(6) Wrthin to minutes before vessel proposes to start navigating within the port, vessels are to advise Mersey Radio, or in the case of vessels in dock, the appropriate Dock Master. Advise on completion of movement or when passing Q2 Lt buoy.

(7) Vessels of over 50 GT carrying dangerous cargoes, i.e.

(a) Dangerous goods as defined in the IMoo Code, classes 1to 9, inclusive of and including:

(i) Marine pollutants as defined in the Environmentany Hazardous Substances N.O.S. UN 3077 and UN 3082 (MARPOL 73fl8 Annex III, Regufations for the Prevention of Pollution by Harmful Substances Carried by Sea in Packaged Forms)

(ii) Radioactive materials referred to in the Code for the Safe Carriage of Irradiated Nuclear Fuef, Plutonium and High level Rad'lOactiveWastes in Aasks on board Ships (INF Code)

(b) Harmful substances in bulk so defined and listed in:

(i) MARPOL 73fl8 Annex I, Regulations for the Prevention of Oil Pollution. Appendix I

(ii) MARPQL 73178 Annex II. Regulations for the Control of Pollution by Noxious Liquid Substances in Bulk, Appendix II

(iii) Chapter 17 01 the International Code for the Construction and Equipment of Ships Carrying Dangerous Chemicals in Bulk (IBC Code)

(iv) Chapter 19 of the International Code for the Construction and Equipment of Ships Carrying Liquefied Gases in Bulk (IGC Code)

(v) The IMO Marine Environmental Protection Committee (MEPC) circulars listing the substances provisionally assessed by IMO or assessed by tripartne agreement

(vi) The IMO Bulk Chemical (BCH) circulars listing the substances for which a

 

hazard profile exists

(8) These vessels should report not less than 48h in advance Slating:

(a)

Their intention to navigale wnhin the port and the nature of the cargo being

 

carried

(b)

The nature of a previouS cargo, if the vessel is in ballast but not gas·free

(c)

Whether the vessel is fitted with an operationaf Cargo Environmental Control

System sunable 01 any cargo referred to in section (7) (b)

(9) Vessels should confirm the nature of their cargo on giving notice of intention to navigate as specified In sections (3) and (5).

REPORTING POINTS:

(1) All vessels carrying dangerous cargoes as in PROCEDURE section (7) and all vessels towing another vessel as in (3) below should report when passing the lollowing points:

(a) 01 Ltbuoy (53°31 '·02N 3°W72W) tinward-bound) or02 Ltbuoy(53°31 '·49N 3°14'·95W)(outward-bound)

(b) Crosby Lt buoy (53°3O'·74N3°06'·29W)

(e) Brazil Ltbuoy (53°26'·86N302'·24W)orC22 Ltbuoy (53°27'·30N3°01'·94W)

(d) Woodside Stage (53°23··75N 3°00'-48W) or Dukes U buoy (53°23'·87N 2°59'·80W)

(2) I! during times of poor visibilrty the above is not practicable vessels will, on request. be tracked by radar.

(3) Tows: The vessel controlling the towing operation, (other than a tug assisting a powered vessel) should:

(a) Give at least 1h notice of commencement of tow within the port. inctuding details of the tow

(b) Report when passing the points as specified in (1). (a)·(d)

(4) Vessels which have been grounded, had a fire, been in collision or sustained heavy weather damage, outside the port: The Master should report on the condition of his vessel and cargo atleaSI 24h prior to arrival at the Bar Lt F. or as soon as possible after the incident, whichever is later.

(5) Vessels within the port which have grounded, been In collision or on fire should immediately report:

(a) POSition of vessel

(b) Known damage

(e) Confirmation 01 cargo

and should not navigate further without prior permission.

(6) Vessels wishing to adJust compasses within the port: Masters should give 24h prior notice and confirm immediately before commencing adjustment.

(7) Large vessels swinging: The Master of a vessel 150m or over in length, intending to swing in the river, should report his intentions atieast 10 minutes before Ihe manoeuvre.

(8) Anchoring within the port: Vessets 01 over 50 GT may not anchor in the port inward 01 01 LI buoy (53°31'·02N3°16'·71W) without permission from Mersey Radio. I! anchoring in an emergency, report as soon as practicable.
