Sergei Skripal’s niece denied visa to come to Britain

LONDON (Reuters) — The niece of poisoned former Russian spy Sergei Skripal has been denied a visa to come to Britain, the UK Home Office (interior ministry) said on Friday.

Viktoria Skripal had planned to travel to Britain to take Sergei’s daughter Yulia back to Russia.

Sergei and Yulia are being treated in an English hospital after being found unconscious on March 4 after an attack with nerve agent, but both are recovering and are no longer in critical condition.

"We have refused a visitor visa application from Viktoria Skripal onthegroundsthatherapplicationdidnotcomplywiththeImmigration Rules", a Home Office spokesman said.

Unit 2.  Notes

There are two kinds of notes: verbal and personal. They differ in their form.The verbal note also called a note verbale is written in the third person and unsigned, while the personal note is composed in the first person and is always signed.

As applied to the verbal note the word implies that such note is equal to an oral statement or information.

Anote verbale is the most formal form of note and is so-named as it originally represented a formal record of information delivered orally. Notes verbale are written in the third person and printed on official letterhead; they are typically sealed with an embosser or, in some cases, a stamp.

As any other document it may pertain to a serious question or refer to everyday routine matters informing the Foreign Ministry of

the receiving state about the arrival of a new staff-member of the mission or a delegation, asking for entry visas, etc.

Notes verbales may be addressed to a permanent representative or a permanent mission, a minister for foreign affairs or a ministry of foreign affairs. The note verbale is not used for communication with other organizationsintheUnitedNationssystem,andshouldneverbeusedfor communications with non-governmental organizations or the public.

It is a formal note of statement and can pertain to anything that is being discussed between the countries.

In diplomatic circles it is used to convey messages or opinion of members of the diplomatic attachment of one country to another. It can also be used to exchange information between the United Nations and Governments or permanent missions, to transmit decision or recommendation of UN organs, to request and acknowledge information and documents1.

The personal note may also refer both to a very important matter of principle and to a relatively minor problem, or simply contain a piece of information. For example, it is a fact that diplomatic relations between the Soviet Union and the United States of America were established through the exchange of personal notes between the President of the United States F. D. Roosevelt and the USSR People’s Commissar for ForeignAffairs, M. M. Litvinov.At the same time, the personal note can be sent, for instance, by the ambassador to the Minister for ForeignAffairs of the receiving state, informing him that the ambassador is leaving the country for vacation, or a mission, and who of the diplomatic staff is replacing the ambassador in the capacity ofcharged’affairesadinterim.Personalnotesaresentbyambassadors to their colleagues, the heads of other diplomatic missions. They may convey congratulations on the appointment or election to an important state post, express condolences, etc.

The verbal note has a mastic official seal, while the personal note has none; the verbal note bears the number, and sometimes the index attributed to it by the sender, while the personal note has none. The personal note must be signed by the sender.

The main parts of a note are as follows: Salutation indicates the official title of the addressee.

Example: Sir or My dear Ambassador.

Title of address is the courtesy title given to the addressee.

Example: Excellency.

Complimentary close is the term of politeness used in ending letters. The terms vary according to the nature of correspondence.

Signature authenticates the document. It is usually used at the end of communication.

Date, the day of the month and year should never be abbreviated.

Address — the full name, title and address of the addressee are placed either at the top or bottom of the first page of communication.

Now, let’s look at the salutation. Note verbale may be written in the name of the Secretary-General or Secretariat, but not in the name ofadepartmentorofanofficialoftheSecretariate.Aswehavealready discussed,allnotesverbalesbeginwithaformalsalutation.Asalutation forms part of the opening sentence.

Example: The ___ (name of sending state’s) Embassy presents its compliments to the Ministry of Foreign Affairs and has the honor to invite their attention to the following matter.

When a note verbale is sent in the name of the Secretary-General, it is addressed to a person.

Example: The Secretary-General of the United Nations presents his compliments to the Permanent Representative of … to the United Nations.

When a note verbale is sent in the name of the Secretariat, it is addressed to an office.

Example: The Secretariat of the United Nations presents its compliments to the Permanent Mission of… to the United Nations.

When a note verbale from a permanent mission is addressed to the Secretary-General, the reply is sent in the name of the SecretaryGeneral to the Permanent Representative.

Example: The Secretary-General of the United Nations presents his compliments to the Permanent Representative of … to the United Nations and has the honour to acknowledge the receipt of the Permanent Mission note.

A note verbale forwarding a communication at the request of a Member of the United Nations or its permanent mission should be as follows:

Example: The enclosed communication dated … is transmitted to the permanent missions of the States Members of the United Nations.

Opening Lines

A note verbale contains no complementary closing. It will close with a formal valediction, typically: "The Embassy avails itself of this opportunity of assuring the Ministry of its highest consideration".

Russia sends note to OPCW demanding access to results of probe into Skripal case

THE HAGUE, April 2. Russia has referred a note to the Organization for the Prohibition of Chemical Weapons (OPCW) demanding access to the results of the probe into the so-called Skripal case, Russia’s Permanent Representative to the OPCW Alexander Shulgin told TASS on Monday.

He said citing the OPCW technical secretariat that it had agreed to share information about the investigation with the organization’s Executive Council only if the British side gave its consent for that.

"Our lawyers have checked the technical secretariat’s reference to the confidentiality provision. Our opinion is that this reference is void. We have sent a relevant note to the technical secretariat and are now waiting for an answer", he said.

Experts from the OPCW will only give a conclusion on the chemical composition of the agent that was used to poison former Russian military intelligence officer Sergei Skripal and his daughter in the United Kingdom, Shulgin said.

"Technical experts will be able to produce only one result — that on the chemical composition of the agent used in Salisbury, with no indication of the country of origin and identification of the guilty party", he said.

Moscow will seek to gain access to data gathered in the investigation into the Salisbury poisoning, according to Shulgin.

"WedemandaccesstofootagefromtheCCTVcameras,transcript of telephone conversations, samples selected by British specialists and analyzed in laboratories of Porton Down (a secret chemical laboratory near Salisbury)", he said.

Earlier on Monday, Shulgin said Russia will insist that its experts take part in the investigation into the Skripal case.

"We will recognize only those conclusions of international and national experts that would be based on irrefutable evidence collected in compliance with all procedures of international law in effect and on an obligatory condition of Russia’s participation in any kind of investigation", he said in an interview with the 60 Minutes program on the Rossiya-1 television channel.

According to Shulgin, Russia will not recognize results of the probe into the Salisbury incident unless it involves Russian experts.

"Again, we are pointing to the necessity of a comprehensive investigation. We will not recognize any results of this probe unless Russian experts take part in it", he said.

The Organization for the Prohibition of Chemical Weapons is likely to make public results of expert analysis of the agent used in the Salisbury incident at the end of this week or at the beginning of the next week, according to Shulgin.
