Assignment: Read the text using the dictionary and compare the terms of buying the real estate in Greece with hose of Russia.
Real estate review
Foreigners who possess real estate in Greece are fewer, than, for example, on Cyprus: it’s more difficult to get a residential permit, a constant residence here. All the same, 30%-40% of residence on the coast is bought by immigrants. There is an explanation: though Greece is not the most well-developed among the EU countries, there is no such quantity of islands (about 3.500) anywhere else in Western Europe. The land of Ellade attracts with its soft climate, comparative stability, its culture. And there are no restrictions for buying realty by foreigners here.
Soft climate, stable economy, low level of criminality, plenty of vegetables and fruit all year round. Besides, foreigners’ demand for local real estate is conduced by an approaching event, which, as it could seem is not directly connected with the real estate market, - it’s about the summer Olympic Games-2004, which will take place on the historic motherland of the Olympic Games, in Athens, that’s why owners of Greek apartments and villas count on earning a good income through lease. According to numerous specialists, prices for dwelling on the eve of the Olympic games may grow, that’s why now is a good moment for buying. However, in a number of prestige regions the land today is worth its weight in gold- about $20 000/m².
Price range for dwelling is very vast: from $500-700 per m² in non-prestige regions of ATHENS to $25000 per m² in seaside suburbs. Of course, value of an apartment depends on many factors, such as, for example, a sea-view (which will cost supplementary $3000-6000), a large balcony or a terrace, parking or an underground garage, etc. Oddly enough, a price of a flat of the same size and layout grows depending on the floor: the higher the floor- the higher the price. The most expensive apartments are those on the last floors of houses with flat roofs, on which they make small gardens, swimming-pools or summer bedrooms. Average 3-4 bedroom apartment in a good region of Athens costs about $60000 100000, and a house about 100m² with a garden costs about $150000. As for the price of real estate in elite regions, such as Glifada, Psychico, Kifisji- the farther they are from the centre - the more expensive. We should mention, that burdensome for not very rich foreigners to own a dwelling: a house or an apartment, bought on the continent or on one of thousands of islands for less than $175000, are free from the annual tax on real property. This means, that, having paid the necessary taxes when making a purchase, you won’t be bothered anymore with fiscal expenses.
Besides, it’s necessary to consider, than counting the official price, civil servants lean towards underrating, and the real market price of a non-taxied house may exceed $175 000.
Taxes on buying real estate in Greece reach 15%. If money is imported into the country, then you may count on tax privileges to 50%, and those who possess a Greek passport don’t pay the tax for the first house or apartment at all. Presenting a reference about constant taxied income to any bank on the Greek territory you may count on getting credit for buying your own house for the 15-year-term with 5-8% per year. There are no difficulties with buying real property in Greece.
Though, there is one detail, which should be mentioned – it’s important for the land not to be in leasing. It happens rather often in Greece, as well as on Cyprus: the land on which a house is built is in leasing or in a possession of a church, etc. However, it can be checked through our lawyers. It’s profitable to buy plots for future construction: compared to buying ready walls, it may be 10-20% cheaper. As a rule, a ready house is delivered in 6-8 months. Usually, a building company occupies itself with such questions, as drafting of permission for building and projecting of a house. Price of building in Greece – from $500 to $1000 per m² depending on the value of building and decoration materials. Foreigners have no problems with lease either.
Annual rental payment for an apartment or a villa makes about 8-12% from its commercial price. Greece is a competent EU member, a country with democratic society. Protection of rights of foreigners, living here is a matter of policy of the government, as well as any Greek’s right to get local citizenship. Recently built apartments are usually situated in houses, which don’t have many storeys (1-2 on a floor, 3-4-storey houses), spacious drawing-rooms and dining-rooms (30-50m² with general surface 100-150m²), 2-3 and more bedrooms, as a rule – 2 toilet facilities, large verandas additional 40-60m², not included into the general surface), a conditioner. Marble decorations, fireplaces, underground garage, a swimming pool, common for all inhabitants of a house and other pleasant “luxuries” are not rare. Average price of 1m² of general surface in such a house makes $900-$1100. If you acquire a piece of land for construction on a cooperative base, then its price may decline to 150-130$/m², depending on the quantity of stockholders quantity of bought land, expenses on building houses decline considerably, as well. In other regions of Greece – towns and resorts situated farther from Athens, in Saloniki, on the islands, in Northern and Southern Greece – prices for real estate are 20%-50% lower, than in Athens.
