Human resource management.
Human resource management is a term used to describe the wide variety of activities involved in “staffing” organizations and ensuring that the performance potential of every employee is fully realized. Staffing, in turn, is the process of filling jobs with high-quality people. Integral to every manager’s organizing responsibilities, the basic objective of staffing is to match people and jobs to achieve high productivity. Without proper staffing, even the best-designed organization guided by well-made plans cannot achieve its performance objectives. We can identify the major elements in human resource management as follows:
- attracting a quality workforce: human resource planning, recruitment, and selection;
- developing a quality workforce: orientation, training and development, and career planning and development;
- maintaining a quality workforce: managing retention and turnover, performance appraisal, compensation and benefits, and labor-management relations.
A human resource department or personnel department appears on most organization charts. Increasingly, this department is headed by a senior manager reporting directly to the chief executive officer and managing a team of human resource specialists. In a dynamic environment complicated by legal issues, labor shortages, economic turmoil, changing corporate strategies, new organization and job designs, high technology, and changing personal values and expectations, such specialists are needed to help manage human resources to their fullest potential. The net result is an emerging career area – human resource management – that is full of great opportunity for interested persons.
