of the construction
of the European Union. This module will address the explanatory
theories on European integration, social principles deriving from the
Treaties as well as the complex mechanisms of governance. The focus
of the module will be on the European Social Model, understood as the
rights associated with labour and social protection in the framework of
different national models of industrial relations and welfare.
As a result of mastering the discipline a student must:

4. Fundamentals of social rights in the European Union.

space of the Russian Federation.
