As it was said the main fortress had never been built. First its construction had been delayed for several reasons, one of them being the Bashkir uprising, and then it was decided to move the town to another location, mainly because the firstly chosen one appeared to be too remote and it would be very difficult to supply the garrison and people there. In fact during the first winter the garrison of the small fortress almost starved.

For the second time an attempt to found Orenburg, was made near "Krasnaya Gora". Now there is the village Krasnogor of the Saraktash district. The initiator of this transferring was V.S.Tatishchev, who had been made commander of the expedition after Kirillov's death. V.N.Tatishchev was an outstanding Russian scientist, historian and statesman, one of the "eaglets of Peter's nest". He found the place and handed in the project of relocating the town, but could not take part in carrying out this plan because he had been detained in St. Petersburg on a false charge.

There were several designs of the town for its new location, but the most interesting seems to be that by Demetry Telnoy, a military engineer, because of its close connection with the subsequent planning of Orenburg and its having been near to realization (fig. 5). The basis of fortification here is a circle as well, but a citadel is added (a). It must have been the relief dictating this variant; the citadel was to be located on a hillock separated by a stripe of lowland from the main part of the fortress. But the planning of the town differs in principle - it is based on a rectangular scheme. There were heated discussions among the engineers as to where it would be better to build the town (the other designs were for places nearby, but the town was to be built uphill for some reasons), and that caused delay in laying the corner-stone.

At last the town was founded on August 1 (12), 1741 and fortification construction began. It may be noted that both practically and theoretically there had been no town named Orenburg for about two years because it was in August 1739 that the Senate issued its ukas to transfer Orenburg to the Krasnogor place and to name the settlement founded near the Or river the Orsk fortress.

Soon however, the construction work stopped because of the same argument and it could not go on without the interfering of the commander. But there was not any at that time, as Tatischev's successor Urusov had died before the foundation of the town. The new chief I.I.Nepliuev arrived only in spring 1742, and as Orenburg and its vast region owe a lot to the activities of this person it is advisable to give here a short account of his life before coming to Orenburg.
