You use the Passive Voice to focus on the person or thing affected by an action.

to affect – воздействовать, влиять

an action – действие

You form the passive by using a form of ”be” and a Past Participle.

Past Participle – причастие прошедшего времени или 3-я форма смыслового глагола

(правильные глаголы – суффикс -ed)

Only verbs that have an object can have a passive form.

a verb – глагол

an object – дополнение

e.g. At present the Bank of England issues banknotes of four denominations

В настоящее время Банк Англии выпускает банкноты четырех видов.

In the past the Bank of England issued notes without restriction.

В прошлом Банк Англии выпускал банкноты без ограничения.

e.g. The issue of banknotes is strictly limited.

Эмиссия банкнот строго ограничена.

The Federal Reserve System was established in 1913.

Федеральная Резервная Система была основана в 1913 году.
