International radio medical centre (ci.R.V1.)

The International Radiomedical Centre was founded in 1935 with the purpose of supplying radio-medical assistance to sailors aboard ship of every nationality navigating on all seas. The Centre has headquarters in Rome and its medical services are completely free. They also include arrangements for the transfer, if necessary of a patient to a ship with a doctor on board or, if the distance allows, to evacuate the patient by naval craft or helicopter to ensure rapid hospitalisation.
Request for radio-medical assistance reaching C.I.R.M. are handled by doctors on continuous duty at the C.I.R.M. headquarters. These doctors, who-can call on the help of specialist consultants if necessary, prescribe the appropriate treatment and keep in contact with every ship that has asked for assistance. They follow the progress of the patient until his recovery or disembarkation and, often, even when hospitalised.
HOW TO CONTACT THE INTERNATIONAL RADIO MEDICAL CENTRE
(C.I.R.M.)
The radio medical assistance provided by C.I.R.M. is guaranteed by doctors on round-clock (24 hours) duty. The commanding officers of ships in navigation with sick or injured persons on board can contact C.I.R.M- in any of the following ways:

Information to be included into a message of request
OF RADIO MEDICAL ASSISTANCES
Name of the ship and its radio identification;
Position of the ship, port of departure and destination, estimated arrival time, route and speed;
Name of the patient, nationality and age;
Information about breathing, pulse rate, temperature and the patient's blood pressure;
Patient's symptoms, location and type of pain as well as all any relevant information concerning the illness;
In the case of accidents, please describe, as well as the symptoms, where and how the accident took place;
Patient's case history;
Medicines available on board;
Medicinal products already administered

Emergency drill guidance
Fire Drill Guidance
When carrying out a fire drill, the Master should select a location for a simulated fire and then ensure the following actions are properly carried out by the crew:
The officers take charge and understand the fire control procedures.
The officers can communicate effectively with the crew in a common language.
The crew members report to their proper-muster stations, know their duties, and can prepare for their duties as indicated in the muster list.
The fire pumps can be started, using at least two jets of water from widely spaced hydrants, to ensure that the systems are in proper working order.
The condition of the firemen's outfits and other personal rescue equipment is in satisfactory condition, and assigned crew members can properly don the outfits/equipment.
The fire squads can properly carry out fire attack procedures at the simulated fire location.
The crew properly uses the watertight doors, fire doors, fire dampers, and ventilation procedures to isolate the fire effectively
The crew members assigned to CO2 rooms, the sprinkler system, and the emergency pumps can explain their duties, and if possible, demonstrate their familiarity with the equipment.
The crew members can communicate to the bridge or damage control center using proper communications equipment, such as ship's phones or hand held radios.
Abandon Ship Drill Guidance
When carrying out an abandon ship drill, the Master should ensure that the following actions are satisfactorily completed by the crew:
The crew members know what the abandon ship signal is in accordance with the muster list.
The crew members report to their proper stations with any required equipment, and they prepare for their duties as described in the muster list.
The crew members and any passengers have properly donned their lifejackets, and all lifejackets are in satisfactory condition with whistles, operable lights, and retro-reflective tape attached.
The crew members and any passengers are suitably dressed.
The officers take charge and understand procedures.
The officers can communicate effectively with the crew in a common language.
At least one lifeboat and any rescue boat are satisfactorily lowered, including operation of davits, brakes etc.; starting and operating lifeboat/rescue boat engine in both ahead and astern modes, and disengaging of lifeboat releasing gear.
The operation of any davits used for launching life rafts is satisfactorily carried out.
The crew members meet time requirements for launching survival craft: Two crew members can prepare survival craft for embarking and launching in less than 5 minutes
