1. Planning arson-for-profit investigation results in a blend of organizational and management plans of action. Planning provides the principal concepts required to accomplish this task. Experienced criminal investigators are cognizant of careful investigative planning with case decisions being made almost instinctively. However, for those investigators, who are not as creative, an investigative checklist plan may prove helpful. Experience has shown that some fire step are required in a comprehensive arson-for-profit investigation. There are a fire scene investigation, an assessment of investigative needs, formulation and evaluation, of a strategic plan and so on. There are some logical steps in the investigative planning process. Subtasks in the areas of the investigative activities and support are linked above and below each major step. Investigative activities encompass processing evidence, interviewing, and statement taking Assistance in the form of policy analysis, and expert witnesses is included under investigative support functions.

2. There is no substitute for adequate fire scene documentation and causal analysis. The remainder of the successful arson-for-profit investigation depends upon this process. The usual criminal investigation duties such as preliminary interviews with witnesses, fire service personnel, and the property owners must be adhered to photographic and laboratory support personnel must be utilized to technically document all aspects of the crime scene. They must remember that returning for additional evidence now requires consent from the property owner or a search warrant, investigators must there- fore, conduct all phases of the fire scene investigation while legally maintaining us custody, without planning to revisit the scene later.

3. The second step of investigative planning involves a “needs assessment” by both support and investigative personnel as to the availability of manpower, prosecutional priorities, and perceived motive for the fire. Within all law enforcement agencies, periodic management decisions involving the lever and thrust of investigations must be made to maximize their effectiveness. A systematic, uniform fire scene investigation will provide the information needed to make the appropriate decisions during the needs assessment phase.

4. Just as the military early warning systems for enemy attack provide “strategic” planning capabilities with maximum time allotted for decision-making activities, investigative planning must also include these capabilities. It is this step that makes or brakes arson-for-profit investigations no matter how tedious the task. In this “case management” approach interviews, statement taking, and documentary evidence gathered are compiled by field personnel. Investigative support personnel analyze, chart, and provide expert evaluations on the quality of the strategic plan being implemented. Additional laboratory analyses may be required, and the simulation fire testing may be recommended. All of these tasks are under the direct guidance of a case supervisor.
