their hand and hold baggage are checked after check-in; international passengers after the customs and border controls. The purpose of the inspection is to detect weapons, explosives and other hazardous ob­jects and substances which can be used for terrorist attacks, acts of un-
lawful interference in the operation of civil aviation or to inflict harm to the life and health of the people in the airport.
The following items are referred to hazardous objects: all types of weapon including gas spray guns, airguns and bladed weapons, any kind of explosive material, pressurized and liquefied gases, neuropara­lytic and tear gas bottles, highly inflammable, poisonous and toxic substances, strong inorganic acids and objects which can inflict harm to the life and health of citizens.
The airport is a high risk facility. One should stay alert and ob­serve additional precautionary measures while in the airport:
1. Do not leave your luggage unattended, do not receive objects
for storage, transportation and handover from unknown persons.
2. Inform the police or security officer in the lounge about all
abandoned items found in the airport, without touching them.
There is a set of actions that a passenger should follow. First, he has to check-in for the flight at the check-in-counter. He shows his passport and ticket to the airline agent and puts his suitcases on the scales. If the passenger’s baggage exceeds Free Baggage Allowance, he has to pay for the excess. The passenger hands over his baggage and gets his baggage claim receipts and a boarding pass with the
seat number written on it. The suitcases are labeled and sent off to be loaded into the hold of an airplane. Passengers are allowed to
store any items in their luggage, except for items and substances classi­fied as dangerous under international regulations. Transportation of weapons and portable radio sets requires a special permit. Some luggage, such as musical instruments, may be carried in the cabin and even on a “personal” seat, providing however that the passenger

purchases an additional air ticket. Check the luggage allowances with your airlines based on the class of your air ticket.
Passengers are allowed to take one item of unregistered luggage in the cabin as hand baggage, providing its weight does not exceed permissible values for free transportation. Unregistered luggage shall be stored on a shelf or underneath the seat. Since the size of shelves and seats in planes may vary depending on the model, airport person­nel may request the passengers to have their luggage submitted for transportation in the baggage compartment.
Next, the passenger goes through the security check where his carry-on luggage is screened. The Pre- and Postflight Security Check Rules instituted by the RF Ministry of Transport allow no more than one liter of liquids, gel-like substances and aerosols per air traveler, to be transported in their carry-on baggage, all to be placed into con­tainers holding no more than 100 milliliters each.
The liquids carried are to be packed into a transparent plastic bag. The liquids purchased in a duty-free store, shall be allowed on board the aircraft if likewise sealed in a transparent plastic bag.
Passing through the Customs control the passenger can choose between the Red and Green Channels. The passenger who goes through the Red Channel fills in the declaration form and states
prohibited, restricted and dutiable articles that he is carrying. He presents his declaration form to the customs officer. The customs of- ficer looks it through and asks questions about the contents of the passenger’s baggage. The passenger puts personal belongings into
the X-ray machine and steps through metal-detector. The passenger must unpack and open his baggage and present any item for inspec- tion, if necessary. In the course of pre-flight inspection, transit police or Aviation Security Service personnel will interview passengers to identify potentially dangerous individuals and substances prohibited aboard of an aircraft.

If a person exceeds Duty and Tax Free Allowance (the fixed quota) he/she will have to pay the duty for the excess. If everything is all right, the customs officer stamps the declaration form and gives it back to the passenger.
After that, the passenger must pass through passport control and present his passport and visa to border guards.
Then he goes to the departure lounge to wait for his flight call. While waiting, the passenger can visit the Duty-Free Shop which sells spirits, tobacco, perfume and gifts.
Finally, the passenger goes through the flight gates and boards the plane.

AIRPORT FACILITIES
A modern airport has three main types of facilities. One is
for passengers, one for airplanes on the ground, and one for planes that
are taking off or landing.
The busiest and perhaps the most interesting airport building
is the terminal building. People make flight reservations and buy tick-
ets at ticket counters. Flight information boards, which can be televi-
sion screens or electronic signs, display information about arriving and
departing flights.
After the passenger service agents take passenger’s baggage,
it moves on a conveyor belt to the baggage make-up room. There,
the luggage for each flight is sorted and placed in containers or on carts
to be loaded on the proper airplane.
Modern airport terminals resemble shopping malls. They have
waiting lounges, restaurants, snack bars, gift shops, newsstands, game
rooms, bookstores, boutiques, banks and even hotels.
Besides, amenities include Left Baggage Counter, Lost and
Found, the Nursery, Public Health and toilet facilities.
Among the facilities for airplanes on the ground are loading
bridges connected to the terminal building, maintenance shops, in-
flight food kitchens and a fueling system. Workers clean the cabin, put
food and pump drinking water aboard. There is a special airline’s op-
eration area in the terminal building where the crew examines weather
reports and determines the fastest and safest route for each flight.
Facilities that serve airplanes during takeoff and landing include
runways, taxiways, parking ramps, and air traffic control tower. Traffic
controllers in the tower regulate air traffic at and near the airport. Ra-
dar and approach lights assist planes in taking off and landing.

If your flight is delayed or cancelled According to Clause 99 of Federal Aviation Rules No. 82,
in case of travel interruption by fault of the carrier, as well as in case
of a flight delay or cancellation due to bad weather, for technical
or other reasons or in case of a change to travel route, the carrier shall
provide for the availability to passengers of the following services
(at the departure point and waypoints):
1) mother-and-child room, for passengers travelling with a child
under the age of seven;
2) two phone calls or two emails, if the departure is delayed for
more than two hours;
3) refreshing drinks, if the departure is delayed for more than
two hours;
4) hot meals, if the departure is delayed for more than four
hours, and thereafter every six hours during the day and every eight
hours during the night;
5) hotel accommodation, if the departure delay lasts eight hours
or more during the day or six hours or more during the night;
6) transportation from the airport to the hotel and back, when the
hotel is provided at no additional cost;
7) luggage storage.
The services listed in Clause 99 of Federal Aviation Rules
No. 82 shall be provided to passengers free of charge.
Each case of a carrier’s failure to comply with passenger trans-
portation rules or to provide the services required in the event of a
flight delay or cancellation should be reported to the Moscow Prosecu-
tor’s Office for Air and Water Transport Law Enforcement or to the
Moscow Interregional Transport Prosecutor’s Office.
