Structure:

Council is a High Body of the OECD and meets ones in week on the level of ambassadors, and ones in year on the level of ministers.

Main work fulfils in special committees and working groups (200).

European Commission actively takes part in the OECD work. In 1990 Center on Cooperation with European states of transference economy.

Secretariat of the OECD is headed by Secretary General and situated in Paris.

OECD spread analytic and statistic materials about main economic standards, budget, external trade, finance, industry and energetic. OECD Economic outlook (twice in year), OECD Economic Survey (annual) OECD Observer (twice in month) magazines edited. Edition centers are situated in Bonn, Tokyo, and Washington.

Some semi autonomy Bodies are entered to the OECD:

        1. International Energy Agency (IEA);

        2. Nuclear Energy Agency (NEA);

        3. Center for Education, Research, and Innovation (CERI)

        4. OECD Development Center.

Official languages are: English and French.

Theme of the lecture: International Organizations of the Soviet period

The objective of the lecture. Students should know main aims, activity, structure, and perspectives of the CMEA, Warsaw Treaty Organization.

The brief content of the lecture

1. Council for Mutual Economic Assistance was an intergovernmental economic organization of socialist states, founded in respond on Marshal Plan. CMEA was formed on January 25, 1949 by the USSR, Albania, Bulgaria, Hungary, Poland, Rumania, and Czechoslovakia

Aims of the CMEA were:

  • exchange by economy experience;

  • mutual technical aid;

  • coordination by economy plan.

Charter of the CMEA was signed in Sophia on December 14, 1959.CMEA should been provided economy and scientific-technical cooperation, preparation of recommendation, investigation of economy problems, and assistance to mutual actions on the base of socialistic labor division in industry and agriculture, transport and investments.

In 1950 GDR joined to the CMEA, 1962 – Mongolia. In 1961 Albania left the CMEA. In 1956 China, Korea, Cuba gained observer status. In 1965 Yugoslavia was adopted to the CMEA. Observer status had Angola, Laos, Mozambique, Ethiopia.

In 1954 conception of economic integration was adopted, 1959 conception of labor division. In 1964 International Bank of Economic Cooperation was formed. 300000000 rubles was a Charter capital of the CMEA. In 1970 International Investment Bank, and later Institute of World Economy were formed in Moscow. Since 1974 CMEA had an observer status in the UNO. In 1950 states of the CMEA produced 18% world production, in 1982 – 1/3.

Structure of the CMEA:

  • Executive Council;

  • Committee on cooperation in planning sphere;

  • Committee on scientific-technical cooperation;

  • Committee on cooperation in material-technical provision;

  • Permanent Commission;

  • Secretariat.

Session was a High Body of the Council and defined main directions of economic integration. Meetings were held in capitals of the state-members annual.

Executive Committee of the CMEA was a main executive Body and consists of representatives all state-members.

All languages of state-members recognized as an official languages. Russian language was a working language.

In 1990 45 last Session of Council was held. In 1991 Organization was disintegrated

2. On May 7, 1954, the SU offered to hold All European Conference on Security problems, where 23 states were invited. USA, GB, and France refused to take part in it. Conference was held in Moscow in November- December, 1954. USSR, Poland, Czechoslovakia, GDR, Hungary, Rumania, Bulgaria, Albania and China (as an observer) took part in it. Decision about convocation of Conference in Warsaw for conclusion of Treaty about Peace, Cooperation, and Mutual Aid was adopted. Treaty obliged:

- refusal of threat force and using it;

- solution of problems by peaceful means;

- collaboration in sphere of military forces reduction;

- consultation on security problem;

assistance aid to state, if it aggressed by other one.
