Предисловие
Shipboard Marine Pollution Emergency Plan –SMPEP (Судовой аварийный план по порьбе с разливом-САПБР) разработан в соответствии с требованиями Правила 37 Приложения I и Правила 17 Приложения II Международной Конвенции по предотвращению загрязнения с судов, 1973, с поправками Протокола 1978. План составляется для помощи экипажу при разливе нефтяной или вредной жидкой субстанций. Первичная цель - установить порядок необходимых действий для безопасной остановки или свести к минимуму разлив и для смягчения последствий. Эффективное планирование обеспечивает то, что необходимые меры будут приняты в правильном структурном отношении, рационально и своевременно. План должен содержать всю информацию и оперативные инструкции, требуемые руководствами, а также имена, номера телефонов, телексов, и т.п. всех контактов, на которые ссылаются в этом Плане, а так же другой справочный материал. План должен быть одобрен Администрацией, и никакие изменения или дополнения не могут быть сделаны для любой части без предварительного одобрения Администрации, кроме случаев, изложенных ниже. Изменения в Приложениях не требуют одобрения Администрации. Приложения будут поддерживаться на современном уровне менеджерами.
Потребность в предопределенном и правильном в структурном отношении плане становится очевидна при рассмотрении того давления и многочисленных задач, с которыми всегда встречается персонал в аварийной ситуации. В горячке ситуации, недостаток планирования приводит к неразберихе, ошибкам, и неудачным решениям ключевых фигур. Задержки будут неизбежны и время будет потеряно, в течение которого ситуация может ухудшиться дальше. Как следствие, судно и его экипаж может быть подвергнуто еще большей опасности еще большее загрязнение окружающей среды может произойти.
План разрабатывается для использования в аварийных ситуациях. Его назначение быть реальным, практическим документом, легким в применении и

понятным для Капитана, судовых офицеров и берегового менеджмента. Этот План написан на рабочем языке Капитана и офицеров. Он содержит процедуры, которым должен следовать Капитан или другое ответственное лицо в отношении доклада о случае загрязнения; включая описание действий, которые должны быть немедленно предприняты членами экипажа на борту по защите их самих и других от опасностей представленных химическим воздействием и для уменьшения или взятия под контроль разлива. План включает в себя процедуры по координации действий на борту с ответными действиями береговых, национальных и портовых служб.
Детальная информация относительно судна и груза на борту должна быть легко доступна на судне, но не требуется включать ее как часть плана. Этот план должен быть доступен для проверки по требованию государственных и портовых властей. Одобренная (бумажная) копия этого плана должна находиться на навигационном мостике.
От судна требуется так же иметь VRP (vessel response plan), одобренный береговой охраной США в соответствии с актом США против загрязнения нефтью 1990 (ОРА 90). По возможности SMPEP и VRP должны быть написаны с совместимыми между собой требованиями.
11.1 The Shipboard Marine Pollution Emergency Plan
This Shipboard Marine Pollution Emergency Plan (hereafter referred to as the "Plan") is written in accordance with the requirements of regulation 37 of Annex I and regulation 17 of Annex II of the International Convention for the Prevention of Pollution from Ships, 1973 as modified by the Protocol of 1978 relating there to and amended by Res. MEPC.78(43). As recommended by IMO this plan is a combination of a Shipboard Oil Pollution Emergency Plan and a Shipboard Marine Pollution Emergency Plan for Noxious Liquid Substances.
The purpose of the Shipboard Marine Pollution Emergency Plan is to prepare shipboard personnel for an effective response to an emergency at sea and to provide guidance with respect to the steps to be taken when an emergency has occurred or likely to occur. Its primary purpose is to set in motion the necessary actions to prevent possible discharges, stop or minimize actual discharges and to mitigate their effects when they do occur. Effective planning ensures that the necessary actions are taken in a structured, logical and timely manner.
The Plan uses flowcharts (see drawing 11.1) to guide the Master through the various actions and decisions which will be required in an accident/incident response. The charts provide a visible form of information, thus reducing the chance of oversight or error during the early stages of dealing with an emergency situation.
For ready reference, tank plans, pipeline diagram and capacity charts, with a general arrangement of the hull and upper deck, are available as outlined in the SHIP’S
CONTINGENCY FILE.
The Plan is designed to link into the Company’s corporate plan to deal with
emergencies and the Master will be backed up on-scene by management appointed personnel as the circumstances and the vessel’s position at the time of the accident/incident require.
The Plan to be effective must be:
- available in the working language of the Master and crew;
- familiar to personnel with key functions on board the ship;

- reviewed and updated regularly; and
- tested for viability in regular practices.
Training and exercises in implementing the shipboard mitigation procedures must be held at regular intervals. Similarly, exercises in the communications procedure will be necessary to verify that the Company’s corporate plan is effective (see Module III).
The Plan has been approved by the Flag Administration for this vessel.
Emergency situations (see drawing 11.2), which shall normally invoke the implementation of this Procedure, are, at least, as follows:
This covers injuries to crew onboard or ashore and injuries to third parties while onboard, including disabling and non-disabling injuries or illness involving loss of working time or other expenses.
In addition to the above, an Emergency situation includes an event when there is any kind of damage to property, the environment or unusual occurrence, which affects the routine operation of the ship by causing loss.
When doubt exists due to difficulties in estimating harm, damage or loss, whether the event is an Emergency Situation, then this must be considered an Emergency Situation.

11.2 Master’s actions in the case of emergency situation (see diagram below)
STAGE 1 - "Assuming control of the situation":
The Master, on being informed of the Emergency Situation, should take over command, assume full control of the situation and arrange ship's Response actions.
STAGE 2 - "Reporting to Company":
The Master should report to the DPA or Alternate DPA of an Emergency Situation on board. The DPA or Alternate DPA is to report it to the Responsible Officers for further actions.
STAGE 3 - "MARPOL Reporting Procedures:
Whenever the ship is involved in an accident referred to in 1(a); 1(b); 1(c) of Article II of MARPOL 73/78, as amended, the Master must make an Initial Notification to the nearest Coastal State/Port Authorities of all above-mentioned accidents that affect or could affect the safety of the vessel and/or environment.
An Emergency Contact Sheet is provided for the convenience of the Master to ensure an orderly response.
The Initial Notification Report to the Coastal State should be made by the quickest available means via VHF radio, telephone or facsimile or telex as may be available and most convenient.
The Master of the vessel in USA ports or USA Exclusive Economic Zone should be guided by VRP in accordance with OPA-90 requirements.
STAGE 4 - "NON-MARPOL Reporting:
If the ship is NOT involved in an accident referred to in 1(a) ; 1(b) ; 1(c) of Article II of MARPOL 73/78, as amended the Master must send the confirmatory follow-up WRITTEN REPORT to the Managers.
11.3 The reporting requirement
The reporting requirement of this section complies with those of regulation 37 of MARPOL 73/ 78, Annex I.
When the ship is involved in an incident which results in the discharge or probable discharge of oil, the Master is obliged under the terms of MARPOL 73/ 78 to report details of the incident, without delay, to the nearest Coastal State by means of the fastest telecommunication channels available.
The intent of these requirements are to ensure that Coastal States are informed, without delay, of any incident giving rise to oil pollution, or threat of oil pollution, of the marine environment, as well as of assistance and salvage measures, so that appropriate action may be taken.
Without interfering with ship owners' liability, some coastal states consider that it is their responsibility to define techniques and means to be taken against an oil pollution incident and approve such operations which might cause further pollution, i.e. lightening. States are in general entitled to do so under the International Convention relating to Intervention on the High Seas in Cases of Oil Pollution Casualties, 1969.

SHIPBOARD OIL POLLUTION EMERGENCY PLAN This flow diagram is an outline of the course of action that shipboard personnel should follow in responding to an oil pollution emergency based on the guidelines published by the Organization. This diagram is not exhaustive and should not be used as a sole reference in response. Consideration should be given for inclusion of specific reference to the Plan. The steps are designed to assist ship personnel in action to stop or minimize the discharge of oil and mitigate its effects. These steps fall into two main categories – reporting and action
