Контрольные задания включают в себя 5 вариантов, каждое задание предусматривает:

-чтение и перевод текста

-ответы на вопросы к тексту

-упражнения по работе с лексикой

Издаются в соответствии с программой дисциплины «Авиационный английский язык»

Предназначены для студентов 4 курса ЗФ специализации ОрАБ.

Данные контрольные задания могут использоваться студентами очного факультета по специальности «Безопасность», а также студентами факультета летной эксплуатации.

МЕТОДИЧЕСКИЕ УКАЗАНИЯ

1. Данное контрольное задание имеет 5 вариантов. Студент должен выполнить один из этих вариантов в соответствии с последней цифрой своего шифра.

2.Контрольное задание должно быть написано четко, аккуратно.

Security is a serious and expensive problem affecting all who use or work in aviation and also those who are directly or indirectly involved in the task of combating terrorism. In structuring the security controls and the various screening devices, measures should be implemented so as to result in the minimum interference with passengers, crew, baggage, cargo and mail.

Terminal designs need to be more flexible. Should the security threat or risk become greater in the future, the layout should be able to adapt to new requirements. Conversely, should the security environment and the threat assessment at any stage warrant withdrawal of security-related checks in future, this should be possible with the minimum of inconvenience to the travelling public.

Passengers today expect security that is as unobtrusive as it is effective. Every airport has thus to formulate a security strategy tailored to the individual airport’s needs, whereby security is not provided by one or two ad-hoc security considerations but by a combination of time-tested, interactive measures and procedures which provide security in depth.

Security strategy

Security strategy is crucial for an airport. Security involves the law – both national and local – education and training of all the personnel involved, in-depth analysis of the suitability of the security controls, detection systems, etc. this is often referred to as the “onion skin” approach to security.

No single piece of the detection equipment, either existing or in development, is likely to resolve aviation’s terrorism threat completely. Instead, several technologies combined in an integrated system are more likely to attain a level of security acceptable to the travelling public. A properly sequenced combination of technologies is more effective, harder to circumvent and more of a deterrent to potential intruders than any single method.

The advantage of integrating several technologies is that the operating costs are kept to a minimum and the passenger traffic flow is streamlined. It is recommended that the personnel and baggage inspection systems should be arranged in several phases, with the fastest and the least expensive devices in the beginning, and the slowest, most expensive and perhaps most effective systems at the end of the inspection chain.

The dichotomy

The primary objective of a civilian airport is to maximize its commercial potential by handling aircraft and processing airline passengers in the most efficient and profitable manner. The airline industry operates in a commercially competitive arena, and airlines seek to gain commercially by showing that they have advantages over their competitors. Security is one of the areas in which airlines will seek to convince potential passengers that their aircraft are the safest in which to travel. The commercial interests of the airport authority require freedom of movement for passengers and customers, with as little inconvenience as is reasonably possible. Security interests, on the other hand, require checks and restrictions to prevent the infiltration of an explosive device or weapon which could be used for an attack in the airport or on an aircraft. Therein lies the anomaly – commercial interests are in opposition to security interests. If these two interests are not properly balanced, then reduced security may lead to a greater chance of a terrorist attack, but if security is too restrictive, airline passengers will be deterred and seek an alternative means of travel if that is possible.

Security aspects

Security-related aspects have to be included in the design of the airport infrastructure as an integral part of the overall system. The traditional approach to airport planning, and the traditional solutions, are no longer adequate. However sound from a narrow, technical perspective, they can be unresponsive to the realities. Recent experiences at some major airports vividly illustrate how far the methods of the past can lead us astray.

The most vital component in the security subsystem is the human element. While state-of-the-art detection equipment and gadgets can increase our ability to foil hijacking attempts, or defuse explosive devices, the role of professionals assigned to security check-points is paramount. Often referred to as “screeners”, this group of personnel has a day-to-day interface with potential hijackers, and silent but suspect baggage. Regardless of hi-tech aids, the human element is likely to remain the key ingredient in the fight against aviation terrorism for the foreseeable future. Greater attention must therefore be paid to the vetting, recruitment, training and supervision of staff at all levels.

Technology is only as effective as the people who operate it. Ultimately, people make security systems work or fail. Investment in security technology must be complemented by comprehensive training of the screeners who are the essential human link in the security chain, and the strength of a chain is no greater than that of its weakest link.
