Преимущества электронного декларирования
Преимущества электронного декларирования:
1. Товар не надо везти на склады временного хранения.
2. Нет необходимости оформления бумажной экспортной декларации в пяти экземплярах – экономия времени. Полное оформление одной электронной декларации занимает 12-14 минут
3. У экспортера нет прямого контакта с инспектором. Он не знает, какой инспектор его оформляет. В свою очередь и инспектор не видит, какое конкретно предприятие он будет оформлять. Никто не знает, к какому именно инспектору попадет та или иная декларация. Безусловно, отсутствие прямого контакта представителя таможни с конкретным экспортером — это снижение коррупционных рисков.
Условия, выполнение которых необходимо для участия субъекта хозяйствования в системе электронного декларирования, в том числе с применением комплексов Национальной автоматизированной системе электронного декларирования (НАСЭД) следующие:
1. Наличие у субъекта хозяйствования, претендующего на участие в системе электронного декларирования, статуса «Добросовестный участник ВЭД» (условия и порядок присвоения статуса – Указ Президента Республики Беларусь от 28.01.2008 г. № 40);
2. Наличие зоны таможенного контроля (временной либо постоянной), созданной субъектом хозяйствования, претендующим на участие в системе электронного декларирования (условия и порядок создания зон таможенного контроля – постановление Совета Министров Республики Беларусь от 24.05.2007 г. № 674);
3. Наличие у субъекта хозяйствования, претендующего на участие в системе электронного декларирования и обладающего статусом «Добросовестный участник ВЭД», выданного таможней средства идентификации — пломбиратора;
4. Наличие у субъекта хозяйствования, претендующего на участие в системе электронного декларирования, программных средств, обеспечивающих взаимодействие с информационными системами таможенных органов Республики Беларусь при обмене электронными документами, а также наличие носителя ключевой информации, совместимого с программно - техническим комплексом удостоверяющего центра таможенных органов (средство электронной цифровой подписи).
Субъект хозяйствования должен приобрести соответствующее программное обеспечение. Сейчас оно стоит около 2 миллионов рублей. Кроме того, на электронные документы субъект должен накладывать свою электронно-цифровую подпись, которая бы идентифицировалась таможней. Должен быть закуплен так называемый носитель ключевой информации. Стоимость его 230-240 тысяч рублей.
По результатам рассмотрения обращения таможенный орган проводит мероприятия организационно-технического характера и информирует субъекта хозяйствования о возможности либо невозможности (с указанием причин и путей их устранения) начала использования системы электронного декларирования.
АИСТ-М
Федеральная Таможенная Служба (ФТС) России является федеральным органом исполнительной власти, осуществляющим в соответствии с законодательством Российской Федерации функции по контролю и надзору в области таможенного дела, а также функции агента валютного контроля и специальные функции по борьбе с контрабандой, иными преступлениями и административными правонарушениями.
ФТС России осуществляет свою деятельность непосредственно через таможенные органы (региональные таможенные управления (ТУ), таможни, таможенные посты (ТП)) и представительства Службы за рубежом. Таможенные органы составляют единую федеральную централизованную систему и территориально распределены по всем 89 регионам России.
В этой связи ФТС России осуществляет разработку и внедрение автоматизированных информационных систем и элементов инфраструктуры, обеспечивающих технологическую платформу для внедрения передовых таможенных технологий.
Первым шагом в реализации проекта "Модернизации информационной системы таможенных органов" явилась разработка Концепции и архитектуры Единой Автоматизированной Информационной Системы (ЕАИС) таможенных органов, обеспечивающей достижение целей и решение задач развития с учетом международного опыта.
Одним из составляющих ЕАИС является Комплексная Автоматизированная Система Таможенного Оформления (КАСТО) "АИСТ-М", разрабатываемая на правах субподрядчика компанией "СофтЛэнд". Данная система позволяет упростить работу инспектора отдела таможенного оформления и таможенного контроля (ОТОиТК), предоставляя возможность доступа ко всем ресурсам ЕАИС в режиме реального времени.
К 2003 году был разработан новый проект КАСТО "АИСТ-М" (комплексная автоматизированная система таможенного оформления "АИСТ-М").
