Which of the two houses of the Congress has the right to impose new taxes?
Congress
Congress is the institution that makes laws, and is made up of the HOUSE OF REPRESENTATIVES and the SENATE.
The House of Representatives has 435 members called Representatives or Congressmen and Congresswomen, who are elected by the people of a state to represent that state. The number of representatives for each state depends on the size of the population of the state, and each state has at least one Representative.
The Senate has 100 members called Senators, who are elected by their state. Each state has two Senators.
Congress decides whether a bill (=a suggested new law) becomes law. If both the Senate and House of Representatives agree to a law, the President is asked to agree. The President can veto a bill (=refuse to allow it), but Congress can still make it a law if two-thirds of the members of each house agree to it. (Longman Dictionary of English Language and Culture, Longman)
Most bills may be introduced in either House of Congress. However, the Constitution provides that "All bills for raising Revenue shall originate in the House of Representatives." As a result, the Senate cannot initiate bills imposing taxes. (Wikipedia)

What are the symbols of the Democratic and the Republican parties?
The Republican Party – one of the two main political parties in the US, which is generally regarded as more CONSERVATIVE than the Democratic Party. It was established in 1854 to oppose SLAVERY, and the first Republican President of the US was Abraham Lincoln (1861-65). Its most recent Presidents were Ronald Reagan and George Bush (1981-1983). The Republican Party tends to support the owners of business and industry, and to oppose high government spending on welfare (=help for poor people, people without jobs etc.). it represents a wide range of opinions, from fairly conservative to very right wing. It is sometimes called the Grand Old Party or GOP, and its symbol is an ELEPHANT.
The Democratic Party – one of the two main political parties of the US, also known as the Democrats. The Democratic Party’s policies are more liberal than those of the Republican Party. (Longman Dictionary of English Language and Culture, Longman)
The symbol of the Democratic Party is the Donkey. (Wikipedia)
19. What great American said: “The best government is that which governs least”?
The quote can be found in Henry David Thoreau's essay entitled Civil Disobedience published in 1849. However the quote is often attributed to Thomas Jefferson, but there is no writing suggesting Jefferson actually said it.(ответбылнайденвинтернете) It means government works best when it leaves people alone. It should only interfere with peoples’ lives when absolutely necessary.
