7.TheSideswilladequatelyandeffectivelyprotectintellectual property in accordance with the Agreement. By mutual consent of the Sides, this Memorandum may be modified by separate documents.

8.Any disputes concerning the interpretation or implementation of this Memorandum will be settled by consultations between the Sides.

9.This Memorandum is not an international agreement and creates no rights and obligations to be regulated by the international law.This Memorandum becomes valid upon signature and will remain so for five years.

10.This Memorandum will automatically be extended for further five-year periods unless the Side notifies the other Side in writing of its intention to discontinue this Memorandum three months before the expiration of the respective validity period of the Memorandum.

3.В соответствии с законодательством своего государства Стороны будут осуществлять сотрудничество в области регулирования промышленной безопасности по следующим основным направлениям: разработка нормативно-правовой базы в области регулирования промышленной безопасности; обмен опытом в области осуществления лицензионной деятельности; аттестация специалистов в области промышленной безопасности; иные направления по взаимному согласию Сторон.

4.Сотрудничество в рамках настоящего Меморандума будет осуществляться в следующих формах, которые уточняются и согласовываются между Сторонами в каждом конкретном случае: обмен информацией и документами; взаимные визиты экспертов для проведения совместных семинаров, совещаний и консультаций; научные визиты, курсы подготовки и обучающие семинары; реализация совместных проектов; иные формы по взаимному согласию Сторон.

5.Каждая Сторона назначит координатора, ответственного за определение конкретных направлений сотрудничества, контроль за выполнением работ и реализацию совместных проектов в рамках настоящего Меморандума. Обмен информацией и документами будет осуществляться через координаторов, если заранее не оговаривается иной способ их передачи. Совместные проекты будут предусматривать участие в первую очередь Сторон настоящего Меморандума.

6.Для реализации проектов могут заключаться договоры между уполномоченными Сторонами организациями и привлекаться представители других ведомств и экспертных организаций, если это потребуется для успешной реализации проектов и будет согласовано между Сторонами. Стороны при необходимости будут проводить взаимные консультации для подготовки рабочих программ, направленных на реализацию настоящего Меморандума.

7.В целях координации совместных действий Стороны будут организовывать двусторонние встречи поочередно в Российской Федерации и Республике Абхазия для рассмотрения вопросов, представляющих взаимный интерес.

8.По взаимному письменному согласию Сторон в настоящий Меморандум могут вноситься изменения и дополнения, которые будут оформляться отдельными протоколами. Настоящий Меморандум не является международным договором и не создает прав

иобязательств, регулируемых международным правом.

9.Разногласия относительно толкования или применения положений настоящего Меморандума будут разрешаться путем консультаций между Сторонами. Настоящий Меморандум будет применяться с даты его подписания в течение пяти лет.

10.Применение настоящего Меморандума будет автоматически продлеваться на последующие пятилетние периоды, если ни

одна из Сторон по дипломатическим каналам не уведомит в письменной форме другую Сторону не менее чем за три месяца до истеченияочередногопериодапримененияМеморандумаосвоем намерении прекратить его применение.

BUENOSAIRES,December6./TASS/.RussianSecurityCouncil Secretary Nikolai Patrushev and Argentine Secretary for Strategic Affairs Fulvio Pompeo have signed a memorandum of cooperation, the press service of the Russian Security Council said on Tuesday.

The two officials met for consultations in Buenos Aires earlier in the day.

"In conclusion of the meeting, Nikolai Patrushev and Fulvio Pompeo signed a memorandum on cooperation, which envisages regular consultations and exchange of opinions on strategic issues of mutual interest regarding regional and international security", the statement says.

According to the statement, Russia and Argentina are set to develop "on a permanent basis" cooperation "on issues of measures against international terrorism, illegal trafficking in drugs, weapons and persons, as well as against piracy, cybercrime, money laundering, economic crimes and other transnational crimes".

Thetwoofficialsalsodiscussedmilitary,defense,law-enforcement and security cooperation and coordinated their countries’ approaches on the international arena, including as part of international organizations.

"The sides expressed their satisfaction with the coinciding approaches by Russia andArgentina to issues of the fight against new

challengesandthreats,themainofwhichistheinternationalterrorism", the statement reads.

During his visit to Argentina, Patrushev also met with Argentine Prime Minister Marcos Pena. Earlier on Tuesday, he met with the country’s president Mauricio Macri to discuss bilateral cooperation and the search for the missing Argentine Navy submarine, San Juan, which disappeared on December 151.

Russia andArgentina expand nuclear co-operation

Russia and Argentina signed a memorandum of understanding (MOU) on 24 January to advance uranium exploration and production inArgentina.

The MOU was agreed during a visit by Argentine President Mauricio Macri to Moscow, during which he held talks with President Vladimir Putin. It was signed by Argentine Foreign Minister Jorge Faurie for minister of science, technology and productive innovation Lino Baraсao and by Uranium One Group President and CEO Vasily Konstantinov as well as by Omar Adra, president of exploration company UrAmericaArgentina SA. The agreement could attract up to $250m in investments and create up to 500 jobs, according to an Argentinian foreign ministry statement.

"The signing of the memorandum seeks to position Argentina as a global uranium producer in the region and to fully satisfy Argentine demand for this metal from now on until UrAmerica starts its own production and our country gradually becomes self-sufficient in uranium",theministrysaid.UrAmerica,aprivateuraniumexploration company, based in Buenos Aires, is working to develop properties it has successfully consolidated in the Province of Chubut inArgentina, surrounding known high-grade deposits and historical mines, as well as properties in Paraguay.

Argentina already generates 5% of its electricity from three pressurised heavy-water nuclear reactors and has a long-established

nuclear fuel fabrication industry. It currently imports uranium from various countries including Russia and Kazakhstan for its own use, and for export following enrichment to other markets, including Brazil. The new agreement will help Argentina to achieve "national self-sufficiency in uranium", a government statement said.

Any uranium extraction will use in-situ recovery (ISR) supported by Canada-based Uranium One, a wholly owned subsidiary of Russian state nuclear corporation Rosatom, which is the world’s fourth-largest uranium producer. Argentina’s Ministry of Foreign Affairs said ISR, which does not involve mining, is "the most efficient method due to its low costs and minimal environmental impact, given that it does not requiresoilremoval".UnderitsagreementwithUraniumOne,"Argentina would thus pioneer its application in LatinAmerica", it added.

The agreement also reaffirms Rosatom’s commitment to building anuclearpowerplantinArgentina,whichhasplansfortheconstruction of two new nuclear reactors in the second half of this year. The $13bn project will reportedly be financed mostly by Chinese organisations. In a press statement following talks with Macri, Putin said: "Rosatom is proposing a nuclear power plant of Russian design in Argentina based on the latest and safest technological standards".

Russia and Argentina agreed to consider ways to expand cooperation in the peaceful use of nuclear energy in the following areas: the nuclear fuel cycle, nuclear power generation, training and professional development of specialists, the use of nuclear and radiation technologies in medicine, industry and others.

InApril 2015, Russia andArgentina signed an MOU establishing a "framework for cooperation" for construction of a 1200MWe VVER unit. Rosatom’s Rusatom Overseas and NucleoeléctricaArgentina SA also signed a preliminary project development agreement on construction of what would beArgentina’s sixth reactor, assuming the Chinese-financed projects go ahead. Also, Russian fuel company TVELat that time signed two MOUs with the NationalAtomic Energy Commission of Argentina and the state corporation of the province Rio Negro (Republic of Argentina) INVAP, a designer of world-class research reactors and other nuclear equipment.

It followed an intergovernmental agreement signed in July 2014 on cooperation in the peaceful use of atomic energy1.

This is a major infrastructural project "proactively considered now", the Russian energy minister said.

MOSCOW, November 2. /TASS/. Russia and Iran signed a memorandum of understanding to support the project for construction of a 1,200-km long gas pipeline from Iran to India with a branch pipeline, Russian Energy MinisterAlexander Novak said on Thursday on the air with Rossiya 24 TV Channel.

"The agreement, the memorandum that was signed yesterday, focuses on cooperation in implementation of projects related to gas production in Southern Iran and supplies of this resource to India through the exclusive economic zone of Pakistan under the Persian Gulf", Novak said.

This is a major infrastructural project "proactively considered now", the minister said. "I think it is quite real for practical implementation to start shortly", Novak said.

Russia and Iran are pursuing cooperation in different areas, the minister said. "This is in the gas industry in particular. One of areas is Gazprom’s participation in provision of gas supply for Iran’s regions, construction of underground gas storages, including a gas-fired power plant, and development of fields with an opportunity of gas supplies to third countries", Novak noted.

Construction of the gas pipeline from Iran to India via Pakistan was discussed as early as in 1996. However, India dropped the project after the United States introduced sanctions against Iran in 2008 because of the nuclear program1.

On June 18, 2015 the Government of the Russian Federation and the Government of the Republic of the Union of Myanmar signed the Memorandum of Understanding for cooperation in peaceful use of nuclear energy.

The document was signed by the director general of ROSATOM S.KirienkoandtheMinisterofscienceandtechnologyoftheRepublic the Union of Myanmar.

ThisisthefirstdocumentinthehistoryofRussian-Birmanrelations that lays he legal foundation for interaction between two countries in the area of nuclear energy. Memorandum covers such scope of issues as fundamental and applied researches, radioisotopes application, joint research, technologies development in the sphere of nuclear medicine, radioimmunotheraphy,realizationoftheprogrammeofIAEA’technical contribution to nuclear medicine, nuclear safety features, physical and radioactivity protection, radiation risk assessment on the environment, training of specialists of administrative and scientific personnel.

The Memorandum envisages the formation of a work team to realize all above mentioned areas of cooperation and determines as the nearest task the preparation of the intergovernmental agreement for cooperation in the peaceful use of nuclear energy1.
