COMPANY POLICY AND PROCEDURES
The International Safety Management (SMS) Code requires every shipowning or managing company to have a Safety Management System (SMS). The SMS must include a safety and environmental protection policy that provides functional requirements for the SMS. The SMS should give practical guidance on all aspects of safe and environmentally responsible management and operation on board the company’s ships. The company is responsible for ensuring that the safety and environmental protection policy is implemented ashore and on board.
As a part of the SMS, each ship should have a manual or series of manuals that provide the instructions, procedures and guidance to implement the SMS on board. This is called the safety management manual.
As a minimum, the SMS and safety management manual should include:
-a system for allocating engineering watchkeeping duties and responsibilities for operational procedures;
-guidelines for ensuring that crew members are trained and competent to undertake their duties on board;
-procedures for engine room operations, including checklists;
-procedures for critical operations, including bunkering, port arrival and departure;
-procedures for preventing and controlling pollution, including activities such as oil spill response and disposal of waste;
-emergency response procedures and instructions;
-reporting procedures for accidents;
-maintenance procedures, including control of work and permit to work systems;
-a Planned Maintenance System (PMS);
-procedures for crew familiarization and handover at crew changes;
-company contacts, including the Designated Person Ashore (DPA) as required by the ISM Code.
The safety management manual and associated procedures should be developed in line with the KISS principle — Keep It Short and Simple. A concise -, easy- to-understand manual is a useful tool which personnel will actually implement.

UNIT 3. PRINCIPLES TO BE OBSERVED IN KEEPING
AN ENGINEERING WATCH (UNDER PART A OF STCW CODE ANNEXED TO CONVENTION STCW 78 AS AMENDED)
3.1. Read the following information and be familiar with some definitions implemented in International Maritime Convention STCW 78 as amended. Do you remember detailed explanation of STCW 78 as amended? What information purposeful for seafarers does this Convention contain?
GENERAL PROVISIONS. DEFINITIONS
For the purpose of the Convention STCW 78 as amended, unless expressly provided otherwise:
1.Master means the person having command of a ship.
2.Engineer Officer means an officer qualified in accordance with the provisions of chapter III of the Convention.
3.Chief Engineer Officer means the senior engineer officer responsible for the propulsion, operation and maintenance of the mechanical and electrical installations of the ship.
4.Second Engineer Officer means the engineer officer next in rank to the Chief Engineer Officer and upon whom the responsibility for the propulsion and the operation and maintenance of the mechanical and electrical installation of the ship will fall in the event of the incapacity of the Chief Engineer Officer.
5.Rating means a member of the ship’s crew other than the master or an of-
ficer.
6.Propulsion power means the total maximum continuous rated output power in kilowatts of all the ship’s main propulsion machinery as declared in the ship’s certificate of registry.
7.Able seafarer engine means a rating qualified in accordance with the provisions of regulation III/5 of the Convention.
8.Seagoing service means service on board a ship relevant to the issue of a certificate or other qualification.

Mandatory minimum requirements for certification of officers in charge of the engineering watch in a manned engine-room
or designated duty engineers in a periodically unmanned engine-room
Every officer in charge of the engineering watch in a manned engine room or designated duty engineer officer in a periodically unmanned engine room on a seagoing ship powered by main propulsion machinery of 750 kW propulsion power or more shall hold a certificate of competency.
Every candidate for certificate shall:
-be not less than 18 years of age;
-have completed skill training and an appropriate seagoing service of not less than 12 months as a part of an approved training program which includes onboard training that meets the requirements of section A-III/1 of the STCW Code and is documented in an approved training record book;
-have performed during the required seagoing service engine room watchkeeping duties under the supervision of the Chief Engineer or a qualified officer for a period of not less than six months;
-have completed approved education and training and meet the standards of competence specified in section A-III/1 of the STCW Code.

WATCH ARRANGEMENTS
The term «engineering watch» means either a person or a group of personnel comprising the watch or a period of responsibility for the machinery space.
The Officer in charge of an engineering watch is responsible for the safe and efficient operation and upkeep of machinery affecting the safety of the ship. He is responsible for the inspection, operation and testing of all machinery and equipment under the responsibility of the engineering watch.
The composition of the engineering watch shall ensure the safe operation of all machinery affecting the operation of the ship in either automated or manual mode.

1.The type of the ship, the type and condition of the machinery.
2.The adequate supervision of machinery affecting the safe operation of the
