(2) Vessels listed In DESCRIPTION arriving from a port or anchorage Situated outside of the European Union (EU) and Intending to anchor in French territorial waters are obliged to send the relevant CROSS centre a message when leaving the loading port (or as soon as possible in the event of a change in destination) stating the following (unless indicating what authority within the European Union holds that information):

(a)Vessel'sname. call sign and MMSf

(b)Nationality of vessel

(c)Length and draught

(d)Port of destination

(e)ETA at port of destination. at the Pilot Station or in the intended anchorage area as requested by the competent authorrty

(f)ETD

(g)Passage plan

(h)Precise technical description of dangerous or polluting goods. UN numbers where applicable, tOO risk category determined in accordance with the IMoo and with the IBC and IGC sets of rules. and if applicable, the vessel'sfNF category

(i)Contirmation ot the existence on board of aSUitable list. manifest or fading plan. giving precise details of the dangerous or polluting goods carried by the vessels and their locations

(j)Number of persons constituting the crew 01 the vesset

(3)Vessels within the area: During the entire period of their passage or stay in French territoriaf or inshore waters (except when berthed at a quayside in a port). all vessels listed in DESCRIPTION must maintain a continuous listening watch on the following:

(a)DSC: 2187·5kHz and VHF Ch 70

(b)VHFCh 16

(c)On any specified Channel

(4)Reports of accidents and Incidents at sea: All vessels of 300 GT and over on commercial passage within the limits of the French Economic Zone are obliged to immediately report the lollowing 10 the responsible CROSS centre for the area:

(a)My incident or accident affecting the safety of the vessel (e.g. collision. grounding. damage. failure or breakdown. intrusion or displacement of cargo, all hull defects or structural failures)

(b)My incident or accident affecting navigational safety (e.g. failures likely to affect the manoeuvrability of the vessel. or any defects affecting the propulsion or steering system, the electrical generating system and navigation and communications equipment)

(c)Any situation likely to cause pollution of Ihe water or coastline (e.g. any discharge or risk of discharging pollutants into the sea)

(d)Any sliCks of pollutant and atrf containers or packages observed adrift in the sea

(5)The message should state the following:

PROCEDURE:

(1) Reporting is mandatory for all vessels, irrespective of length.

(2) Vessels over 1600 GT carrying hydrocarbons or dangerous substances see GENERAL NOTES.

(3) Inward-bound vessels should contact the Control Centre 48h before arrival al the BXA Lt buoy directly or through the agent stating:

(a) Vessel'sname, call sign and IMO number

(b) Nalional~y

(c) LOA and draught

(d) Last port of call

(e) ETA althe BXA Lt buoy

(I) Destination

(g) Cargo

(h) If dangerous goods on board:

(i) Official description (ii) UN number

(iii) Risk dass (iv) Quantity

(v) Type of packaging (vi) Number of crew

(vii) Number of persons on board

(viii) Address from which detailed information on cargo may be obtained (ix) Any damage

(4) Vessels should report 24h before arrival al BXA 11 buoy stating:

(a) Vessel'sname and call sign

(b) Position and lime

(c) ETA at the BXA 11 buoy

(eI) Any change 10 previous message

(e) Safety information:

(i) Valid~ of safely certifICate (ii) Safety level of vessel

(iii) Safety level of the last 10 ports Ihat the vessel has called at (iv) If appropriate, advise safety declaralions

(f) Information on operating wastes and cargo wastes:

(i) Qualily and type of waste to be discharged (ii) Maximum storage capacity

(iii) Quality and type of waste remaining on board

(iv) Port in which waste remaining on board will be discharged

(v) Estimate of quant~ of waste produced as far as next port

(5J Vessels carrying hydrocarbons or dangerous substances should also state any disabl~y of:

(a) Propulsion capacity

(b) Mooring equipment

(c) Berthing winches

(d) Conlrol equipment

(e) Radar

(6) Vessels should report12h belore arrival at the BXA 11 buoy stating:

(a) Vessel'sname

(b) Position and Time

(C) ETA at the BXA Lt buoy

(d) Destination

(e) Number of operational VHFs

(I) Number of operational radars

(g) Condijion 01 engines, steering gear, mooring lines, winches and windlasses

(h) Presence of arecent ~ to date estuary entrance card on board

(i) Any change to previous message

(7) Vessels should report at least 6h in advance stating any change to the ETA of more than 3h.

(8) Vessels should report 3h before arrival at the BXA 11 buoy, through Bordeaux Port Control, stating:

(a) Vessel'sname and call Sign

(b) ETA al fhe BXA Lt buoy

(c) Position

(dJ Request for permission to enter the channel
