Created during his stint at the turbulent centre of artistic innovation that was Paris in the late 19th century, Repin’s epic painting A Parisian Café stands as a masterpiece of the period, revealing both the inuence of Western art on the Russian artist, and his own status as a trailblazing pioneer during that time in both Russian and Western terms.
Repin had already seen much that he admired and much that he scorned during his time in Paris. He had voiced his disapproval of the Barbizon school and many of the more academic painters, but had shown his enthusiasm for Gustave Courbet, to whose large group compositions, for instance Un enterrement à Ornans of 1849―50 (g. 1), A Parisian Café shows some kinship. Likewise, he had shown great interest in the pictures of Carolus-Duran, Henri Regnault and Mariano Fortuny y Marsal. However, some of his most spirited endorsements of artists at the time came as a result of what is now known as the First Impressionist Exhibition: writing to his patron Pavel Tretyakov,

he declared: ‘The remarkable thing here is the appearance of the realists ― so far they are refused and cannot get into the Salon but only in other small exhibits. But they have a positive future, and at present the best things can be directly attributed to this realist school’ (Repin, letter to Tretyakov, 23 May 1874, quoted in E. K. Valkenier, Ilya Repin and the World of Russian Art, New York, 1990, p. 53)
A BRIEF HISTORY OF SPACE EXPLORATION
1. As often happens in science, the earliest practical work on rocket engines designed for spaceight occurred simultaneously during the early 20th century in three countries by three key scientists: in Russia, by Konstantin Tsiolkovski; in the United States, by Robert Goddard; and in Germany, by Hermann Oberth.
2. After World War II, the United States and the Soviet Union created their own missile programs. On October 4, 1957, the Soviets launched the rst articial satellite, Sputnik 1, into space. Four years later on April 12, 1961, Russian Lt. Yuri Gagarin became the rst human to orbit Earth in Vostok 1. His ight lasted 108 minutes, and Gagarin reached an altitude of 327 kilometers (about 202 miles).

3. Skylab, America’s rst space station, was a human-spaceight highlight of the 1970s, as was the Apollo Soyuz Test Project, the world’s rst internationally crewed (American and Russian) space mission.
4. During the 1960s unmanned spacecraft photographed and probed the moon before astronauts ever landed. By the early 1970s orbiting communications and navigation satellites were in everyday use, and the Mariner spacecraft was orbiting and mapping the surface of Mars. By the end of the decade, the Voyager spacecraft had sent back detailed images of Jupiter and Saturn, their rings, and their moons.
5. The Chinese used rockets for ceremonial and military purposes centuries ago, but only in the latter half of the 20th century were rockets developed that were powerful enough to overcome the force of gravity to reach orbital velocities that could open space to human exploration.
6. The rst U.S. satellite, Explorer 1, went into orbit on January 31,
1958. In 1961 Alan Shepard became the rst American to y into space. On February 20, 1962, John Glenn’s historic ight made him the rst American to orbit Earth.
7. In the 1930s and 1940s Nazi Germany saw the possibilities of using long-distance rockets as weapons. Late in World War II, London was attacked by 200-mile-range V-2 missiles, which arched 60 miles high over the English Channel at more than 3,500 miles per hour.
8. In the 1980s satellite communications expanded to carry television programs, and people were able to pick up the satellite signals on their home dish antennas. Satellites discovered an ozone hole over Antarctica, pinpointed forest res, and gave us photographs of the nuclear power-plant disaster at Chernobyl in 1986. Astronomical satellites found new stars and gave us a new view of the center of our galaxy.
9. “Landing a man on the moon and returning him safely to Earth within a decade” was a national goal set by President John F. Kennedy in 1961. On July 20, 1969, Astronaut Neil Armstrong took “a giant step for mankind” as he stepped onto the moon. Six Apollo missions were made to explore the moon between 1969 and 1972 [49].

A return to the Soviet practice of obligatory распределение выпускников is under consideration by the Russian parliament to help
meet a нехватка of young professionals in the regions.
Under the proposed law, each абитуриент for a place at a государственный university will sign a договор for a minimum two years’ work in an area designated by the university. Выпускники who do not want to work a specied time will be obliged to выплатить their затраты на обучение and may face a штраф.
Parliament also plans to change the state order on бюджетные places to reect the needs of industry, increasing students numbers in technical universities while reducing them in economics, law and the social sciences.
The implementation of these plans is expected to take place following adoption of поправки to the law, On Higher and Vocation- al Education, which will affect at least two million students, in the

государственных universities. The remaining ve million, out of Russia’s total seven million students, are at private universities and will not be affected.
An initiative group headed by Sergey Ivanov, an MP from the Liberal Democratic Party of Russia, believes the new rules will help to solve the problem of нехватки of qualied professionals in the vast Russian provinces.
One of the incentives to encourage graduates to take up job placements in the regions will be a promise of free accommodation and large resettlement grants.
The new bill and proposals have already received the support of President Vladimir Putin.
But a majority of university presidents consider the initiative unjustied and do not support it. They believe it will be difcult to penalise students for breach of contract and that accurate prediction of industrial demand is almost impossible
In 1874 Vereshchagin forsook his native Russian for India where he was to remain for almost two years gathering ethnographic materials with which to colour an intended series of paintings devoted to the region. The events immediately prior to the artist’s departure are worth examining in that they serve to demonstrate both the international reputation Vereshchagin’s work and personage rapidly acquired while elucidating the nature of this fascinating man’s character. At the point of his exodus, Vereshchagin’s St Petersburg exhibition of paintings devoted to Turkestan (a region encompassing parts of present-day Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan) was ongoing. The artist had volunteered to serve in the Russian army in 1867, participating in military campaigns against the Emir of Bukhara and had subsequently produced a collection of paintings devoted to the subject. Works from this series had been exhibited at London’s Crystal Palace in Vereshchagin’s rst solo exhibition the previous year with tremendous and widespread success. To the amazement of the English public, the artist clearly stated in the accompanying catalogue that these works were not for sale; his intentions were humanitarian, the paint-

ings designed to educate and provoke thought. This aim held true at his St. Petersburg exhibition the following year: in order to ensure the works were viewed by as large and as broad an audience as possible, the Russian exhibition was free of charge for several days each week, the price of the catalogue a mere ve kopecks [51].

Europe’s prosperity has been seemingly growing for decades but disparities in income, wealth, educational achievement, health status, nutrition, living conditions, occupations, social identity and participation in society have kept widening between and within countries. These inequalities not only negatively affect individuals and communities, but also restrain overall economic development, undermine social justice, and hurt the functioning of our society. Across Europe, widening inequalities made economies less robust and less resilient to external shocks, while the social resentments increased the risk of social unrest and political instability.

In order to reduce repetitive work and facilitate operation,
the Company will design a xed order format.
