ЗАКЛЮЧЕНИЕ
Национальная школа – явление историческое. Еще классики народной педагогики отмечали, что при организации школы необхо­димо учитывать традиционную систему воспитания у каждого народа, обращать внимание на особенности культуры и национальную само­бытность.
История инородческой, в том числе латышской, школы на террито­рии Сибири начинается в середине XVIII века. Специфика этих обра­зовательных сельской местности, в местах компактного проживания переселенцев с берегов Балтийского моря. Городских школ были единицы. Ведущую роль в просвещении латышей и переселенцев из Восточной Латвии (будущих латгальцев) играли католические и лютеранские священни­ки, поскольку сам процесс обучения сводился к подготовке к конфир­мации.
Исследование показало различный уровень социокультурной адап­тации мигрантов в принимающем сибирском сообществе. Переселен­цы имперского периода практически отказывались принимать новую культуру (и прежде всего язык), сохраняя свою культурную идентич­ность, тогда как третье поколение, родившееся в Сибири и выросшее в советское время, смогло достигнуть равновесия в процессе интегра­ции, частично няя свою культуру.
Таким образом историю национального латышско-латгальского национального образования можно разделить на следующие периоды.
Первый период (середина ХIХ в. – 1917 год) ознаменован появле­нием институтов национального образования, допущенных с «акку­ратного» разрешения Министерства просвещения Российской импе­рии. При чение у протестантов – как мальчиков, так и девочек, чему способ­ствовал специфический обряд конфирмации по достижении совершен­нолетия.
Отметим, что первые национальные школы были созданы без уча­стия государства. Обеспечением школы занималось само население. Царское правительство особо не вмешивалось в вопросы инородческой школы на периферии. Касаемо Сибири сложно говорить и о русифика-

Второй период (1917–1923 год) совпадает со временем революций и гражданской войны. Это этап формирования системы и методиче­ских основ национального образования молодого советского государ­ства. Новеллой национального латышско-латгальского образования становится атеистическая школа.
Третий период совпадает с эпохой нэпа – временем реализации ос- новных демократических принципов советской национальной полити­ки. Этот период характеризуется весьма бурным ростом численности латышских и латгальских школ в Сибирском крае, что можно объяс­нить стабилизацией экономической и политической обстановки. К концу 1920-х годов были сформированы основные принципы функ­ционирования советской школы
для национальных меньшинств, опре­делены формы обучения, сформированы управленческие кадры, кото­рые осуществляли контроль за организационной и методической дея­тельностью образовательных учреждений.
Четвертый период ознаменован эпохой коллективизации, а для латышей – еще и уничтожением вековых традиций хуторского хозяй­ства и национальных черт. Именно в этот период происходит реальное отделение школы от
церкви, ставится задача создать атеистическую
национальную школу.
Вообще вся история латышских и латгальских образовательных учреждений на территории Сибири носит весьма экстремальный ха­рактер. Прежде всего потому, что это переселенческая школа, а обжи­вание на новом месте требует серьезных затрат: материальных, физи­ческих и моральных.
Нужно признать тот факт, что при
советской власти национальные школы легитимно получили право осуществлять процесс обучения на родном языке учащихся.
Одна из самых сложных задач, которую пришлось решать совет­скому руководству в борьбе с неграмотностью и по созданию сети об­разовательных учреждений, – недостаток финансовых средств. Сло­жившаяся ситуация была вполне объективной, царское правительство не решало вопросы массового
образования. Действительно, до 1917 года
образование было фактически элитарным.

Для вновь создававшихся национальных школ требовались про­фессиональные педагогические кадры, но их либо объективно не было, либо катастрофически не хватало. Уровень образования, по современ­ной оценке, оставлял желать лучшего. Национальные высшие и сред­неспециальные профессиональные педагогические учебные заведения появились лишь во второй половине 1920-х годов. Окончившие начальную школу, преимущественно педагоги сельской
местности, повышали свою квалификацию на краткосрочных курсах. Учителя ра­ботали в две смены, а директора школ – без отпусков. Однако несмот­ря на эти объективные сложности, дети школьного возраста были во­влечены в образовательный процесс.
Национальная школа выполняла функцию этнокультурного центра для диаспоры. Содержание таких образовательных учреждений часто осуществлялось за счет
благотворительной деятельности этнического сообщества. Учебная литература собиралась по крупицам. На уроках гуманитарного цикла активно использовали периодические издания, газету «Тайснейба».
Важная задача национальной школы заключалась в сохранении родного литературного языка, именно поэтому обучение на латыш­ском или латгальском языке было обязательным условием в функцио­нировании образовательного учреждения.
Светские национальные школы сформировались
в весьма непро­стых условиях революции и гражданской войны в молодой советской России. Обучение осуществлялось на родном языке учащихся, но должное внимание уделялось государственному – русскому языку. Следует отметить, что те дети, которые учились в национальной школе даже несколько начальных классов, смогли сохранить национально­культурную идентичность и на вопрос о национальной принадлежно

сти отвечали на языке своего этноса. При этом изучение русского – государственного языка, отечественной истории и географии позволя­ло формироваться общероссийской идентичности.
В целом нормативные документы советской власти в отношении школ национальных меньшинств соответствовали нормам междуна­родного права. Сами же переселенцы отвечали современному требова­нию к характеристике национального меньшинства: имели желание передать потомкам все свое своеобразие через систему воспитания и образования.

Сформировавшаяся в СССР школа для национальных меньшинств стала настоящим педагогическим феноменом. К сожалению, ликвида­ция национальных образовательных учреждений в местах диаспораль­но проживающих латышей и латгальцев на территории Сибири приве­ло к утрате национального языка теми, кто родился после 1938 года.
Подводя итог, следует подчеркнуть, что национальная школа в условиях иноэтнического пространства
обеспечивает право любого этноса на самостоятельное культурное развитие; способствует освое­нию культурного наследия своего народа, являясь основой существо­вания и развития этноса и этнической культуры; позволяет сбаланси­ровать образовательные интересы личности, этноса и многонацио­нального государства в целом.
Сохранение преемственности образовательных ценностей может способствовать преодолению негативных тенденций в сегодняшней образовательной
политике.
CONCLUSION
The national school is a historical phenomenon. Still classics of people's pedagogy noted the need to take into account the traditional system of edu­cation of each people in the organization of the school, drawing attention to the characteristics of culture and national identity.
The history of a foreign, including the Latvian, school in Siberia begins in the middle of the 18th century. The specificity of these educational insti­tutions was that they were created in rural areas, in places where immigrants lived compactly from the shores of the Baltic Sea. City schools could be found in units. Catholic and Lutheran priests played a leading role in edu­cating Latvians and settlers from Eastern Latvia (future Latgalians), since the process of training itself was reduced to preparing for confirmation.
The first national schools were created without state participation. The population itself provided the school. The tsarist government did not parti­cularly interfere in the issues of the foreign school on the periphery. In Sibe­ria, it is difficult to talk about Russification policy, since the local Latvian population practically did not speak the state language even for the October Revolution of 1917.
The study showed a different level of socio-cultural adaptation of mi­grants to the host Siberian community. The resettlers of the imperial period practically refused to accept a new culture (and, above all, the language), preserving their cultural identity. While the third generation, born in Siberia and growing up in Soviet times, managed to reach equilibrium in the pro­cess of integration, they partially identified themselves with the new envi­ronment, but at the same time maintained their culture.
Thus, we can conclude that the history of the national Latvian-Latgalian national education consists of several stages: the first period from the mid­dle of the 19th century. until 1917, when the first institutes of national edu­cation, admitted with a neat permission from the Ministry of Education of the Russian Empire, appeared. Here it should be noted the significant role of home schooling in Protestants, both in boys and girls, this was promoted by a specific ceremony of confirmation on reaching adulthood. It should be noted that the tsarist authorities regarded the involvement of the population in the educational process as very loyal. It is not necessary to speak about the policy of Russification on the Siberian expanses, this is confirmed by the fact that the majority of migrants from the shores of the Baltic Sea did

not know the state language. Those who were born in Siberia, in places of compact settlement of the ethnos did not speak Russian.
The second period coincides with the time of revolutions and civil war – 1917–1923, the time of the formation of the system and methodological foundations of the national education of the young Soviet state. The novel of the national Latvian-Latgalian education is the atheistic school.
The third period is characterized by the NEP era – the time of imple­mentation of the basic democratic principles of Soviet national policy. This period is characterized by a very rapid growth in the number of Latvian and Latgale schools in the Siberian region. This can be explained by the stabili­zation of the economic, in the first place, and the political situation. By the end of the 20-ies. The main principles of the functioning of the Soviet school for national minorities were formed in the last century, forms of training were defined, and management cadres were formed that monitored the organizational and methodological activities of educational institutions.
The fourth period was marked by the era of collectivization, and for Latvians and the destruction of centuries-old traditions of the farm econo­my, and the national mentality, a kind of individualist, adherence to the Protestant ethic in labor relations, to the gradual neglect of national interests since the mid-1930s. the last century and until the complete elimination of national schools in 1938. It is during this period that the school is actually separated from the church. The task is to create an atheistic national school. It can be noted that the entire history of Latvian and Latgalian educational institutions in the territory of Siberia is extremely extreme. First of all, be­cause it is a "resettlement school", and "living" in a new place requires seri­ous expenses: both material, physical, and moral.
It is necessary to recognize the fact that under the Soviet government the national schools have legitimately obtained the right to implement the lear­ning process in the native language of the students.
One of the most difficult tasks that the Soviet leadership had to solve in the fight against illiteracy and the creation of a network of educational insti­tutions was a lack of financial resources. The current situation was quite objective, the tsarist government did not solve the issues of mass education. Indeed, before 1917 we have to talk about the exceptional elitism of educa­tion.
For the newly created national schools, professional pedagogical staff was required, but they were not objectively present, and those that were

sorely lacking. The level of education, according to modern estimates, left much to be desired. National higher and secondary special professional pe­dagogical educational institutions will appear only in the second half of the 20-ies. last century. Graduates from primary school, mainly teachers of rural areas, underwent "advanced training" in short-term courses. Teachers worked in two shifts, and directors of schools and without holidays. How­ever, it should be recognized that despite these objective difficulties, school­age children were involved in the educational process.
Educational literature was created, you might say, in the "field condi­tions". During the lessons of the humanitarian cycle, periodicals and the newspaper "Taisneiba" were actively used.
The national school served as an ethno-cultural center for the diaspora. The content of such educational institutions was often carried out at the ex­pense of the charity work of the ethnic community. An important task of the national school was the preservation of the native literary language, that is why instruction in Latvian or Latgalian languages was an indispensable condition in the functioning of the educational institution.
At the same time, it should be emphasized that the study of Russian, state, language, national history and geography made it possible to form an all-Russian identity.
It can be noted that secular national schools were formed in very diffi­cult conditions: a revolution and a civil war in the young Soviet Russia. The training was conducted in the native language of the students, but also due attention was paid to the state language - the Russian language. It can be noted that those children who studied at the national school even several primary classes were able to preserve their national and cultural identity, and answered the question of nationality in the language of their ethnic group.
It should be recognized that, in general, the normative documents of the Soviet authorities concerning schools of national minorities corresponded to the norms of international law in the field of minority rights.
The Latvian settlers themselves answered the modern demand for the characterization of the national minority: they had a desire to transfer their identity through the system of upbringing and education to their genera­tions, descendants.
Unfortunately, the liquidation of national educational institutions in the areas of Latvians living in Latgalian and Latgalian communities on the terri-

tory of Siberia led to the loss of the national language by those born after
1938.
Preservation of the continuity of educational values can contribute to overcoming negative trends in educational policy today. One can not but admit that the school for national minorities that was formed in the USSR became a real pedagogical phenomenon.
Summing up, it should be emphasized that the national school in condi­tions of an alien ethnic space can ensure the right of any ethnos to inde­pendent cultural development, while contributing to the development of the cultural heritage of its people, being the basis for the existence and deve­lopment of ethnos and ethnic culture. Will help balance the educational in­terests of the individual, ethnos, and the multinational state as a whole.
