(4)Directive 20091161EC also recalls the obligation to notily. 24h in advance. lor vessels bound for a Member States port (24h pre-arrival notifications) or at the latest. at the time the vessel leaves the previous port. if the voyage time is less than 24h or if the port of call is not known or it is changed during the voyage. as soon as this information is available. This obligation falls under Directive 2OO2I591EC establishing a common vessel traffic monitoring and information system throughout European Community (EC) waters.

(5)The reports shall be sentlhrough SafeSeaslreland. Vessals unable to utilise this system (i.e. vessals under 300 GT that do not have an IMO No or MMSI No. or vessals which do not have a functioning AIS filted) may contact the Marine Survey Office (MSO) by the folowing methods:

(a)E-mail to the MSO at mso@transport.ie and copied 10 the Chief and Deputy Chief Surveyors at brianhogan@transport.ie and jamessne!grove@transport.

(6)These arrangements may also be utilised by other vessels but only in the event 01 the unavailability of SaleSeaslreland due 10 technical reasons. Such technical reasons should always be notified 10 ssisupport@transport.ie for a possible resolution before

the aRernative arrangements are used.

(7)Vessels should provide the following information:

(a)Vessal'sname and call sign

(b)Port 01 destination

(c)Planned wration of the call

(d)Planned operations at the port or anchorage of destination (loading. unloading. other)

(e)Planned statutory survey inspections and substantial maintenance and repair work to be carried out whilst in the port of destination

(f)Date 01 last expanded inspection in the Paris MoU region

(8)In the event that SaleSeaslreland is unavailable due to technical reasons. tankers

should also supply the foflowing information:

(a)Configuration: Single huH. single hull with S8T, double hull

(b)Condition of the cargo and ballastlanks: Full. empty. inerted

(c)Volume and nature of the cargo

(9)CNmers. operators and agents must provide the MSO with the actual time of arrival

(ATA) and the actual time of departlKe of vessefs calling at all ports and anchorages in Ireland. SaleSeastreland will coflect this information automatically from vessels equipped with an approved AIS. Operators. agents or Masters of non-AIS equipped vessels are required to provide the MOO with the following information:

(a)Vessel'sname and call sign

(b)ATAlATD

(c)Port of destination/departure

(10)Failure to report the requested information is an offence and may also cause a

vassal to be targeted for inspection.

PROCEDURE:

(1)Pilotage is compulsory within the pilotage district as follows:

(a)For all vessels within the compulsory pilotage area, defined as that portion of the Pilotage District above a line from the Clock tower, Cobh (SI°SI'·OIN aOI7'·46W) to U buoy No 20. thence to the Spit U Ho. thence to the eastern ex1reme pailt of Fort Mitchell and from the Sside 01 Fort Mitchell to the Martello Tower at Ringaskiddy, inclu<ing the whole of the River Lee.

(b)For all vessels over 130m LOA within that part of lhe pilotage district which lies within an imaginary arc of radius 2·5 n miles centred on Roche'sPoin\.

(2)Pilotage I. exempt for the following vessels:

(a)Vessels owned by the state

(b)Pleasure craft. fishing vessels and sail training vessels than 50m LOA

(e)Passenger vessels plying as such exclusively within the pilolage district, provided that the company is satisfied that the Master has the necessary local knowledge

(d)Vessels of less than 50 GT

(e)Vessels, the property of the Lighthouse Authority responsible for the care and

maintenance of lighthouses in the state, so engaged <I) Vessels, the property 01 or engaged by the Company

(g)Tugs, dredgers, sludge vessels, barges and simHar craft may be exempt from compulsory pilotage if the Company, after examination, is satisfied that the Master has the necessary local knowledge

(3)Vessels carrying chemicals in bulk. vessels carrying LPG and Petroleum Class 1 and Class 2in bulk and vessels having ascharged acargo of LPG or Class 1or Class

2Petroleum which have not been gas freed are subject to the following regulations:

(a)Vessels must have an 100 Certificate of fitness or a certnicate issued by a recognised claSsification society lor the carriage of gas, chemical or petroleum cargoes

(b)Vessels must be capable of communicating on VHF (including VHF Ch 12) at all times whilst under way

(c)Vessels must contact Pilot and Port Operations as follows:

(i)Before entering the port lim~s, vesseis must request and obtain permission to enter

(ii)Before leaving a berlh, vessels must request and obtain permission to leave

(iii)On clearing the port Imits.

(d)During the daytime, vessels should only navigate in good visbility and nighttime navigation will be subject to:

(i)Good visibHily

(ii)No opposing traffic movements between U buoy R2 (SI°S2'·70N a020'·39W) and the upper port limits

(e)Vessels will display the International Code Rag Bby day and an all round red light by night whilst within the port limits

(n Vessels must inform the Hr Mr whenever there is deterioration in the status of its machinery (main engines, mooring and anchoring equipment, cargo handling equipment, steering gear etc.), or navigational equipment

(g)Vessels will not anchor inside Roche'sPoint except in the special anchorage for vessels with hazardous cargoes designated hereunder

(h)Large crude tankers are advised to approach the haJbour entrance Irorn the Cork U buoy (SI°42'·90N aOlS'·SOW) on the Ldg Us. Such vessels should embark the Pilot at least 2·5 n miles south of Roche'sPoint Lt and should not approach closer than this distance unless a Pilot is on board.

(4)In connection with item (3)(d) above,priority of movement will be given to passenger vessels, vessels depending on the state of the tide and vessels using tugs.

(5)Notice of ETA: Vessels should send ETA 24h before arrival and any amendment made 14> to 2h before the original or amended ETA, whichever is earlier. ETA should be

sent to the agent or to Pilot and Port Operations by telephone.

(6) Pilot ordering: Vessels can obtain the services of a licensed Pilot (by day or night, inward or outward-bound) by conlacting Pilot and Port Operations by VHF, link call or telephone. Orders for the servica 01 a Pilot should be given as much in advance of the required time as possibie.

(7) When within VHF range (approx 30 nmiles), ETA may be confirmed or amended by contacting Pilot and Port Operations on VHF Ch t2 or 14.

(a) Normally, vessels carrying hazardous cargoes will be required to remain outside the harbour until such time as they proceed to berth. An exception to this requirement will be that smaller vessels (i.e. up to 110m il length) may anchor in a specially designated anchorage (5I"5O'·OSN aOI6'·23W)west of Lt buoys Nos 12 and 14. Any vessel other than one carrying ahazardous cargo is prohibited from anchoring in this designated anchorage.

(9) In addition, all vessels carrying dangerous or polluting goods should comply with the EUI'Op"nCommunitl•• (V...I Traffio Monitoring and Information

System) Regulations 2010.

(10) Vessels should indicate their required Pilot boarding position when sending the ETA message.
