BELGIUM AND NETHERLANDS

PROCEDURE:

(I) Pilotage is compulsory for all sea-going vessefs, including all vessels carrying oil, gas or chemicals (fully or partially loaded) or empty but not gas-free, irrespective of length_

(2) Pilotage is not compulsory for the following:

(a)

Vessels under 80m LOA

(b)

Vessels under 80m LOA (or vessels of more than 80m LOA but with maximum

 

75m London Length) and a draught of maximum 5-5m if using the estuaries of

 

the Scheidt from the Magneboei. via the Oostgat, the Galgenput, the Sardiingeul

 

and Vlissingen-Rede to the harbours of Vlissingen Oost (Flushing East)

Barges Eof Flushing Roads

(dl

Vessels on an estuary or fluvial maritime trade

(el

Vessels at anchor

(f)

Vessels equipped to carry sand, gravel or dredged elements and carrying

 

SUCh

(g)

Vessels with pilotage exemption

(h)

Military vessels

(il

Vessels owned or managed by the Dutch, Belgian or Flemish authorities

(i)

Vessels owned or managed by the Flemish or Dutch Pilotage Service

(3) Pilot Ordering: Vessels Inward-bound (including taking on a Pilot for Rede Van Vllsslngen):

(a)

The initial request for Pilots should be sent via the agent no later than 6h in

 

advance of the Pilot order time (the time at which the Pilot is required onboard),

 

using the appropriate electronic ordering system for the port of destination:

 

(i) APICSlLlS21 - Antwerpen, Bovenzeeschelde, Zeekanaal

 

(ii)

ENtGMA - Gent

 

 

(iii)

LlS21

- Nieuwpoort, Terneuzen, Vllssingen,

Middelburg, Hansweert,

 

 

Walsoorden

 

(b)

Confirmation of the Pilot order time should be sent

I h before arrival by the

 

vessel'sMaster or agent

 

(c)

The Pilot order should contain the following information:

 

(i)

Vessel'sname

 

 

(ii)

Call sign

 

 

(iii)

Flag

 

 

 

(iv)

IMONo

 

 

(v)

Port of destination

 

 

(vi)

Mooring berth

 

 

(vii)

Vessels preferred side for mooring

 

 

(viii) Date, time and Pilot boarding position (dd:mm:hh:mm LT)

 

(ix)

Vessels which are exempt from pilotage: State desired Pilot course.

 

(x)

Name of agent

 

 

(xi)

LOA

 

 

 

(xii)

Beam

 

 

(xiii) Current maximum draught in dm

 

 

(xiv) Helicopter pilotage requested in the event of suspended pilotage service

 

 

(YIN)

 

 

(xv) Helicopter pilotage requested in good weather (YIN)

 

(xvi) Special remarks conceming manoeuvrability, damage to vessel or delay

 

 

at the Pilot Station

 

(d)

Vessels bound for Gent or Antwerpen that have ordered Pilots more than 24h in

 

advance must re-confirm the request via the vessel'sMaster or agent between

 

12h and 6h in advance of the Pilot order time

 

(e)

Amendments to the original Pilot order time must be made to the appropriate

 

Pilot service by the vessel'sMaster or agent, as follows:

 

(i)

Delays of more than I h must be notified 6h in advance of Pilot order time

 

(ii) If the Pilot order time is brought forward the amendment must be notified

 

 

no later than 6h in advance of the new Pilot order time

 

(iii) Cancellation of Pilots must be notified immediately

(f)

Vessels not

using the electronic ordering system (via the agent) to notify

 

changes or cancellation to Pilot orders should report the following information

 

to the relevant Pilot service by fax, telephone or e-mail:

 

(i) Vessel'sname and IMO No

 

 

(ii)

Mooring berth or port of destination

 

 

(iii)

Pilot boarding position

 

 

(iv)

Amended Pilottirr.e or Pilot order time to be cancelled (dd:mm:hh:mm LT)

(4) Pilot Ordering: Vessels outward-bound (or shifting berth within aFlemish Port):

(a) The initial request for Pilols should be sent via the agent no later than 3h in advance of the Pilot order time (the time at which the Pilot is required onboard), using the appropriate electronic ordering system lor the port 01 departure:

(i) APICS/LlS21 - Anlwerpen, Bovenzeeschelde, Zeekanaal (ii) ENIGMA - Gent

(iii) LlS21 - NieuwlXlOrt, Terneuzen, Vlissingen, Middelburg, Hansweert, Walsoorden
