Russian Economy
Russia has performed strongly over last years, with significant growth
since the late 1990s. A strong balance of payments has consolidated
macroeconomic stability. Export revenues increased partially due to high oil
prices. Foreign investments grow at an even faster rate. Germany, the
Netherlands, the UK, the US and France are the main investors in the Russian
economy.
Russia’s well educated work force is an important asset for long-term
growth. Its relatively low-cost and generally highly skilled workers are one of
the main attractions for investors.
Russia has become a key global player in the energy industry.
Currently its energy, utilities and mining sector (especially in electricity and
gas) face major reforms to encourage domestic and foreign businessmen to
invest money into these sectors. Russia holds the world’s biggest natural gas
reserves and is the leading natural gas producer and gas exporter. Russia
holds the world’s second largest recoverable coal reserves behind only the
United States.
Today Russia is the fourth largest power producer in the world, with a
total electric generation capacity of 205.6 GW.
Metallurgy is also one of the key industries of the Russian economy.
Russian’s total industrial production is about 15% of total foreign
investments.
The world’s major metals companies are interested in operating or
investing in Russia. In recent years many international enterprises are
expanding their presence in the consumer goods market. This sector is one of
the fastest growing markets in Russia and attracts foreign investments too.

The Economic System of the United States
The economic system of the United States is principally one of private
ownership. This system is often referred to as a free enterprise system. Yet
government has, to some extent, been involved in regulating and guiding the
U.S. economy. At the same time U.S. citizens have always had the freedom
to choose for whom they will work, and what they will buy.
In the U.S. economic system, consumers, producers and the
government make decisions mainly through the price system. The market’s
primary force, however, is the interaction of producers and consumers. This
economic system is called a market economy.
As a rule, consumers look for the best values for what they spend,
while producers seek the best price and profit for what they have to sell.
Government, at the federal, state and local levels seeks to promote the public
safety, assure reasonable competition, and provide a range of services
performed by public rather than private enterprises. Some of these public
services include the ad- ministration of justice, education (although there are
many private schools and training centers), the postal (but not the telephone)
service, the road system, social, statistical, reporting and, of course, national
defense.
In this system, supply and demand establish the prices of goods and
services.
In the United States, most people are simultaneously consumers and
producers.
Generally there are three kinds of business: single-owner operated
businesses, partnerships and corporations. The first two businesses are
important but only corporations have large sums of money by combining the
investments of many people who, as stockholders, can buy or sell their shares

of the business on the open market. Corporations make large-scale
enterprises possible.

Economics (from the Greek "household management") is a social
science that studies the production, distribution, trade and consumption of
goods and services.
Economics, which focuses on measurable variables, is broadly divided
into two main branches: microeconomics, which deals with individual agents,
such as households and businesses, and macroeconomics, which considers
the economy as a whole, in which case it considers aggregate supply and
demand for money, capital and commodities. Aspects receiving particular
attention in economics are resource allocation, production, distribution, trade,
and competition. Economic logic is increasingly applied to any problem
that involves choice under scarcity or determining economic value.
Mainstream economics focuses on how prices reflect supply and
demand, and uses equations to predict consequences of decisions. The
fundamental assumption underlying traditional economic theory is the utilitymaximizing rule.

Until the late 1980s and early 1990s many Eastern European countries
such as Romania, Poland and Russia could be described as planned or
command economies. Today, examples might include Cuba and North
Korea. Government has a vital role in a planned economy. It plans, organizes
and co-ordinates the hole production process. This is unlike a market
economy, where planning and organizing is carried out by firms. Another
difference is that resources in planned economies belong to the state.
Individuals are not permitted to own property, land and other non-labour
means of production.
What to produce. This decision is made by government planners. They
decide the type and mix of goods and services to be produced. Planners make
assumptions about consumers' needs. For example, they decide how many
cars, how much milk, how many shirts and how much meat should be
produced. Planners then tell producers, such as farms and factories, exactly
what to produce.
How to produce. Government also tells producers how to produce.
Input-output analysis is often used to make plans. For example, with a given
level of tehnology, the state may know the land, labour, tractors and fertilizer
(inputs) needed to make 1 million tones of wheat (the output). If an area
needs 20 million tones, it is possible to work out the inputs needed. A
complex table is drawn up which helps planners calculate the resources
needed to meat the various output targets. Plans are often for 5,10 or 15
years.
How are good and services allocated? Goods and services are
distributed to consumers through state outlets. People purchase goods and
services with money they earn. Prices are set by the planners and cannot
change without state instruction. Sometimes there are restrictions on the
amount of particular goods and services which can be bought by any one
individual, cars for example. Some goods and services, like education and
health care, are provided free by the state.

Грамматическая справка
В английском языке существует два залога — активный (active
voice) и пассивный или страдательный (passive voice). В активном
залоге действие выполняет подлежащее. В пассивном залоге действие
происходит над подлежащим. Давайте сравним:
Mary cleans the office every morning. — Мэри убирает офис
каждое утро. (активный залог)
Подлежащее (Мэри) выполняет действие (убирает).
— Офис убирают каждое утро. (пассивный залог)
Неизвестно, кто выполняет действие. Подлежащее (офис)
подвергается действию (его убирают).
Страдательный залог в английском языке образуется с помощью
вспомогательного глагола to be и смыслового глагола в третьей форме.
На месте подлежащего в утвердительных предложениях будет стоять
человек или предмет, над которым будет производиться действие.
— The office is cleaned every morning.
Некоторые особенности употребления страдательного залога в
английском языке. Предложения со сказуемым, выраженным глаголом
в страдательном залоге, употребляются в английском языке
значительно чаще, чем в русском. Особенно широко они используются
в английской научной и технической литературе, так как здесь основное
внимание автора направлено на конкретные факты, а не на личность
автора.

1. В ряде случаев подлежащее английского предложения в
страдательном залоге переводится на русский язык существительным
или местоимением в винительном или дательном падеже:
Не was given a book. Ему дали книгу.
2. Предлог, стоящий после глагола-сказуемого в страдательном
залоге и не относящийся к следующим за ним словам, при переводе
употребляется перед тем словом, которое в английском предложении
является подлежащим:
Williams’ works are often referred to by lecturers - Преподаватели часто
ссылаются на труды Вильямса.
The doctor was sent for. За доктором послали.
К числу глаголов, наиболее часто употребляющихся с
предложным дополнением, относятся, например: to listen to слушать
кого-л., что-л.; to look at смотреть на; to send for [send] посылать за;
to object to возражать против; to refer to ссылаться на; to rely upon
(on) полагаться на; to act upon воздействовать на и др.
При переводе сказуемого в страдательном залоге на русский язык
необходимо помнить, что целый ряд непереходных глаголов в русском
языке являются переходными (употребляются без предлога) в
английском языке. Например: to answer (something) отвечать (на что-
л.); to follow (somebody, something) следовать (за кем-л., чем-л.); to
need (somebody, something) нуждаться (в ком-л., чем-л); to watch
(somebody, something) следить, наблюдать (за кем-л., чем-л.); to
influence (somebody, something) влиять (на кого-л., что-л.).
